Book excerpt: In a world of increasing dependence on information technology, the prevention of cyberattacks on a nation's important computer and communications systems and networks is a problem that looms large. Given the demonstrated limitations of passive cybersecurity defense measures, it is natural to consider the possibility that deterrence might play a useful role in preventing cyberattacks against the United States and its vital interests. At the request of the Office of the Director of National Intelligence, the National Research Council undertook a two-phase project aimed to foster a broad, multidisciplinary examination of strategies for deterring cyberattacks on the United States and of the possible utility of these strategies for the U.S. government. The first phase produced a letter report providing basic information needed to understand the nature of the problem and to articulate important questions that can drive research regarding ways of more effectively preventing, discouraging, and inhibiting hostile activity against important U.S. information systems and networks. The second phase of the project entailed selecting appropriate experts to write papers on questions raised in the letter report. A number of experts, identified by the committee, were commissioned to write these papers under contract with the National Academy of Sciences. Commissioned papers were discussed at a public workshop held June 10-11, 2010, in Washington, D.C., and authors revised their papers after the workshop. Although the authors were selected and the papers reviewed and discussed by the committee, the individually authored papers do not reflect consensus views of the committee, and the reader should view these papers as offering points of departure that can stimulate further work on the topics discussed. The papers presented in this volume are published essentially as received from the authors, with some proofreading corrections made as limited time allowed.

Although evidence exists that nuclear weapons do deter full out war between nuclear armed rivals, the extent of this deterrent capability is much less clear. This paper analyzes the uncertainty of nuclear deterrence from the standpoint of both classic theoretical arguments and more recent empirical attempts. From both qualitative and quantitative perspectives, this paper finds cause to question the certainty that nuclear deterrence will inevitably hold in the future. Although nuclear war between nuclear rivals has never occurred, this lack of data is largely what makes predicting the continued success of nuclear deterrence in the future so difficult. In fact, from a certain probabilistic point of view, historical empirical evidence is not inconsistent from nuclear war between nuclear rivals being an event that occurs on average once every 100 years. Finally, this paper offers an alternative vantage point to view nuclear deterrence as a risk model rather than strictly as analyzing the probability of a nuclear war event. From this model point of view, risk of nuclear war may be reduced with higher certainty by measures which limit the impact of a nuclear strike rather than relying on inherently uncertain calculations about a rival's intentions"--Abstract.

During that period, deterrence strategy was aimed mainly at preventing aggression against the United States and its close allies by the hostile Communist power centers--the Union of Soviet Socialist Republics (USSR) and its allies, Communist China and North Korea. In particular, the strategy was devised to prevent aggression involving nuclear attack by the USSR or China. Since the end of the Cold War, the risk of war among the major powers has subsided to the lowest point in modern history. Still, the changing nature of the threats to American and allied security interests has stimulated a considerable broadening of the deterrence concept. Post-Cold War Conflict Deterrence examines the meaning of deterrence in this new environment and identifies key elements of a post-Cold War deterrence strategy and the critical issues in devising such a strategy. It further examines the significance of these findings for the U.S. Navy and Marine Corps. Quantitative and qualitative measures to support judgments about the potential success or failure of deterrence are identified. Such measures will bear on the suitability of the naval forces to meet the deterrence objectives. The capabilities of U.S. naval forces that especially bear on the deterrence objectives also are examined. Finally, the book examines the utility of models, games, and simulations as decision aids in improving the naval forces' understanding of situations in which deterrence must be used and in improving the potential success of deterrence actions.

Book excerpt: The greater use of artificial intelligence (AI) and autonomous systems by the militaries of the world has the potential to affect deterrence strategies and escalation dynamics in crises and conflicts. Up until now, deterrence has involved humans trying to dissuade other humans from taking particular courses of action. What happens when the thinking and decision processes involved are no longer purely human? How might dynamics change when decisions and actions can be taken at machine speeds? How might AI and autonomy affect the ways that countries have developed to signal one another about the potential use of force? What are potential areas for miscalculation and unintended consequences, and unwanted escalation in particular? This exploratory report provides an initial examination of how AI and autonomous systems could affect deterrence and escalation in conventional crises and conflicts. Findings suggest that the machine decisionmaking can result in inadvertent escalation or altered deterrence dynamics, due to the speed of machine decisionmaking, the ways in which it differs from human understanding, the willingness of many countries to use autonomous systems, our relative inexperience with them, and continued developments of these capabilities. Current planning and development efforts have not kept pace with how to handle the potentially destabilizing or escalatory issues associated with these new technologies, and it is essential that planners and decisionmakers begin to think about these issues before fielded systems are engaged in conflict.

Book excerpt: We conduct laboratory experiments to investigate the effects of deterrence mechanisms under controlled conditions. The effect of the expected cost of punishment of an individual's decision to engage in a proscribed activity and the effect of uncertainty on an individual's decision to commit a violation are very difficult to observe in field data. We use a roadway speeding framing and find that (a) individuals respond considerably to increases in the expected cost of speeding, (b) uncertainty about the enforcement regime yields a large reduction in violations committed, and (c) people are much more likely to speed when the punishment regime for which they voted is implemented. Our results have important implications for a behavioral theory of deterrence under uncertainty.

Mearsheimer examines a number of crises that led to major conventional wars to explain why deterrence failed. He focuses first on Allied and German decision making in the years 1939–1940, analyzing why the Allies did not strike first against Germany after declaring war and, conversely, why the Germans did attack the West. Turning to the Middle East, he examines the differences in Israeli and Egyptian strategic doctrines prior to the start of the major conventional conflicts in that region. Mearsheimer then critically assays the relative strengths and weaknesses of NATO and the Warsaw Pact to determine the prospects for conventional deterrence in any future crisis. Researchers have reached widely varying, even contradictory, conclusions. Some studies have concluded that the threat of capital punishment deters murders, saving large numbers of lives; other studies have concluded that executions actually increase homicides; still others, that executions have no effect on murder rates. Commentary among researchers, advocates, and policymakers on the scientific validity of the findings has sometimes been acrimonious. Against this backdrop, the National Research Council report Deterrence and the Death Penalty assesses whether the available evidence provides a scientific basis for answering questions of if and how the death penalty affects homicide rates. This new report from the Committee on Law and Justice concludes that research to date on the effect of capital punishment on homicide rates is not useful in determining whether the death penalty increases, decreases, or has no effect on these rates. The key question is whether capital punishment is less or more effective as a deterrent than alternative punishments, such as a life sentence without the possibility of parole. Yet none of the research that has been done accounted for the possible effect of noncapital punishments on homicide rates. The report recommends new avenues of research that may provide broader insight into any deterrent effects from both capital and noncapital punishments.
