This High Level Politi¬Cal Integration Has Got Two Aspects Viz. (I) Bilateral And (Ii) External. Projec¬Tion Of Common Regional Front In Dealing With External Powers Will Have A Spill Over Effect On Bilateral Relations. Without Improving Bilateral Relations Vital Economic Areas Cannot Be Brought Under The Regional Scheme.It Is Found That India Has Got A Special Role In Regional Co-Operation In South Asia Since The Whole Region Is 'Indo-Centric And India Dominated'. Good Neighbourly Relations Incorporating The Ideals And Aspirations Of The Smaller South Asian Countries Would Ulti¬Mately Result In Widening The Scope Of Saarc Regionalism. At The Present Stage 'Deepening' Rather Than 'Widen¬Ing' Should Be Given Priority. The Attempt Should Be To Diminish The Dimensions Of Conflict Rather Than The Outright Elimination Of It. Saarc Is A Compound Of Interests. Settling Of Bilateral Disputes Is Not Mathematically Achievable.

In December 1985, seven South Asian countries came together to establish South Asian Association for Regional Cooperation (SAARC) to address issues of peace and development in the region. This book examines regionalism in South Asia, exploring the linkages between institutional structures, government capabilities, and domestic actors’ preferences to explain the dynamics of regional cooperation. It considers the formation and evolution of SAARC, explaining why its growth in terms of institutional developments and program implementation has remained modest and slow over the past two decades. It also addresses the impact of important issues such as the acquisition of nuclear capabilities by India and Pakistan, the unending conflicts in Kashmir, the war against global terror in Afghanistan, and India’s growing economy. Drawing on a wealth of empirical research, including elite interviews and trade transaction data, this book sheds new light on the main cooperation issues in South Asia today and provides important information on the trends and prospects for regional cooperation in future years.

This book analyses the development of United States regional cooperation policy on Southeast Asia and its importance to long-term planning for the region that had been the general aim of successive American post-war administrations. The author demonstrates the link between economic regional cooperation and collective security in Southeast Asia, placing regionalism in an international context by examining the influence United States policy and various important events had on the development of Southeast Asian regionalism. This study goes beyond economic integration to present a detailed appraisal of cooperation under the overarching themes of economic cooperation, environmental security, human welfare, and cooperation in security matters. According to the author, SAARC is making progress in addressing the myriad of issues on its agenda. The transition from agreements to actions and frequent interactions among the member states has boosted confidence. The progress of SAARC is more evident in the less controversial areas of human security, such as poverty alleviation, health and safety, human resources development, and higher education. Notwithstanding enthusiastic commitments reflected in agreements and action plans, there is a gulf between rhetoric and implementation most notably in sensitive areas relating to traditional security. In the light of the findings of this study, the author proposes that greater cooperation in common human security areas has a potential to pave the way for a cooperation on issues of a ’contentious’ nature, particularly terrorism.

Book excerpt: In Southeast Asia, China’s growing economic and political strength has been accompanied by adept diplomacy and active promotion of regional cooperation, institutions and integration. Southeast Asian states and China engage in ‘strategic regionalism’: they seek regional membership for regime legitimation and collective bargaining; and regional integration to enhance economic development, regarded as essential for ensuring national and regime security. Sino-Southeast Asian regionalism is exemplified by the development plans for the Mekong River basin, where ambitious projects for building regional infrastructural linkages and trade contribute to mediating the security concerns of the Mekong countries. However, Mekong regionalism also generates new insecurities. Developing the resources of the Mekong has led to serious challenges in terms of governance, distribution and economic externalities. Resource-allocation and exploitation conflicts occur most obviously within the realm of water projects, especially hydropower development programmes. While such disputes are not likely to erupt into armed conflict because of the power asymmetry between China and the lower Mekong states, they exacerbate Southeast Asian concerns about China’s rise and undermine Chinese rhetoric about peaceful development. But the negative security consequences of developing the Mekong are also due to the shared economic imperative, and the Southeast Asian states’ own difficulties with collective action due to existing intramural conflicts.
