Book excerpt: With this richly illustrated history of industrial design reform in nineteenth-century Britain, Lara Kriegel demonstrates that preoccupations with trade, labor, and manufacture lay at the heart of debates about cultural institutions during the Victorian era. Through aesthetic reform, Victorians sought to redress the inferiority of British crafts in comparison to those made on the continent and in the colonies. Declaring a crisis of design and workmanship among the British laboring classes, reformers pioneered schools of design, copyright protections, and spectacular displays of industrial and imperial wares, most notably the Great Exhibition of 1851. Their efforts culminated with the establishment of the South Kensington Museum, predecessor to the Victoria and Albert Museum, which stands today as home to the world’s foremost collection of the decorative and applied arts. Kriegel’s identification of the significant links between markets and museums, and between economics and aesthetics, amounts to a rethinking of Victorian cultural formation. Drawing on a wide range of sources, including museum guidebooks, design manuals, illustrated newspapers, pattern books, and government reports, Kriegel brings to life the many Victorians who claimed a stake in aesthetic reform during the middle years of the nineteenth century. The aspiring artists who attended the Government School of Design, the embattled provincial printers who sought a strengthened industrial copyright, the exhibition-going millions who visited the Crystal Palace, the lower-middle-class consumers who learned new principles of taste in metropolitan museums, and the working men of London who critiqued the city’s art and design collections—all are cast by Kriegel as leading cultural actors of their day. Grand Designs shows how these Victorians vied to upend aesthetic hierarchies in an imperial age and, in the process, to refashion London’s public culture.

Buckminster Fuller to the International Union of Architects (I. U. A.) at their VIIth Congress in London, England in July, 1961, launching the World Design Science Decade. He proposed then that the architectural schools around the world be encouraged by the I. U. A. to invest the next ten years in a continuing problem of how to make the total world's resources which [in 1961] serve only 40% serve 100% of humanity through competent design despite a continuing decrease of metal resources per capita. In essence, The World Design Science Decade series of documents suggests, in great detail, ways in which world architectural schools, and specifically their students, should initiate, and assume The Design Science Decade. The total series includes many of Fuller's most prescient ideas. A note from the series editor, John McHale: "Though the language of some of the texts may seem difficult at first approach, it should be borne in mind that one of our major problems in thinking today [1965] is the use of language systems which still represent a fixed, structurally compartmentalized world view. The terms available to us for the expression of dynamic, rather than static, concepts are far from satisfactory. Fuller's language is particularly representative of the 'transitional state' (of the western world) between the older, traditional, noun-centered culture to its present day, changing, verb-centered culture'. In his search for an adequately descriptive terminology he tends to employ concepts and usages from many different fields juxtaposed in ways which may be unfamiliar to those more customarily restrained within the vocabularies of particular disciplines." In breach of agreed terms, the fleet dramatically scuttled itself, in a well-planned operation that consigned nearly half a million tons, and 54 of 72 ships, to the bottom of the sheltered anchorage in a gesture of Wagnerian proportions. This much is well-known, but more than a century after the “Grand Scuttle” many questions remain. Was von Reuter, the fleet’s commander, acting under orders or was it his own initiative? Why was June 21 chosen? Did the British connive in or even encourage the action? Could more have been done to save the ships? Was it legally justified? And what were the international ramifications? This new book analyzes all these issues, beginning with the fleet mutiny in the last months of the war that precipitated a social revolution in Germany and the eventual collapse of the will to fight. The Armistice terms imposed the humiliation of virtual surrender on the High Seas Fleet, and the conditions under which it was interned are described in detail. Meanwhile the victorious Allies wrangled over the fate of the ships, an issue that threatened the whole peace process. Using much new material from German sources and a host of eyewitness testimonies, the circumstances of the scuttling itself are meticulously reconstructed, while the aftermath for all parties is clearly laid out. The story concludes with “the biggest salvage operation in history” and a chapter on the significance of the scuttling to the postwar balance of naval power. This is an important reassessment of the last great action of the First World War.
