Book excerpt: Inflexibility, failure to adapt technology, and overly regulatory processes frustrate construction industry productivity and reduce the likelihood that large infrastructure projects will be delivered on-schedule and on-budget. Divergence from entrenched project delivery methods can provide flexibility to project managers and offers advantages for improving quality, collaboration, costs, and timeliness. The objective of this research is to provide the U.S. Army Corps of Engineers (USACE) recommendations for their Project Management Business Process (PMBP). This study reviews the current state of project management in USACE, conducts a structured systems architecture analysis of the PMBP, evaluates USACE project statistics, assesses alternative project delivery methods through a literature review, and provides case studies to consider the implementation impediments of alternative methods for public and private projects. USACE serves as the nation's largest public engineering agency with responsibilities in military construction, civil works, water navigation, environmental restoration, and disaster response. This research concludes with recommendations for selecting alternative project delivery methods best-fit to meet the distinct needs of each USACE business program. Explicitly, the application of Integrated Project Delivery is best suited for highly specialized, technical projects for military construction and interagency support, but also presents contractual challenges notyet adapted for USACE. Public Private Partnerships show promise for possible future implementation in civil works projects, but require further refinement through the USACE Pilot Program. Lastly, Construction Management at Risk is the most mature alternative method for USACE, and can provide Project Managers with additional options in fast-tracking and early contractor involvement. Essentially, the flexibility of PMBP project delivery should match the vast diversity of USACE's missions.

While USACE typically uses the traditional approach to construction contracting, they have recently begun using two forms of a design/build method. The traditional method uses separate design and construction firms. The construction contract is generally a firm fixed-price contract awarded in open competition to the lowest responsible bidder. This study found that there are many disadvantages to using this method, especially when it is used almost exclusively. The design/build approach employs a single organization to perform both the design and construction of a project. The two variations used by the Corps, the One-Step Negotiated process and the Two-Step Sealed Bidding process provide flexibility to USACE in their construction contracting. The primary advantages of the design/build methods are a savings of time, a reduction in costs, a reduction in time-consuming and costly disputes, allowing competition between designs, and the ability to award contracts based on quality as well as price. The environmental area, mobilization requirements, and base closure projects were all found to be particularly suitable for design/build use.

Book excerpt: What is the most effective district structure to reduce cost growth of military construction projects for the United States Army Corps of Engineers? Leaders assess the requirements for the organization when designing the management structure. The structure determines how the organization manages their business processes. The current structure of the USACE districts contributes to project cost growth and additional costs to combatant commands, service component commands, and local installations. The additional project costs prevent customers from using funds for other projects, causing a hostile relationship between the customer and the district. The fear of project growth causes customers to choose different administrating agents on projects where USACE does not have primacy. The USACE districts' primary function for military construction projects is project management. Army engineer brigades also conduct project management, but experience less project growth. While the USACE matrix structure contributes to cost increases, the Army engineer brigades' hybrid structure reduces the opportunity for growth by regulating the span of control, establishing differentiation of managerial levels, horizontally integrating the employees, managing employee specialization, and centralizing control of the employees. Assessing the organizational structure through the project selection, planning, design, and execution phases demonstrates how the USACE districts could benefit from a hybrid structure like Army engineer brigades. The first chapter introduces the four most common organizational structures used today. To prevent confusion among the various theorists, the paper uses the terms functional, self-contained units, matrix, and hybrid to describe the organization types. The chapter outlines that functional organizations contain stovepipes of specialists, self-contained units benefit from having all information under a single manager, and the matrix organization uses a project manager and functional managers to control projects. Finally, it describes the idea of a hybrid organization, one that takes aspects from other organizational types and combines them to achieve the best results. Chapter Two documents how the organizations control cost growth on projects. It reviews the organizational structure of USACE districts commanded by colonels and provides insight into the USACE districts' cost growth problem. The chapter also evaluates the structure of active duty US Army engineer brigades as an example of a hybrid organization with functional advisors to the commander and self-contained organizations to develop projects and reduce cost growth. Chapter Three compares how the USACE districts and Army engineer brigades control cost growth during the selection and design of projects. It describes how the organizations distribute the processes needed during this phase. Chapter Four reviews how the organizations monitor and control projects during construction with a focus on reducing the opportunities for project growth. The USACE districts' incorporates intricate processes during the construction phase to comply with the fiscal limits imposed by the government, while the US Army engineer brigades follow self-imposed rules to prevent cost growth during construction.

This report conveys the results of a task to evaluate how effectively the Corps Great Lakes and Ohio River Division has implemented that philosophy and to identify areas in which the LRD and its subordinate districts could improve. The study compared the LRD business processes to those consistent with the tenets of project management endorsed by the Project Management Institute and best-in-class firms and organizations using modem project management business practices. The study found many examples of sound, and sometimes innovative, project management practices within the LRD. However, they vary significantly among LRD's seven districts. The report identifies and recommends practices that offer the LRD opportunities for improving project delivery performance and increasing customer satisfaction.
