The guidelines in this study show how transitional economies can deliver social services to the people who will need them most. Recommendations to improve the labor market include ways to retrain workers, provide unemployment benefits, create a government employment service, and deal with mass layoffs. The report suggests calculating a specific poverty line so that subsidies may be directed more carefully to those in need and social spending may be reduced. This poverty line would be used with other government measures to reform pensions, family allowances, maternity benefits, sick pay, and subsidies for food and heating fuel. Additional reforms suggest ways to strengthen social services and improve policies for education, health care, and family planning. They survey different ways to monitor poverty, allocate budgets, and exploit the services of nongovernmental organizations.

Income levels have stagnated over the past decade; unemployment and underemployment are rising rapidly; public infrastructure and social services are grossly overstretched; and the fragile natural resource base is threatened with irreversible damage. This study aims to assess prospects for sustainable development in the OT, as well as outline a priority agenda of policy reforms, institutional development and investments needed to promote such growth. The report is in six volumes. Volume I provides a summary overview of the key findings and recommendations of the study. After commenting selectively on the current socioeconomic situation in the OT and its evolution over time, it discusses prospects for sustainable development in the future and outlines the priority agenda of policies and programs needed to promote such development. Volume II explores the strategic choices at the macro level that will be faced by the OT in the future and the implications for economic relations between the OT and the rest of the region. The study looks at the current situation and its evolution over the past 25 years. The study then examines several policy choices for the future affecting the structure of development in the OT. Finally, it outlines some illustrative scenarios for the future, focussing on the consequences of current developments in the region. Volume III reviews the performance of the private sector (including, in particular, the industry and tourism sectors) in the OT. The study assesses the environment in which the private sector operates and its future prospects and makes recommendations for accelerating private sector development in the future. Volume IV reviews the evolution and structure of the agricultural sector in the OT; analyzes its current characteristics; assesses OT competitiveness in the immediate and longer term; outlines the main policy options and their implications; and provides a preliminary assessment of sectoral financial and technical assistance (TA) needs. Volume V assesses the current situation in the infrastructure sectors (electricity, water supply and sanitation, transport, housing and solid waste services) in the OT; identifies the major issues confronting these sectors; and outlines priorities for TA and investment needs. As local authorities are major institutions in the delivery of public services in these sectors, the study also includes a review of their current situation and makes recommendations for improving the functioning of municipalities. Volume VI reviews the current status as regards human resource development; analyzes options for enhancing individual welfare and labor productivity in the OT; and outlines investment and TA priorities for strengthening existing programs and for laying the foundation for later reforms.

Book excerpt: This is the first report to systematically evaluate and quantify the economic potential of Area C, which constitutes approximately 61 percent of the West Bank. The report reveals that lifting the restrictions on economic activity in Area C could have a large positive impact on Palestinian GDP, public finances, and employment prospects. Among other things, access to economic activity in Area C is expected to be a key prerequisite for building a sustainable Palestinian economy. However, full potential of the Area C could be materialized only if other restrictions on free movement of goods, labor and capital are removed and the overall business environment in Palestinian territories has become more attractive. The economic significance of Area C lies in that it is the only contiguous territory in the West Bank, which renders it indispensable to connective infrastructure development across the West Bank, and a relative abundance of natural resources situated therein. Area C offers large potential for the development of several sectors of the Palestinian economy: agriculture, stone and mineral processing, cosmetics, construction, tourism, and telecommunications. The report shows that access to economic activity in Area C could increase the Palestinian GDP by as much as 35 percent, the majority of this impact would stem from agriculture and Dead Sea minerals processing industries, as well as the multiplier effect, which has been estimated at 1.5. Although the importance of building connective infrastructure through Area C is discussed in the report, the quantification of this impact is beyond the scope of this report. An increase in GDP of 35 percent, although thought to be a conservative estimate, would be expected to result in at least $800 million increase in tax revenues for the Palestinian authority, which would drastically reduce its dependence on donor aid for financing chronic budget deficits.

The private sector is often praised as an engine of economic growth. This belief has led to significant efforts to promote private sector development in emerging countries. Development agencies prioritize private sector development and national governments are following suit, resulting in often huge incentives to stimulate and attract private investment. However, private sector development is not a panacea for sustainable and inclusive development as the past decades have clearly shown. Economic growth, societal development and environmental sustainability are often in a sharp conflict; and more often than not economic growth has failed to improve the lives of all citizens. This book examines the role the state and the private sector should play to benefit from the dynamics of business development, while ensuring that these benefits are shared broadly without jeopardizing sustainability. The views presented differ in detail, but the analyses and case studies presented share common themes, namely that the relative roles of state and private sector of should be balanced and that this particular balance should be based on the context of each country in order to make the private-public sector interaction work for all people.

Since education frames a people’s identity, the nature of the education system affects how Palestinians relate to their state. Through education the Palestinian Authority (PA) transforms the parameters of identity to serve the requirements of state-building and the peace process. International assistance to the PA affects all of these processes through the disbursal of political rent, whose primary function is to bolster the PA and to keep the peace process going. The new Palestinian Authority has assumed two seemingly contradictory functions: state building and resistance, and the dynamic tensions between the two raise key questions for political and policy analysis. Are these functions mutually exclusive or complementary in the context of the ongoing peace negotiations, and state-building? Can the Palestinian leadership transform the Palestinian national movement from a revolutionary organization to a pragmatic state apparatus? Are the PLO and the PA interchangeable? What type of power does the PA need to cultivate the support, or to secure the compliance, of the Palestinian people for the state-building project? Book excerpt: Confronting the Occupation is a study of work, education, political-national resistance, family, and community relations in a Palestinian refugee camp under conditions of Israeli military occupation. It is based on extended field research carried out by an Israeli sociologist-anthropologist in Dheisheh camp, south of Bethlehem, between 1992 and 1996. Emphasis is placed on how men and women, families, and the local refugee community confront the occupation regime as they seek livelihoods, invest in the education of younger generations, and mount a political and often militant struggle. In the process, men lose their jobs in the Israeli labor market, women, old and young, enter the workforce, university graduates are compelled to migrate to the Gulf, and political cadres challenge harsh prison circumstances by establishing their own comprehensive counterorder. While directed against the occupation, patterns of coping and resistance adopted by Dheishehians introduced tensions and conflicts into family life, furthering the transformation of gender and generational relationships.
