Book excerpt: This work presents the author's research on legal issues concerning archaeological heritage and indigenous rights in Argentina. The country has overcome the political unrest of the early years of the new millennium and the previous heritage laws were finally modified in 2003, although the terms of the new legislation are still a matter of debate and have produced a great deal of criticism. In the course of this period, a new chapter in the story of the three case studies included in the book - the 'Pucará of Tilcara', the 'Quilmes' Ruins' and 'Menhires' Park' - has opened. The Humahuaca ravine, where the 'Pucará of Tilcara' is located, was included on the World Heritage List in 2003; the concession of the Quilmes' Ruins has expired and the members of the Indigenous Quilmes community are campaigning to be recognized as partners in the management of the site; and all the menhires were relocated to a plot of land in El Mollar. The Menhires' Park itself no longer exists, yet the monoliths remain unprotected. The Northwest region of Argentina - where the three sites are located - has become an important tourist destination for national and international visitors thanks to the devaluation of the national currency and the improvement of the economic conditions among the local population. Consequently, changing winds are bringing new challenges for each of these sites, although much of their fate remains in the same hands. Nevertheless, their future - as well as that of the entire archaeological heritage in Argentina - is heavily dependent on a deeper understanding of the past and present circumstances of such sites. Finally, the goal of this book is to analyze the state of archaeological heritage management in Argentina, although many of the conclusions reached also provide clues to understanding contested heritage issues in many other countries, particularly those relating to the Third World.

Book excerpt: The city of Buenos Aires has guaranteed all couples, regardless of gender, the right to register civil unions. Mexico City has approved the Cohabitation Law, which grants same-sex couples marital rights identical to those of common-law relationships between men and women. Yet, a gay man was murdered every two days in Latin America in 2005, and Brazil recently led the world in homophobic murders. These facts illustrate the wide disparity in the treatment and rights of lesbian, gay, bisexual, and transgender (LGBT) populations across the region. The Politics of Sexuality in Latin America presents the first English-language reader on LGBT politics in Latin America. Representing a range of contemporary works by scholars, activists, analysts, and politicians, the chapters address LGBT issues in nations from Cuba to Argentina. In their many findings, two main themes emerge: the struggle for LGBT rights has made significant inroads in the first decade of the twenty-first century (though not in every domain or every region); and the advances made were slow in coming compared to other social movements. The articles uncover the many obstacles that LGBT activists face in establishing new laws and breaking down societal barriers. They identify perhaps the greatest roadblock in Latin American culture as an omnipresent system of "heteronormativity," wherein heterosexuality, patriarchalism, gender hierarchies, and economic structures are deeply rooted in nearly every level of society. Along these lines, the texts explore specific impediments, including family dependence, lack of public spaces, job opportunities, religious dictums, personal security, the complicated relationship between leftist political parties and LGBT movements in the region, and the ever-present "closets," which keep LGBT issues out of the public eye. The volume also looks to the future of LGBT activism in Latin America in areas such as globalization, changing demographics, the role of NGOs, and the rise of economic levels and education across societies, which may aid in a greater awareness of LGBT politics and issues. As the editors posit, to be democratic in the truest sense of the word, nations must recognize and address all segments of their populations.

[Description in English] Latin America and the Caribbean: International Relations in the 21st Century Summit Diplomacy and Spaces of Regional and Global Agreement Faced with a new global context that has multiple actors but no effective multilateralism, the multilateral system is now in crisis. This is largely due to the economic and financial crisis underway since 2008; to the United States paying less attention to Latin America and other regions of the world and its unilateral inertia; and to the deadlock in the United Nations system and the reduced legitimacy of emerging institutions, which are unable to achieve global governability. In the West, profound and important changes are being witnessed, such as the deepening of relations between Latin America, particularly South America, and the Asia Pacific region, and China's consolidation as a significant strategic trading partner for Latin America, supplanting other partners like the European Union. In addition, the revolutions and transformations occurring in Arab countries and the changes taking place in Africa are reorienting priorities and trends in Europe that no doubt affect Latin America. This publication brings together the main ideas presented by prominent academics with regard to these global changes and the different visions of hegemonic countries within and beyond the region; and to summit diplomacies such as that of APEC, CELAC, the Americas and the EU; as well as the ideas presented in relation to emerging transnational issues such as climate change, security, governance, governability and integration. In turn, the issues of security and defense are analyzed in relation to the new challenges of the 21st century and the relevant actors within hemispheric foreign policy, including Canada, the United States, Mexico and Brazil. Lastly, this work contains a reflection on this view of the changes that continue to take place within the International System.

Book excerpt: This book explores French imperialism in Latin America in the nineteenth century, taking Mexico as a case study. The standard narrative of nineteenth-century imperialism in Latin America is one of US expansion and British informal influence. However, it was France, not Britain, which made the most concerted effort to counter US power through Louis-Napoléon’s military intervention in Mexico, begun in 1862, which created an empire on the North American continent under the Habsburg Archduke Ferdinand Maximilian. Despite its significance to French and Latin American history, this French imperial project is invariably described as an “illusion”, an “adventure” or a “mirage”. This book challenges these conclusions and places the French intervention in Mexico within the context of informal empire. It analyses French and Mexican ideas about monarchy in Latin America; responses to US expansion and the development of anti-Americanism and pan-Latinism; the consolidation of Mexican conservatism; and, finally, the collaboration of some Mexican elites with French imperialism. An important dimension of the relationship between Mexico and France, explored in the book, is the transatlantic and transnational context in which it developed, where competing conceptions of Mexico and France as nations, the role of Europe and the United States in the Americas and the idea of Latin America itself were challenged and debated.

Book excerpt: This report considers the biological and behavioral mechanisms that may underlie the pathogenicity of tobacco smoke. Many Surgeon General's reports have considered research findings on mechanisms in assessing the biological plausibility of associations observed in epidemiologic studies. Mechanisms of disease are important because they may provide plausibility, which is one of the guideline criteria for assessing evidence on causation. This report specifically reviews the evidence on the potential mechanisms by which smoking causes diseases and considers whether a mechanism is likely to be operative in the production of human disease by tobacco smoke. This evidence is relevant to understanding how smoking causes disease, to identifying those who may be particularly susceptible, and to assessing the potential risks of tobacco products.
