Book excerpt: This document was prepared to describe the process that was used to establish & evaluate the effects-based sediment quality criteria for managing contaminated sediments in British Columbia. The report begins with an introduction on the role of sediments in freshwater ecosystems, the issues & concerns related to sediment quality, and the sediment-associated chemical contaminants that are of potential concern in the province. Chapter 2 describes the existing provincial framework for managing contaminated sites and chapter 3 reviews the various approaches that could be used for establishing numerical sediment quality criteria for freshwater, estuarine, & marine ecosystems. Chapter 4 explains the procedures used to derive numerical sediment quality criteria for assessing & managing sediment contaminated sites in British Columbia. Results of evaluations conducted to assess the reliability of sediment quality criteria are presented in chapter 5. The final chapter discusses applications of the sediment quality criteria in such areas as site screening, site investigation, design of sampling programs, identifying risk levels, and establishing site management goals & remediation targets.

The assessment of sediment quality is, therefore, an important concern for environmental regulators. Sediment quality guidelines are now well established in regulatory frameworks worldwide; however, practical guidance that covers all of the key aspects of sediment quality assessment is not readily available. In 2005, CSIRO published its highly cited Handbook for Sediment Quality Assessment. In the ensuing period, the science has advanced considerably. This practical guide is a revised and much expanded second edition, which will be a valuable tool for environmental practitioners. Written by experts in the field, it provides coverage of: sediment sampling; sample preparation; chemical analysis; ecotoxicology; bioaccumulation; biomarkers; and ecological assessment. In addition, detailed appendices describe protocols for many of the tests to be used.

Book excerpt: Although bioaccumulation of polychlorinated biphenyls (PCBs) in food webs is well-recognized, this phenomenon is not currently incorporated into the methodology for developing sediment quality guidelines (SQGs) in British Columbia. The aim of this study is to develop and apply an empirical and modelling approach to the development of sediment quality criteria for the protection of marine mammals, using harbour seal pups as a proxy. An average empirical Biota-Sediment Accumulation Factor (BSAF) of 490 (lower SD 220, upper SD 1100) g-dry-weight sediment/ g-lipid-weight biota (n=6) was calculated for VPCBs, which was overestimated by the model predication (BSAF of 1000 g-dry-weight sediment/ g-lipid-weight biota). Using the empirical BSAF and a Threshold Effects Concentration (TEC) of 1.3 og PCB/g lipid, a SQG for VPCBs of 0.82 ng/g dw is proposed in order to protect 95% of the pup seal population, which is not being achieved by the current SQG of 20 ng/g dw.

Book excerpt: Sediment Quality Guidelines (SQG) that do not account for biomagnification of chemicals in marine food chains, may be insufficiently protective of upper trophic level organisms. Biota-Sediment Accumulation Factors (BSAF=C[subscript {biota}]/C[subscript {sediment}]) quantify the relationship between concentrations in organisms and the sediment and can be applied to derive SQGs that account for biomagnification. PCB data for four sites on the B.C. coast were used to derive BSAFs. BSAF were used to assess risks to upper trophic level populations from current SQG and to derive new SQG. Bioaccumulation modeling derived BSAFs for additional species and human health risk assessment. Applying BSAFs shows that current guidelines fail to protect Orca whale, Steller sea lion and harbor seal populations or human health. SQGs back-calculated from relevant endpoints for human health, marine mammal, birds and salmon population health were all under 1 og/kg dw -- substantially lower than the current B.C. SQG of 20 og/kg dw.
