Book excerpt: The challenge of connecting employers and educators to collaboratively plan for training future workers is an enduring one-particularly for jobs that are rapidly changing because of technological advancements. This report addresses this challenge as it pertains to employers and educators in the oil and natural gas industry located in and around the Utica and Marcellus shales. The combination of horizontal drilling and hydraulic fracturing to tap natural gas has resulted in the Utica and Marcellus shales becoming major sources of natural gas supply within the United States and are predicted to bring significant long-term economic benefits to the tristate region of Ohio, Pennsylvania, and West Virginia. To inform policy decisions on how best to expand and sustain the pool of workers with knowledge and skills needed by oil and natural gas employers in the tristate region, this report summarizes the findings from surveys administered to the region's oil and gas employers and education providers. We found that basic cross-cutting skills-such as time management, speaking, and writing-and knowledge of business operations (including sales and marketing) are reported by employers as essential for their workers to competently perform in high-priority occupations. However, these basic skills tend not to be emphasized in local postsecondary degree programs that support the oil and natural gas industry. We also found a clear lack of collaboration and partnerships between oil and gas companies and education providers across the region, with colleges and employers each pointing to the other's unwillingness as the source for lack of partnerships or collaboration.

With sustained, long-term economic growth, the highest per capita income in the world, a stable and well-capitalised banking sector, a sovereign wealth fund that is of true global significance and one of the largest reserves of natural gas just offshore, Qatar today has many advantages. It is clear that the country is in a strong position from which to continue its robust economic performance, and the years ahead will see a vast construction drive, in line with the principles of Qatar National Vision 2030 and catalysed by preparations for the 2022 FIFA World Cup. Oil and gas accounted for around 51.5% of Qatar’s economic output in 2013, while developing downstream facilities that add value to energy by-products, for example, has helped build a portfolio of petrochemicals, chemicals and fertiliser companies and looks set to see Qatar’s economic strength continue. The United States is the largest electric power producer in the world. The overall value added to the U.S. gross domestic product (GDP) in 2011 by major industries that consumed processed nonfuel mineral materials was $2.2 trillion. Recognizing the importance of understanding the state of the energy and mining workforce in the United States to assure a trained and skilled workforce of sufficient size for the future, the Department of Energy's (DOE's) National Energy technology Laboratory (NETL) contracted with the National Research Council (NRC) to perform a study of the emerging workforce trends in the U.S. energy and mining industries. Emerging Workforce Trends in the U.S. Energy and Mining Industries: A Call to Action summarizes the findings of this study.

Book excerpt: A number of countries have recently discovered and are developing oil and gas reserves. Policy makers in such countries are anxious to obtain the greatest benefits for their economies from the extraction of these exhaustible resources by designing appropriate policies to achieve desired goals. One important theme of such policies is the so-called local content created by the sector—the extent to which the output of the extractive industry sector generates further benefits to the economy beyond the direct contribution of its value-added, through its links to other sectors. While local content policies have the potential to stimulate broad-based economic development, their application in petroleum-rich countries has achieved mixed results. This paper describes the policies and practices meant to foster the development of economic linkages from the petroleum sector, as adopted by a number of petroleum-producing countries both in and outside the Organisation for Economic Co-operation and Development. Examples of policy objectives, implementation tools, and reporting metrics are provided to derive lessons of wider applicability. The paper presents various conclusions for policy makers about the design of local content policies.

Book excerpt: During the period 1990 to 2010, U.S. job growth occurred primarily in the high-skilled and low-skilled sectors. Yet, one-third of projected job growth for the period 2010-2020 will require middle-skilled workers-who will earn strong middle-class wages and salaries-important to both the production and consumption components of our economy. These jobs typically require significant training, often requiring more than a high school diploma but less than a baccalaureate degree. In the Gulf of Mexico, middle skilled workers play key roles in maintaining oil system safety, completing the numerous environmental restoration projects needed along the Gulf coast, and as workers in an integrated and resilient public health system. Educational pathways that lead to middle skilled jobs in these areas include: apprenticeship programs offered by schools, unions, and employers; high school career and technical education programs; community college courses, certificates, and associate degrees; and employer provided training. Opportunities for the Gulf Research Program: Middle-Skilled Workforce Needs is the summary of a workshop held on June 9-10, 2014 in Tampa, Florida. This workshop convened 40 thought leaders from the Gulf region's education, employer, and policymaking communities to facilitate a discussion of the current state of education and training pathways for preparing the region\'s middle-skilled workforce in both the short- and long-term and to identify perceived needs and potential opportunities that might be addressed by the GRP. Workshop participants discussed a variety of opportunities around building capacity in the region's middle-skilled workforce, including the need for competency-based education and training approaches and stronger partnerships among the region's employers and institutions of higher education.
