Each contribution carefully analyses the gendered dimensions of these transformations, exploring both the gender impact of the land tenure reforms and the social and political economy within which these reforms materialize. The cases provide important insights for decision makers to better promote and design an effective gender lens into land tenure reforms and natural resource management policies. Collective Action and Property Rights for Poverty Reduction: Insights from Africa and Asia examines how these two types of institutions, separately and together, influence quality of life and how they can be strengthened to improve the livelihoods of the rural poor. The product of a global research study by the Systemwide Program on Collective Action and Property Rights (CAPRi) of the Consultative Group on International Agricultural Research, this book draws on case studies from East Africa and South and Southeast Asia to investigate how collective action and property rights have contributed to poverty reduction. The book extends the analysis of these institutions beyond their frequently studied role in natural resource management by also examining how they can reduce vulnerability to different types of shocks. Essays in the volume identify opportunities and risks present in the institutions of collective action and property rights. For example, property rights to natural resources can offer a variety of advantages, providing individuals and groups not only with benefits and incomes but also with assets that can counter the negative effects of shocks such as drought, and can make collective action easier. The authors also demonstrate that collective action has the potential to reduce poverty if it includes more vulnerable groups such as women, ethnic minorities, and the very poor. Preventing exclusion of these often-marginalized groups and guaranteeing genuinely inclusive collective action might require special rules and policies. Another danger to the poor is the capture of property rights by elites, which can be the result of privatization and decentralization policies; case studies and analysis identify actions to prevent such elite capture.

Alongside these iconic images lie concerns about environmental degradation, declining wildlife populations, and about worsening poverty of pastoral peoples. East Africa presents in microcosm the paradox so widely seen across sub Saharan Africa, where the world’s poorest and most vulnerable populations live alongside some of the world’s most outstanding biodiversity resources. Over the last decade or so, community conservation has emerged as a way out of poverty and environmental problems for these rural populations, focusing on the sustainable use of wildlife to generate income that could underpin equally sustainable development. Given the enduring interest in East African wildlife, and the very large tourist income it generates, these communities and ecosystems seem a natural case for green development based on community conservation. This volume is focused on the livelihoods of the Maasai in two different countries - Kenya and Tanzania. This cross-border comparative analysis looks at what people do, why they choose to do it, with what success and with what implications for wildlife. The comparative approach makes it possible to unpack the interaction of conservation and development, to identify the main drivers of livelihoods change and the main outcomes of wildlife conservation or other land use policies, while controlling for confounding factors in these semi-arid and perennially variable systems. This synthesis draws out lessons about the successes and failures of community conservation-based approach to development in Maasailand under different national political and economic contexts and different local social and historical particularities.

Book excerpt: A research focus on hazards, risk perception and risk minimizing strategies is relatively new in the social and environmental sciences. This volume by a prominent scholar of East African societies is a powerful example of this growing interest. Earlier theory and research tended to describe social and economic systems in some form of equilibrium. However recent thinking in human ecology, evolutionary biology, not to mention in economic and political theory has come to assign to "risk" a prominent role in predictive modeling of behavior. It turns out that risk minimalization is central to the understanding of individual strategies and numerous social institutions. It is not simply a peripheral and transient moment in a group’s history. Anthropologists interested in forager societies have emphasized risk management strategies as a major force shaping hunting and gathering routines and structuring institutions of food sharing and territorial behavior. This book builds on some of these developments but through the analysis of quite complex pastoral and farming peoples and in populations with substantial known histories. The method of analysis depends heavily on the controlled comparisons of different populations sharing some cultural characteristics but differing in exposure to certain risks or hazards. The central questions guiding this approach are: 1) How are hazards generated through environmental variation and degradation, through increasing internal stratification, violent conflicts and marginalization? 2) How do these hazards result in damages to single households or to individual actors and how do these costs vary within one society? 3) How are hazards perceived by the people affected? 4) How do actors of different wealth, social status, age and gender try to minimize risks by delimiting the effect of damages during an on-going crisis and what kind of institutionalized measures do they design to insure themselves against hazards, preventing their occurrence or limiting their effects? 5) How is risk minimization affected by cultural innovation and how can the importance of the quest for enhanced security as a driving force of cultural evolution be estimated?
