Investigations of mass spectral backgrounds and of means of concentrating and purifying sample plutonium were conducted. Isotopic measurements were made by alpha energy analysis and mass spectrometric analysis. A technique for evaluating mass spectral background with a plutonium spike enriched in the mass 239 isotope to 99.98 atom percent is described. A combined alpha energy-mass analysis procedure for the determination of isotopic composition on a single sample mount is reported. The data presented demonstrate that sources of environmentally occurring plutonium could be differentiated by isotopic composition analysis with the developed method even at sub-picogram levels.

Book excerpt: We discuss the general approach, computerized data analysis methods, and results of measurements used to determine the isotopic composition of plutonium by gamma-ray spectroscopy. The simple techniques are designed to be applicable to samples of arbitrary size, geometry, age, chemical, and isotopic composition. The combination of the gamma spectroscopic measurement of isotopic composition coupled with calorimetric measurement of total sample power is shown to give a totally nondestructive determination of sample plutonium mass with a precision of 0.6% for 1000-g samples of PuO2 with 12% 24°Pu content. The precision of isotopic measurements depends upon many factors, including sample size, sample geometry, and isotopic content. Typical ranges are found to be 238Pu, 1 to 10%; 239Pu, 0.1 to 0.5%; 24°Pu, 2 to 5%; 241Pu, 0.3 to 0.7%; 242Pu (determined by isotopic correlation); and 241Am, 0.2 to 10%.

Book excerpt: Plutonium dioxide (PuO2) standards are often used both as heat standards and isotopic standards for calorimetric assay. Calorimetric assay is the combination of the power in watts measured in a calorimeter with the effective specific power (P{sub eff}) in watts/g Pu, determined either by nondestructive gamma-ray assay or by destructive mass spectrometry, to yield the total elemental plutonium mass in the sample. To use a PuO2 sample as a heat standard for calorimetry, one must determine both the plutonium mass and P{sub eff} with very small uncertainties and then calculate the sample watts from the known plutonium mass, specific powers, and isotopic composition. Well-characterized PuO2 standards have plutonium mass values determined by analytical chemistry with a precision and accuracy on the order of 0.1%-0.2% relative to the total mass of the sample. Mass spectrometry, typically used to determine the isotopic fractions of plutonium standards, is very accurate and precise for the major isotopes but is somewhat less precise for low-abundance isotopes. The characterization of the 241Am/Pu ratio in the standard is also of great importance because 241Am can contribute significantly to P{sub eff} and to the heat output of the standard. The determination of the 241Am/Pu ratio in a plutonium-bearing sample is a process that is less standardized than mass spectrometry. There are no certified reference materials (CRMs) traceable to the national measurement system for 241Am in plutonium, and routine analytical 241Am/Pu ratio measurements often exhibit uncertainties of several percent relative to the total plutonium or greater.

The assay is performed by combining the calorimetrically determined heat output of the sample and the relative abundances of the heat-producing isotopes. This report describes the method used for the nondestructive determination of plutonium-238, -240, -241 and americium-241 relative to plutonium-239 using gamma-ray spectroscopy for 93 percent plutonium-239 material. Comparison of chemical data on aliquots of samples to the nondestructive data shows accuracies of +-7 percent for 238Pu/239Pu, +-15 percent for 24°Pu/239Pu, +- 3 percent for 241Pu/239Pu, and +-7 percent for 241Am/239Pu.

The technique is based on the high-intensity, low-energy gamma rays at 43.48, 45.23, 51.63, 59.54, and 64.83 keV for 238Pu, 24°Pu, 239Pu, 241Am, and 241Pu, respectively. The results demonstrate that this technique can accurately measure plutonium samples in a timely manner and in a wide range of masses, isotopic contents, chemical forms, and ages from chemical processing.

The latter was determined by measuring the rate of decrease of the 241Pu/242Pu ratio in an appropriate isotopic mixture over a period of several years. The half-lives of the two lighter isotopes are too long to be determined in this manner. They were determined by measuring the rate of production of the uranium daughter relative to a known added 233U spike. Experimental procedures were designed to control sources of error and to permit a detailed statistical treatment which included all known sources of error and accounted for all covariances. The uncertainties, at the 95% confidence level, associated with the measured half-lives were less than 0.4% for 241Pu and less than 0.2% for 239Pu and 24°Pu.

Book excerpt: The study reports on the Pu-239, 240 concentrations in various tissues obtained from individuals residing in New York City. Twenty-six tissue samples have been analyzed for their Pu-239, 240 content, which include sections from the right lung, the liver, bone (4th and 5th vertebrae) and the kidney. The tissues were obtained at autopsy from a selected population not occupationally exposed to plutonium and whose deaths were the result of causes other than metabolic disorders. A detailed description is presented of the radiochemical procedures employed to separate Pu and electrochemically deposit plutonium isotopes prior to alpha spectrometry with Si surface-barrier detectors. Results of these measurements are given as activity per gram wet weight and activity per gram of calcium in the individual tissue. All results have been compared to similar measurements made at other laboratories and with estimates of concentration based on metabolic models. To date, the magnitudes and the distribution of the measured values are consistent with the values inferred from the ICRP lung model and measured concentrations of air.

Book excerpt: Plutonium-239 (239Pu) and plutonium-240 (24°Pu) activity concentrations and 24°Pu/239Pu atom ratios are reported for Brown Algae (Fucus distichus) collected from the littoral zone of Amchitka Island (Alaska) and at a control site on the Alaskan peninsula. Plutonium isotope measurements were performed in replicate using Accelerator Mass Spectrometry (AMS). The average 24°Pu/239Pu atom ratio observed in dried Fucus d. collected from Amchitka Island was 0.227 " 0.007 (n=5) and compares with the expected 24°Pu/239Pu atom ratio in integrated worldwide fallout deposition in the Northern Hemisphere of 0.1805 " 0.0057 (Cooper et al., 2000). In general, the characteristically high 24°Pu/239Pu content of Fucus d. analyzed in this study appear to indicate the presence of a discernible basin-wide secondary source of plutonium entering the marine environment. Of interest to the study of plutonium source terms within the Pacific basin are reports of elevated 24°Pu/239Pu atom ratios in fallout debris from high-yield atmospheric nuclear tests conducted in the Marshall Islands during the 1950s (Diamond et al., 1960), the wide range of 24°Pu/239Pu atom ratio values (0.19 to 0.34) observed in sea water, sediments, coral and other environmental media from the North Pacific Ocean (Hirose et al., 1992; Buesseler, 1997) and updated estimates of the relative contributions of close-in and intermediate fallout deposition on oceanic inventories of radionuclidies, especially in the Northern Pacific Ocean (Hamilton, 2004).
