Nitze, Special Adviser to the President and the Secretary of State on Arms Control Matters, before the Time Magazine Conference on SDI Strategic Defense initiative, Washington, D.C., June 3, 1986. The primary security objective of the United States is to reduce the risk of war while preserving our liberty and democratic political system. Over the past 25 years, the United States has pursued this objective through two related means. We have sought to deter war by maintaining a force structure adequate to convince potential adversaries that the risks and costs of aggression would far outweigh any possible gains. Simultaneously, we have sought to limit the nature and extent of the threat to the United States and to stabilize the strategic relationship with our principal adversary, the Soviet Union, through arms control agreements. The United States is now engaged in research to find out if new technologies could provide a more stable basis to deter war in the future by a shift to a greater reliance on strategic defenses. Arms control could also play an important role in designing a more stable strategic regime in the future. Tonight, I propose to examine the relationship among SDI, arms control, and stability. I hope to show that our SDI research and arms control policies, as currently defined, provide a cohesive and firm basis for enhancing strategic stability in the future and ultimately for reducing the risk of war.

Book excerpt: The United States and the Soviet Union have been negotiating nuclear arms control agreements for over twenty years, yet radical differences remain in the two sides' concept of, and approaches to, strategic stability and arms control. This book compares and contrasts those approaches, using START (Strategic Arms Reduction Treaty) as a case study. Throughout two decades of negotiation, U.S. policy has been directed toward dialogue that would encourage convergence of American and Soviet thought on nuclear deterrence. In Kartchner's view, that hope is belied not only by continuing asymmetries in the development and deployment of their strategic nuclear arsenals, but by differing U.S. and Soviet negotiating positions. The Reagan administration viewed START as a means of repudiating SALT II, restoring a measure of balance in the U.S.-Soviet strategic competition, and as a way of closing the so-called window of vulnerability. In contrast, Kartchner analyzes the Soviets' differing views of nuclear balance, emphasizing their satisfaction with SALT II and a strategic equilibrium shaped by a decade of bilateral arms control. Kartchner offers a detailed exposition of the major negotiating issues in START, contrasting concerns of U.S. and Soviet negotiators. Not surprisingly, each side's agenda was dominated by weapon systems that figure prominently in the other's development program. The author concludes by summarizing and comparing American and Soviet quests for stability and drawing up an assessment of U.S. efforts in both SALT and START to use arms control negotiations as a kind of classroom for instructing Soviet officials in American notions of "stabilizing" versus "destabilizing" weapon technology and America's own ethnocentric view of stability. START will profoundly affect the acquisition, operation, maintenance, and cost of U.S. strategic nuclear forces well into the next century. The history and analysis presented here will provide an essential source to policymakers and students of military-political relations for much-needed further study of this treaty's implications.

Book excerpt: This volume opens with an analysis of public opinion data which reveals that several common beliefs about public attitudes toward defense are myths. The public has not repudiated nuclear deterrence; public attitudes are quite stable, not volatile; and public opinion is not contradictory. Despite the politicization of nuclear weapons policy, this report explains, three key elements can be combined to form a national security strategy which could be supported by a consensus of experts and publics among the Western alliance. First, in terms of nuclear weapons, the focus of arms control negotiation should be redirected to enhancing stability at substantially lower numbers. In terms of conventional weapons, several initiatives should be undertaken. Also, civilian political leaders should begin a major, NATO based study on warning and decision-making. Furthermore, a consensus defense and arms control strategy should include restrictions on anti-satellite weapons and SDI. This volume is divided into five parts: Introduction; Stability and Change in Public Opinions about Nuclear Weapons Policy, 1945-1987; Four Alternative National Security Futures; Lessons Learned from Examining Radical Changes; and Building Towards a Consensus.
