Book excerpt: This paper seeks to add to the discourse surrounding Olympic and Paralympic legacies by proposing a flexible research framework that draws from previous research on legacies. It is noted that the bulk of the research has focussed on summer Olympics with little interest in Winter Olympics and virtually none for either the Summer or Winter Paralympics. Using the legacy radar framework, 'profiles' may be generated to aid in the comparison between diverse legacies that may occur in different fields, such as sport, infrastructure, social capital, the environment and economic impacts, over a range of dimensions including time, place and costs. It is suggested that this framework has the potential for further development to reflect the changing agendas of host communities and interest groups. The dimensions include positive and negative legacies and metrics that may be applied across events.

This book offers an alternative approach to the study of Olympic and mega-sport event legacy, challenging how legacy is conceptualised and practised. It shifts the focus from legacy as a retrospective concept concerned with what has been left behind after the Games, to a prospective one interested in actions and interactions stimulated by the Games. The book argues that creating Olympic legacy is a continuing four-stage process involving ‘investing’ (the accumulated common Olympic cultural capital), ‘interpelling’ (forming a trusteeship relationship where one party undertakes to change the capacity of another), ‘developing’ (ensuring participation in interactions and resource development) and ‘codifying’ (documenting, sharing and remembering legacies so they become cultural capital). It presents a developmental approach to the Olympics which involves vision, trustees and trusteeship and is concerned with capacity building at individual, organisational and societal levels. Thinking of Olympic legacy as capacity building allows seeing the goal of legacy as an embodiment of the aspirations of the Olympic Movement and the Games to introduce radical change in society by transforming its structure. Rethinking Olympic Legacy is essential reading for all students and scholars within an interest in the Olympics, as well as for administrators, policymakers and planners involved with mega-sport events.

Book excerpt: The preparations for the 2012 Olympic and Paralympic Games are going well overall and, despite time pressures, the Olympic Delivery Authority remains on course to deliver its construction programme. Five of the 24 main projects being undertaken by the Olympic Delivery Authority have now been completed ready for handover, and on current projections, the remaining projects will be delivered on time, though timings on three projects are becoming tight. Progress with the complex operational planning required for Games time has also been strengthened since the NAO last reported. The overall cost to the public purse of security during the Games has increased from £600 million to £757 million. The final cost of the Games is inherently uncertain. While the responsibility for important areas of cost has been resolved, £498 million of new scope has been added and there is now less contingency available to manage risk. £974 million contingency in the Public Sector Funding Package remains. Risks have been reduced but there can be no guarantee that the remaining contingency will be sufficient to cover further unknown risks to the Game. Progress has also been made in firming up the finances of LOCOG but there are still concerns that if it does not break even, public funding will be required. The report calls for an estimate of the net benefits expected to accrue to the UK which can be directly attributed to the Games.
