Book excerpt: This paper analyzes the determinants of high unemployment in South Africa by studying labor market dynamics using individual level panel data from the Quarterly Labor Force Survey. While prior work experience and gender are found to be important determinants of the job-finding rate, education attainment and race are important determinants of the job-exit rate. Using stock-flow equations, counterfactual exercises are conducted to quantify the role of these different transition rates on unemployment. The paper also explores the contribution of unemployment towards inequality. Reducing unemployment is found to be important for reducing inequality – estimates suggest that a 10 percentage point reduction in unemployment lowers the Gini coefficient by 3 percent. Achieving a similar reduction solely through transfers would require a 40 percent increase in government transfers.

Book excerpt: South Africa’s high rate of unemployment (26.4%) makes it a complete outlier compared with other middle-income countries. Indeed, the unemployment rate rises to 36% if discouraged workers are taken into account. It underpins extreme poverty and inequality and is a major contributor to social dislocation. If it were not for increased social payments, poverty would have continued to increase since the advent of democracy in 1994. Unemployment also represents a huge cost to growth. This book focuses on the growth path of the economy. The starting point is that while more rapid economic expansion is an important objective, at any given level of growth, the economy as a whole needs to become more labour-absorbing. The central question posed is how to bring about changes in the economic structure and pattern of development, which would lead to the attainment of this objective. The authors argue that employment needs to be much more centrally positioned within the economic and social policy arena. They emphasise innovative approaches within a broader focus on the growth path, and employment-intensive growth. And they posit that the negative impact of previous ‘distortions’ requires much more than a levelling of the playing field via market-based reforms. Apart from presenting an alternative growth path which could start to shift the economy in new directions, the book tackles themes which have received only limited attention, such as wage subsidies, youth unemployment and employment growth in rural areas.

Book excerpt: The paper looks at the dynamics of employment in South Africa and examines the factors that contributed to the job-shedding observed during the recent financial crisis. The paper finds that the rapid growth of the real wage, which outpaced the labor productivity growth in most sectors, played an important role in suppressing employment creation. The paper also finds that while there is a co-integrating link between the real wage and labor productivity, the deviations from equilibrium are persistent and thus contribute to a weak link between real wage growth and labor productivity growth in the short term. This finding is also supported by a cross-country analysis, which shows that in South Africa the link between the real wage and labor productivity is substantially weaker than in other emerging markets, even after controlling for labor market tightness indicators.

Unemployment and the inability to earn a regular income is closely related to why people end up in poverty and why they are unable to move out of poverty, especially in developing countries, which fail to provide a social safety net. The South African government introduced the Expanded Public Works Programme in order to have an effect on the rising rates of unemployment. The employment policy measures taken by the government, i.e. the ruling party ANC, could roughly be divided into indirect and direct ones. The indirect part concerns the macro-level, and they are mainly the promotion of economic growth and overall macroeconomic stability. The direct part concerns the micro-level and deals mainly with short-term job creation and skills training of unemployed individuals within the EPWP.

Book excerpt: The main objective of the study was to determine factors associated with women unemployment in South Africa. Hence, the specific objectives were to establish the demographic and socio-economic factors associated with women employment status. The study utilized the data collected by Statistics South Africa, the Labour Force Survey. A logistic regression model was fitted to assess the association between socio-economic and demographic factors against women employment status. The study found that most of the unemployed women were blacks, were not married and had never gone for any form of training. Cross tabulations indicated association between women employment status and age, education level, province of residence, race and training obtained. Older women were more likely to be favoured in getting employment than young women. Whites and those of mixed race were more likely to be favoured in getting employment than blacks and, most educated women were more likely to be favoured in getting employment than the less educated. Gauteng Province had less women employment opportunities than Western Cape and Kwazulu/Natal Provinces.

Book excerpt: In developing countries, banks play a major role by acting as a conduit for the effective mobilization of funds from the surplus sectors of an economy for onward lending to the deficit sectors for productive investments that will in turn increase the level of employment and economic growth. There has being a rising trend in unemployment rate in Nigeria and South Africa and hence, the need for the study to assess the effectiveness of banking system credit in curbing unemployment rate by making a comparative analysis of Nigeria and South Africa covering period of 1991 to 2018. The study employed the unit root test, Johansen cointegration test, vector error correction model and VAR impulse response function in determining the relationship between the variables. The major findings revealed that banking system credit matters in curbing unemployment rate in South Africa than in Nigeria. Also, other macroeconomic factors such as lending rate, inflation rate, Government expenditure and population growth were significant enough in influencing unemployment rate in South Africa than in Nigeria. While foreign direct investment was a significant factor in reducing unemployment rate in Nigeria than in South Africa. The cointegration test showed a long-run relationship between the variables in both countries while the speed of adjustment coefficient of the vector error correction model is faster in South Africa than in Nigeria. Previous empirical studies on the relationship between banking system credit and unemployment rate have focused much on other regions such as Asia and Europe. Thus, the study is unique as it focused on the African region and also made a comparative analysis by testing the Keynesian theory of employment, interest and money on two emerging African economies which are Nigeria and South Africa.

They have traditionally been viewed as repositories of information and wisdom, and are critical pillars of the community but as the HIV/AIDS pandemic destroys family systems, the elderly increasingly have to deal with the loss of their own support while absorbing the additional responsibilities of caring for their orphaned grandchildren. Aging in Sub-Saharan Africa explores ways to promote U.S. research interests and to augment the sub-Saharan governments' capacity to address the many challenges posed by population aging. Five major themes are explored in the book such as the need for a basic definition of "older person," the need for national governments to invest more in basic research and the coordination of data collection across countries, and the need for improved dialogue between local researchers and policy makers. This book makes three major recommendations: 1) the development of a research agenda 2) enhancing research opportunity and implementation and 3) the translation of research findings.

Book excerpt: "How much volatility is there in earnings in South Africa? The South African labour market has been shown to be a key determinant of welfare, both in terms of poverty and inequality. These are a function of both the high levels of unemployment as well as the wage distribution, conditional on being employed. One aspect of welfare that derives from the labour market, which has been relatively understudied to date, is the amount of volatility in earnings that various groups of South Africans experience over time. This has implications directly for welfare, as well as for inequality. We make use of the first three waves of data from the National Income Dynamics Study to describe the amount of earnings volatility experienced by different demographic groups. We then make use of a regression model to estimate the partial correlation between the various characteristics that we use and earnings volatility. Our main findings are that earnings volatility is high over a four year interval. The mean within-person standard deviation in earnings across the three waves lies between 50% and 66% of the mean earnings depending on the time period, and the mean within-person coefficient of variation in earnings is 0.641." -- Abstract.
