During these decades, a number of scholars have applied and refined this concept. In language education, communicative competence has been identified as a major objective of learning. This book will inform readers about communicative competence as a highly complex construct encompassing an array of sub-competencies such as linguistic skills and proficiencies, knowledge of socio-cultural and socio-pragmatic codes, and the ability to engage in textual and conversational discourse. Findings from research in related disciplines have pointed to the significance of factors that can contribute to the attainment of communicative competence. Various teaching practices and relevant Information and Communication Technology (ICT) tools will be also introduced and discussed to achieve communicative competence as a complex ability. It comprises twenty-one chapters that are grouped in five sections. The first section includes an introductory chapter which presents a communicative competence framework developed by the editors in order to highlight the key role the four skills play in language learning and teaching. The next four sections each represent a language skill: Section II is devoted to listening, Section III to speaking, Section IV to reading and Section V to writing. In order to provide an extensive treatment of each of the four skills, each section starts with a theoretical chapter which briefly illustrates advances in the understanding of how each skill is likely to be learned and taught, followed by four didactically oriented chapters authored by leading international specialists. These pedagogical chapters deal specifically with four key topics: 1) areas of research that influence the teaching of a particular skill; 2) an overview of strategies or techniques necessary for developing a particular skill; 3) an approach to the academic orientation of a particular skill, and 4) unique aspects of teaching each skill. Bearing this purpose in mind, English learners are considered as intercultural speakers who share their interest for engaging in real life communication. According to Byram and Fleming (1998), the intercultural speaker is someone with knowledge of one or more cultures and social identities, and who enjoys discovering and maintaining relationships with people from other cultural backgrounds, although s/he has not been formally trained for that purpose. Besides, possessing knowledge of at least two cultures is the case of many learners in bilingual or multilingual communities. In these contexts, the objective of language learning should then focus on developing intercultural competence, which in turn may involve promoting language diversity while encouraging English as both a means and an end of instruction (see Alcón, this volume). This is the idea underlying the volume, which further sustains Kramsch’s argument (1998) against the native/ non-native dichotomy. Following that author, we also believe that in a multilingual world where learners may belong to more than one speech community, their main goal is not to become a native speaker of English, but to use this language as a tool for interaction among many other languages and cultures.

So far, the aim of any English course should develop students’ communicative competence to the extent that they will be able to express themselves naturally, proficiently and appropriately. This study is conducted to check English language secondary school teachers’ knowledge about communicative competence elements and to what extent they are able to teach communicative competence elements to secondary school students. The researcher uses a non-probability sampling, taking into account the representativeness of the whole districts of Yaff’ea. Seventy English language teachers (n=70) at secondary schools in Yaff’ea responded to the questionnaire. Moreover, the researcher observed fourteen English language teachers (n=14) to check their classroom practices. The researcher followed the multi-methods research design. Data were collected by using a semi-closed ended questionnaire and a structured classroom observation. Both data were analyzed quantitatively. The validity was checked depending on the pilot study and referees whereas the reliability was checked by using a test-retest method with an interval time of two weeks. The findings of this study showed that teachers have to some extent good perceptions about communicative competence elements. However, strict contradictions were found between teachers’ perceptions and their actual practice. Moreover, the study revealed that teachers face difficulties in teaching communicative competence with different levels of complexity among its elements. Teachers neglected teaching phonology which is a basic element of linguistic competence as well as they taught vocabulary and grammar using traditional approaches. With reference to sociolinguistic competence, discourse competence and strategic competence, the study reported similar problems whether in the contradictions between what teachers believe in and what they actually do, or the overwhelmingly neglection of sub-elements. Finally, the study reflects the dominancy that teachers play and the passive orientation for learners.

The concept of an idealized speaker -hearer whose linguistic competence is abstract and separate from reality has been enriched by the notion of an actual interlocutor who possesses communicative compe tence, a knowledge of language which accounts for its use in real-world con texts. Areas of variation previously relegated to idiosyncratic differences in performance have been found to be dynamic yet consistent and lend themselves to study and systematic description. Because language acquisition involves the development of communicative competence, by its very nature it incorporates variation and systematicity. Sec ond-language acquisition is similarly variable, since interlanguage is subject to the same universal and language-specific conventions. In addition, aspects of the second language have been found to be unevenly acquired and are differ entially reflected in particular contexts or settings. Yet, despite our expanding knowledge, this variability is only beginning to be treated in much of the sec ond-language acquisition literature. This volume presents the work of some researchers and methodologists who have taken on the challenge of including variation in their research designs and pedagogical recommendations. Variation is shown to be relevant to lin guistic, social, and psychological aspects of language. It is apparent in the registers and dialects of the target language and in the inter language of learners.
