Book excerpt: The objective of this project was to develop guidelines for time-of-day use of permitted left-turn phasing, which can then be implemented using flashing yellow arrows (FYA). This required determining how the risk for left-turn crashes varied as traffic-flow conditions varied during the course of a representative day. This was accomplished by developing statistical models, which expressed the risk of occurrence of a left-turn crash during a given hour as a function of the left-turn demand, the opposing traffic volume, and a classification of the approach with respect to the opposing traffic speed limit, the type of left-turn protection, and whether or not opposing left-turn traffic could obstruct sight distance. The models were embedded in a spreadsheet tool which will allow operations personnel to enter, for a candidate intersection approach, existing turning movement counts, and a classification of the approach with respect to speed limit, turn protection, and sight distance issues and receive a prediction of how the risk of left-turn crash occurrence varies throughout the day, relative to a user-specified reference condition.

Book excerpt: Selection of the left-turn phasing mode is a significant decision for the safe and efficient movement of left-turning traffic at signalized intersections. Because of different safety and operational effects associated with the signal left-turn mode, the two must be evaluated concurrently and be balanced based on capacity and crash potential when protected-only, permissive-only, and protected-permissive left-turn (PPLT) phasing modes are compared. The choice between left-turn phasing modes can be made on a time-of-day basis so that changing traffic conditions are accommodated appropriately. The purpose of this study was to define guidance that field traffic engineers can use to select the appropriate left-turn mode based on prevailing traffic conditions by time of day. In particular, guidance on the use of PPLT or permissive-only with flashing yellow arrows (FYAs) to indicate permissive movements was of interest to the Virginia Department of Transportation (VDOT). Prior to the development of time-of-day guidance, the overall safety effects of converting between left-turn phase modes and indications (or displays) needed to be explored. The study examined the impact of converting from a circular “green ball” display for the permissive portion of PPLT phasing to the FYA signal indication and converting from protected-only phasing to PPLT with FYA. To quantify these conversions, a before-after evaluation of signal conversions was performed using standard Bayesian methods to develop crash modification factors from field data for 28 intersections in Virginia. For these intersections, the expected crash reduction after conversion from PPLT to PPLT-FYA was estimated as 12 percent (total crashes), 14 percent (fatal and injury crashes), and 30 percent (angle crashes), which was consistent with results from previous studies. In evaluating different left-turn phasing modes on a time-of-day basis, crash risk, left-turn conflicts, and capacity prediction models for permissive-only and PPLT modes were developed using simulation data. A total of 750 unique scenarios based on different combinations of intersection characteristics, traffic signal parameters, and traffic volumes were simulated in VISSIM, and trajectory files were processed using Surrogate Safety Assessment Model software to determine the number of conflicts per scenario. Based on the outputs of the simulation models, prediction models for determining left-turn capacities and the expected number of left-turn conflicts per hour per 100 left-turning vehicles were created using multiple linear regression. A final model predicting the average crash risk per hour based on the predicted number of conflicts was developed. The three models created were incorporated into a single spreadsheet tool that can be used by VDOT engineers in determining phasing mode on a time-of-day basis.

The current study develops an interactive DSS for assessing the likely benefits of warranting a permitted left-turn phase using custom design approach. The developed DSS is designed to predict these benefits based on multilevel factorial parameters that are practical and applicable to assist TMCs in evaluating the efficiency of a permitted left-turn phase by time of day.

Book excerpt: The Flashing Yellow Arrow Left Turn signal is quickly becoming prominent in Central Florida as a new method of handling left turns at traffic signals. While the concept of a protected-permitted left turn is not groundbreaking, the departure from the typical display of a five-section signal head is, for this type of operation. The signal head introduced is a four-section head with a flashing yellow arrow between the yellow and green arrows. With this signal head quickly becoming the standard, there is a need to re-evaluate the operational characteristics of the left turning vehicle and advance the knowledge of the significant parameters that may affect the ability for a driver to make a left turn at a signalized intersection. With previous research into the behavioral and operational characteristics of the flashing yellow arrow conducted, there is more information becoming available about the differences between this signal and the previously accepted method of allowing left turns at an intersection. The protected-permitted signal is typically displayed at an intersection with up to two through lanes and generally a protected signal is installed when the number of through lanes increases above two unless specific criteria is met. With the advent of larger arterials and more traffic on the highway networks, the push to operate these intersections at their maximum efficiency has resulted in more of these protected-permitted signals being present at these larger intersections, including the flashing yellow arrow. The core of the research that follows is a comparative analysis of the operation and parameters that affect the left turn movement of the intersection with larger geometry to that of the smaller geometry.

Book excerpt: With the advancement of implementation for a novel traffic control device, the Flashing Yellow Arrow (FYA), agencies across the country have continually sought strategies to improve intersection operations and safety, specifically with respect to the left-turn application. More so, permissive left-turn intervals have been communicated to drivers using several traffic signal indications; however, most frequently these phases are represented through the circular green (CG) ball and more recently, the FYA. Previous research in this area determined that the FYA indication produced the most effective communication of permissive left-turns. Further, this previous research led to the inclusion of the FYA in the 2009 edition of the Manual on Uniform Traffic Control Devices (MUTCD). In recent years, agencies across the country have embraced the implementation of the FYA for permissive left-turns. However, there remains a lack of national guidance on the definition of change and clearance intervals for transitioning between protected and permissive left-turns. Complicating the matter is the connection between traditional signal phasing/design and human factors. Investigation through driver comprehension and real-world operations will allow us to not only evaluate current conditions, but also experimental and future conditions. Recommendations provided from this research will ultimately offer agencies with the strategies for the most effective transition from a protected left-turn to a permissive left-turn phase.

Book excerpt: In 2009, the FHWA’s Manual on Uniform Traffic Control Devices (MUTCD) introduced the flashing yellow arrow (FYA) traffic signal as an alternative to circular green (CG) to indicate permitted left turns. The FYA is arguably a more intuitive indication that left turns are permitted but not protected and, in addition, the FYA signal heads can support time-of-day changes between protective and permissive left -turn phasing. In 2019, a Research Needs Statement stated that “Research is needed to examine driver comprehension of flashing yellow arrows in different light arrangements and the role of signage.” Our objective in this project was to assess drivers’ understanding of FYA signal indications and to see if the presence or absence of “Left Turn Yield” signs affect gap acceptance. This was accomplished by conducting an online survey of drivers regarding their understanding of FYA signals and by carrying out a field study of drivers’ gap acceptance at a set of Twin Cities intersections.
