Book excerpt: The People's Republic of China (PRC) has adopted a more market-oriented approach by promoting rural microfinance, pursuing bottom-up innovations such as group lending, various forms of guarantees, new financial products based on purchase orders and insurance policies, and better incentives for agriculture funding from financial institutions. In 2009, the PRC sought the assistance of the Asian Development Bank to study how to optimize policy choices in rural finance using both top-down and bottom-up approaches. This report presents the findings of that rural microfinance study, including valuable lessons learned from several pilot microlending programs conducted in selected provinces in the PRC. It then analyzes outstanding issues in the country's rural and microfinance markets that need to be addressed more vigorously.

This study summarizes cross-country experience on the role of trade and payments policies in the linked contraction of output and trade by drawing on eight country case studies: Estonia, the Kyrgyz Republic, Latvia, Lithuania, Moldova, Russia, Ukraine, and Uzbekistan. The results of the case studies show that trade reform and reorientation of trade toward the rest of the world have done much to arrest the decline in output usually associated with the transformation from plan to market. Book excerpt: After the collapse of the Soviet system, the immense problems of environmental pollution in Central and Eastern Europe were widely publicized. Less well known were its effects on health in the region, which have led to a serious health crisis. This report examines the degree to which the pollution adversely affected human health, putting it in the context of other health determinants such as socioeconomic factors, health care standards and availability, and lifestyle factors. Among the numerous pollutants, the report points to lead, dust, toxic gases, and nitrates in rural water supplies as having a significant impact on health in Central and Eastern Europe. The author suggests possible avenues for international action. However, an analysis of the determinants of health reveals that addressing the pollution problems alone will not solve the health crisis. Improving health in this region will depend on the changing economic fortunes of individual countries and the ability of each to create a supportive social environment for its citizens.

Book excerpt: Based on a report by a World Bank task force, this book provides a candid assessment of the Bank's operations in Sub-Saharan Africa. The book examines how the Bank can strengthen its operational response to poverty and improve food security, recommends improvements and innovative approaches to poverty reduction, and discusses ways of strengthening and making further use of regional initiatives. Although the report identifies improvements in the work on poverty reduction that have taken place since 1995, it finds that much remains to be done: * On average, 45 to 50 percent of Sub-Saharan Africans live below the poverty line, a much higher proportion than any other region of the world except South Asia. * The commitment of governments to poverty reduction is usually weak; only about 12 African governments have such a commitment. * Economic growth rates are generally far too low to reduce poverty significantly; growth rates of 6.5 percent per year are required for countries in this region to reduce poverty at an acceptable rate. * The World Bank's lending has emphasized growth, focusing almost 58 percent of its assistance to the region on creating the mechanisms for growth through policy change and large-scale investments. * The World Bank's focus on poverty reduction in programming and lending must intensify in all its operational work. * All development partners should establish stronger collaboration in planning their assistance programs.

This paper examines the role of capital markets in the new market economies of Central and Eastern Europe and to what extent governments in the region should encourage the development of such markets. The authors address questions of whether the capital markets will serve merely as a forum for trading stocks or become a source of new equity capital to help restructure the enterprises of the region and whether governments should take a hands-off approach by letting the necessary institutions develop as they are needed or should actively create stock exchanges and establish the overall legal and regulatory framework.
