Book excerpt: This report provides an evaluation of fiscal transparency practices (FTE) in Benin according to the standards defined by the IMF’s Fiscal Transparency Code. The evaluation focuses on 36 principles covering three pillars of the Code: (I) fiscal reporting; (II) fiscal forecasting and budgeting; and (III) fiscal risk analysis and management. To take account of different levels of institutional capacity in each country, the Code distinguishes three levels of practices for each principle: basic, good, and advanced. A practice is considered “not met” if it has not met the Code’s requirements for basic level.

Such acclaim is surprising because Germany’s economic institutions were widely dismissed as faulty just a decade ago. In Holding the Shop Together, Stephen J. Silvia examines the oscillations of the German economy across the entire postwar period through one of its most important components: the industrial relations system. As Silvia shows in this wide-ranging and deeply informed account, the industrial relations system is strongest where the German economy is strongest and is responsible for many of the distinctive features of postwar German capitalism. It extends into the boardrooms, workplaces and government to a degree that is unimaginable in most other countries. Trends in German industrial relations, moreover, influence developments in the broader German economy and, frequently, industrial relations practice abroad. All these aspects make the German industrial relations regime an ideal focal point for developing a deeper understanding of the German economy as a whole. Silvia begins by presenting the framework of the German industrial relations system—labor laws and the role of the state—and then analyzes its principal actors: trade unions and employers’ associations. He finds the framework sound but the actors in crisis because of membership losses. Silvia analyzes the reasons behind the losses and the innovative strategies German labor and management have developed in their efforts to reverse them. Book excerpt: Why were European economies able to pursue the simultaneous commitment to full employment and welfare state expansion during the first decades of the postwar period and why did this virtuous relationship break down during recent decades? This book provides an answer to this question, by highlighting the critical importance of a political exchange between unions and governments, premised on wage moderation in exchange for the expansion of social services and transfers. The strategies pursued by these actors in these political exchanges are influenced by existing wage bargaining institutions, the character of monetary policy and by the level and composition of social policy transfers. The book demonstrates that the gradual growth in the fiscal burden has undermined the effectiveness of this political exchange, lowering the ability of unions' wage policies to affect employment outcomes.

Exhaustive research in German historical archives illuminates the pivotal role played by the veterans of the Christian trade unions of the Weimar Republic, the only group to participate in both of Germany's most successful political experiments after 1945, a 'Christian Democratic' party to unite Catholics and Protestants, and unified labor unions for workers of all political outlooks. They perceived that feuds between the religious confessions and competition among three rival labor federations had greatly facilitated Hitler's rise, and they resolved to bridge both chasms. Playing an influential role on the left wing of the CDU from the 1950s to the 1970s, Christian laborites alleviated class conflict through new welfare programs and laws to grant workers a powerful voice in management decisions. They took the lead in forging the distinctive 'German Model' for labor relations.

This evaluation puts forward a number of recommendations that would enable Senegal to continue to improve its fiscal transparency while strengthening the fiscal risk management framework. The recommendations relate to five objectives and are accompanied by an Action Plan. Practical examples have been included in the report to back the various recommendations and facilitate their implementation. The paper also highlights that fiscal reporting practices in Senegal can be improved in light of the IMF’s Fiscal Transparency Code. It has been observed that the fiscal and accounting reforms undertaken in the past few years can be expected to enhance fiscal transparency in the medium term. Project appraisal and selection mechanisms have recently been revamped and there is now more information regarding their feasibility available to the general public. The FTE finds that Senegal is positioned at the average level for countries of similar income and institutional capacity.

Book excerpt: For nearly four hundred years the Changlu salt merchants played a leading role in the urbanization, commercial development, and social change of the city of Tianjin. As early as the fifteenth century, this small yet important group of citizens negotiated with the state as revenue-farmers, developing and defending their businesses and customs while evolving their own urban culture. In this the first detailed study in English of the mercantile activities and social role of Tianjin's salt merchants, Kwan Man Bun reveals how they helped stabilize the city and assumed many civic responsibilities, providing relief, charities, and other services to their fellow citizenry. Although these developments resemble the emergence of an idealized "public sphere" as in Europe, Kwan makes clear that Tianjin's social changes were not grounded on "rational discourse" but rather drew their strength and continuity from merchant networks based on exclusivity, wealth, education, and kinship.
