Book excerpt: It is generally agreed that spending on education and health is key to poverty reduction, but simply allocating more resources to these sectors does not ensure that poverty actually declines. On the basis of four in-depth case studies (on Indonesia, Madagascar, Peru and Tanzania) and three Technical Papers on malnutrition and primary education in sub-Saharan Africa, this Policy Brief demonstrates the need to rethink the distribution of social spending and the way these sectors are managed. Instead of simply providing services to the poor, it is necessary to meet their demand for services; instead of thinking solely in terms of resources, in the belief that increased funding will suffice, we must judge policies by their outcomes and enhance the efficiency of these sectors. Health and education expenditures need to be better targeted, and this Policy Brief recommends measures that always benefit the poor -- and only the poor. Lastly, to break the process by which poverty is transmitted from one generation to the next through the action of numerous negative externalities, initiatives must be integrated to form a coherent, long-term strategy that involves the participation of all stakeholders. Risks to the outlook have eased and are manageable. The monetary policy shift in the United States may invite some volatility ahead in financial markets, albeit mitigated by accommodative monetary policy in Japan and the euro area. The regional growth outlook depends on continued recovery in the major industrial economies and on the People's Republic of China managing to contain internal credit growth smoothly. Widening income gaps in developing Asia strengthens the case for greater use of fiscal policy to foster equality of opportunity. While the region has benefited from fiscal prudence in the past, demographic and environmental challenges are expected to compete for public resources in the coming years. To boost public spending on equity-enhancing programs such as education and health without undermining fiscal sustainability, the authorities will need to explore a wide range of options for mobilizing revenue and to build equity objectives into their fiscal plans.

They pose the question that if a community-based multistage targeting scheme such as that of the VL program is progressive, is it possible that the program can achieve its nutritional objectives? The authors address this by linking VL public expenditure data with household survey data to assess the targeting, and then to model the determinants of nutritional outcomes of children to see if VL program interventions have an impact on nutrition. They confirm that the VL program is well targeted to poor households and to those with low nutritional status. While the bulk of the coverage of the poor is attributed to targeting of poor districts, the fact that the poor receive larger in-kind transfers is attributed to intradistrict targeting. But the impact of these food subsidies beyond their value as income transfers is limited by the degree to which the commodity transfers are inframarginal. The authors find that transfers of milk and milk substitutes from the VL program are inframarginal for approximately half of the households that receive them. So, it is not entirely surprising that they fail to find econometric evidence of the nutritional objectives of the VL program being achieved. In models of child standardized heights, the authors find no impact of the VL program expenditures on the nutritional outcomes of young children-the group to whom the program is targeted.

Book excerpt: Development of this text has been based on the notion that workforce education and development (WFED) systems—such as, secondary and postsecondary vocational and technical education (VTE), career education and guidance, human resource and organizational development (HROD), and adult training and retraining including literacy programs—have essential roles to play in supporting both individual and national efforts to successfully participate in and reap the benefits offered by globalization. While this assumption has intuitive appeal, not everyone believes that vocational preparation programs result in positive outcomes. Psacharopoulos (1997), an outspoken international critic of vocational education and training, argues that WFED programs often have a low rate of return on a country’s investment when compared to that of the general academic curriculum. He contends that WFED initiatives often fail because too much emphasis is placed on these efforts to address myriad complex issues, and that decision makers do not utilize the available evidence about VTE to make prudent, informed choices. Instead, major players in the global economy like the World Bank tout basic academic education as an essential priority for developing countries wanting to enter into global markets and exchange.
