As floods, droughts, wildfires and other extreme weather events become more common and destructive, transportation infrastructure will need to adapt to become more resilient. To better understand how climate change will impact Minnesota’s transportation system and to identify areas of high risk in the state, MnDOT is seeking to develop a new strategy that measures and tracks a range of climate resiliency-related variables. This Transportation Research Synthesis presents the findings of a survey of state transportation agencies about the performance measures and practices implemented to monitor the agencies’ climate resilience efforts. Supplementing these findings are case studies of selected state departments of transportation and resources obtained through a literature search.

The report provides an overview of the scientific consensus on the current and future climate changes of particular relevance to U.S. transportation, including the limits of present scientific understanding as to their precise timing, magnitude, and geographic location; identifies potential impacts on U.S. transportation and adaptation options; and offers recommendations for both research and actions that can be taken to prepare for climate change. The book also summarizes previous work on strategies for reducing transportation-related emissions of carbon dioxide--the primary greenhouse gas--that contribute to climate change. Five commissioned papers used by the committee to help develop the report, a summary of the report, and a National Academies press release associated with the report are available online. DELS, like TRB, is a division of the National Academies, which include the National Academy of Sciences, National Academy of Engineering, Institute of Medicine, and National Research Council.

The compelling case for these conclusions is provided in Advancing the Science of Climate Change, part of a congressionally requested suite of studies known as America's Climate Choices. While noting that there is always more to learn and that the scientific process is never closed, the book shows that hypotheses about climate change are supported by multiple lines of evidence and have stood firm in the face of serious debate and careful evaluation of alternative explanations. As decision makers respond to these risks, the nation's scientific enterprise can contribute through research that improves understanding of the causes and consequences of climate change and also is useful to decision makers at the local, regional, national, and international levels. The book identifies decisions being made in 12 sectors, ranging from agriculture to transportation, to identify decisions being made in response to climate change. Advancing the Science of Climate Change calls for a single federal entity or program to coordinate a national, multidisciplinary research effort aimed at improving both understanding and responses to climate change. Seven cross-cutting research themes are identified to support this scientific enterprise. In addition, leaders of federal climate research should redouble efforts to deploy a comprehensive climate observing system, improve climate models and other analytical tools, invest in human capital, and improve linkages between research and decisions by forming partnerships with action-oriented programs.

Climate-Resilient Infrastructure: Adaptive Design and Risk Management, MOP 140, provides guidance for and contributes to the developing or enhancing of methods for infrastructure analysis and design in a world in which risk profiles are changing and can be projected with varying degrees of uncertainty requiring a new design philosophy to meet this challenge. The underlying approaches in this manual of practice (MOP) are based on probabilistic methods for quantitative risk analysis, and the design framework provided focuses on identifying and analyzing low-regret, adaptive strategies to make a project more resilient. Beginning with an overview of the driving forces and hazards associated with a changing climate, subsequent chapters in MOP 140 provide observational methods, illustrative examples, and case studies; estimation of extreme events particularly related to precipitation with guidance on monitoring and measuring methods; flood design criteria and the development of project design flood elevations; computational methods of determining flood loads; adaptive design and adaptive risk management in the context of life-cycle engineering and economics; and climate resilience technologies. MOP 140 will be of interest to engineers, researchers, planners, and other stakeholders charged with adaptive design decisions to achieve infrastructure resilience targets while minimizing life-cycle costs in a changing climate

The Group of Experts has also reviewed and presented country experiences in the form of case studies, demonstrating a range of efforts that have been undertaken to analyse climate change impacts on transport assets and operations. With its work, the Group of Experts wishes to raise awareness on the importance of considering climate change and extreme weather (for example, in planning, construction, maintenance and operations) and of strengthening the climate resilience of inland transport assets, networks and nodes. It also aims to stimulate the continuation of work to establish the necessary analytical basis to facilitate local or regional assessments, leading to the identification of specific transport assets at risk which may require adaptation efforts. The Group of Experts, within this report, also formulated a series of lessons learned which have served as a basis to recommend future action at national and international levels towards improved transportation system climate resilience.

The construction, operation, and rehabilitation of these facilities put significant strain on the local, state, and federal agencies, including depletion of natural resources, and contributing to the global carbon footprint and greenhouse gas emissions. Further, these features stimulate anthropocentric development in a region which affects the land-use patterns and influences the demography of communities.In recent years, most transportation infrastructure are typically designed to withstand external and internal disturbances without considerable loss of functionality over time while enhancing sustainability elements in every phase of the design. Geotechnics, being an integral element of almost every such infrastructure feature and development, can be leveraged to enhance the sustainability and resilience of the transportation network. Sustainability focuses on socio-economic impacts and environmental stewardship, while resilience is the capacity of a system to withstand, recover, and adapt to extreme events. Though efforts are being made to incorporate sustainable and resilient design and construction practices in most of the development projects or new initiatives, limited research has been conducted to develop a unified methodology that evaluates both the sustainability and resilience of transportation infrastructure systems. A number of models, metrics, benchmarks and charts have been developed to assess the sustainability of such systems, however, in the majority of these models, the concept of resilience is sequestered from sustainability.This research study presents a multi-criteria quantitative framework for a combined assessment of the relative sustainability and resilience of geotechnical design alternatives for a transportation infrastructure. Measures or metrics of both sustainability and resilience and how they can be addressed together during the design, planning, and construction stages are the major focus points of this study. The framework also establishes the relative threshold indices depicting the suitability of a project. A pictographic representation of the sustainability and resilience elements is effected through the study. The framework provides a powerful decision-making tool to engineers, owners, state and federal agencies, and other stakeholders for selection of appropriate design or construction alternatives while balancing both the sustainability and resilience aspects.

Book excerpt: Transportation contributes to roughly a fifth of greenhouse gas emissions, and as a growing sector of the economy, its contribution to climate change, if remained unchanged, could even grow. This is particularly true in the developing world, where the growth rates of air and ship transport are expected to exceed those of the EU, and worldwide objectives to curb greenhouse gas emissions by 2050 by sixty to eighty percent could be placed in serious jeopardy. This book addresses the key issues of controlling transportation growth and identifying and implementing measures that would significantly reduce the emissions of greenhouse gases from transport while maintaining its vital role in generating prosperity and mobility for future generations. This book describes the challenge that transport constitutes today as well as its role in the future for climate policy. It will discuss and provide hands-on suggestions for transportation policy that will mitigate the greenhouse gas emissions from transport. The book is organized into five parts. Part One presents an overview of transport and climate policy in the context of the recent economic crisis. Part Two examines the problems and proposed solutions for curbing emissions from transport in industrialized countries while Parts Three and Four deal with the developing world, with a particular focus on India and China.
