Book excerpt: An important part of the vision of the Association of Southeast Asian Nations (ASEAN) is to ensure that the benefits of development and economic integration are equitably shared by all member states and their citizens. ASEAN’s work therefore aims to narrow the development gap between ASEAN member states (Indonesia, Malaysia, the Philippines, Singapore, Thailand, Brunei Darussalam, Myanmar, Cambodia, Laos and Vietnam) and between sub-regions within ASEAN. Written by a team of internationally recognised experts in development economics, this book communicates the latest findings on narrowing the development gap in a practical, policy-relevant way, in a format that can influence decision makers within ASEAN member states and international donors. There have been significant development achievements in many ASEAN countries over the last 20 years, but the ASEAN region continues to be characterised by significant development gaps, particularly in income. Gaps in development achievement are also seen at the regional and sub-national levels. This book offers a better understanding of development gaps, as they exist in 2012, and provides important context that can inform the strategic needs of decision makers in the ASEAN region. Due to improvements in conceptualising and measuring well-being, including through the use of multidimensional indicators, this book gives policy makers and scholars in development economics, development policy and Asian studies well-grounded insights into the nature of the development gaps within and between ASEAN countries as well as high-level policy advice on those interventions that can contribute to a narrowing of the development gap.

Book excerpt: This report, the first in the ASEAN Studies Centre report series, begins with a brief account of the important points raised during the discussions made at the workshop on "The ASEAN Community: Unblocking the Roadblocks," organized by the ASEAN Studies Centre and the Regional Economic Studies Programme on 15 April 2008. The first endeavour in which the new ASEAN Studies Centre was actively involved, the closed-door workshop gathered Southeast Asian experts on ASEAN for what was essentially a brainstorming session on the nature of the ASEAN Community that the association aspires to be, segmented into its three pillars - the ASEAN Economic Community, the ASEAN Security Community, and the ASEAN Socio-Cultural Community. The session examined the benefits expected from regional community building for the people of Southeast Asia and the obstacles that lay on the way to its achievement. The workshop suggested certain measures for removing those obstacles. It then discussed the newly signed ASEAN Charter: the significance of its provisions, how it could help build the ASEAN Community, and how it might fall short of doing so. The workshop also heard a short briefing on the aims and functions of the ASEAN Studies Centre and proffered suggestions for it.

Book excerpt: The Association of Southeast Asian Nations (ASEAN) is strategically significant because of its size, dynamism, and role in the Asian economic and security architectures. This paper examines how ASEAN seeks to strengthen these assets through "centrality" in intraregional and external policy decisions. It recommends a two-speed approach toward centrality in order to maximize regional incomes and benefit all member economies: first, selective engagement by ASEAN members in productive external partnerships and, second, vigorous policies to share gains across the region. This strategy has solid underpinnings in the Kemp-Wan theorem on trade agreements. It would warrant, for example, a Trans-Pacific Partnership (TPP) agreement with incomplete ASEAN membership, complemented with policies to extend gains across the region. The United States could support this framework by pursuing deep relations with some ASEAN members, while broadly assisting the region's development.

Overcoming these challenges to build a truly borderless economic region implies eliminating remaining barriers to the flow of goods, services, and production factors; strengthening competitiveness and the institutional framework; and updating some governing principles. But ASEAN should not merely copy the European Union. It must maintain its flexibility and pragmatism without creating a bloated regional bureaucracy. The study’s main message is that through closer integration, ASEAN can form a partnership for achieving shared prosperity in the region and around the globe.

The brainstorming session gathered Southeast Asian experts from the region to discuss the AEC Blueprint, which ASEANs leaders had adopted at their summit meeting in November 2007, and the prospects of any obstacles to its implementation by the target year, 2015. The roundtable started with a progress report on the AEC Blueprint given by S. Pushpanathan, Principal Director of Economic Integration and Finance, ASEAN Secretariat, Jakarta. Thereafter, the sessions examined the various aspects of the Blueprint tackling the non-tariff barriers, designing a comprehensive ASEAN Investment Agreement, a regional framework for competition policy, the role of infrastructure development in economic integration, the importance of international production networks in economic integration, etc.

Book excerpt: Since the Asian Financial Crisis in the late 1990s and through the Global Financial Crisis of the last decade, commendable progress has been made by the member states of the Association of South East Asian Nations (ASEAN) in improving economic and human development outcomes both within each country and across countries. Since 1997, the economies of the poorest countries in the ASEAN, Cambodia, Lao PDR, Myanmar and Vietnam, have generally grown faster than the richer economies, which has reduced gaps in per capita incomes. Overall, child mortality rates have been cut by two-thirds across the ASEAN. And significant reductions have occurred even in some of the poorer member countries such as Cambodia and Lao PDR. However, this report The ASEAN Equitable Development Monitor (henceforth referred to as The Monitor), also shows that much remains to be done to ensure that the poorest members of the ASEAN community, within countries and across countries, are not left behind as the countries of the ASEAN integrate further. In both policies and development outcomes, differences across the countries of the ASEAN remain large. In this context, the monitor is designed to facilitate further discussion on policies and programs that can promote inclusive growth within ASEAN member countries and across the ASEAN community. It presents a number of indicators that are intended to provide a summary of development outcomes across and within the ten ASEAN countries and over time. On this basis, the monitor is intended to help policymakers in ASEAN member states to identify areas of concerns and prioritize national and regional interventions. The monitor tracks indicators across two broad sets of development outcomes and policies: (i) economic development; and (ii) human development.
