Specifically, it focuses on the implementation problems associated with projects sponsored by the U.S. Agency for International Development (AID) and the World Bank in developing countries. Some historical background on how implementation problems became a focus of concern is presented below. Development assistance on a significant scale started with Marshall Plan aid to reconstruct Western Europe following World War II. [1] In that case, the donor (the United States) asked not to be part of the process that determined how the money was to be spent. Instead, the United States asked the West European countries to establish their own priorities for assistance (which they did after a considerable amount of inter-country negotiation).

Morss In 1973 Congress legislated a fundamental change in U.S. foreign aid policy: rather than provide general assistance to developing nations, the U.S. Agency for International Development (AID) would focus on helping the rural poor in those nations. AID commissioned Development Alternatives, Inc. (DAI), to prepare a strategy for making the change toward "New Directions" in development and then to assist in the design and implementation of a number of projects using the new strategy. The authors describe the bureaucratic and administrative problems that confronted Development Alternatives in this job, giving particular attention to the administrative and bureaucratic barriers within AID itself. They conclude with a set of recommendations for reform that are essential if the agency is to attain its "New Directions" objectives.

Book excerpt: Monitoring and evaluation (M&E) is recognized as critically important for tracking progress, whether it serves the purpose of accountability to donors, informs future improvements to CSA practices, or contributes to the aggregate global progress toward meeting the SDGs or the global stocktake under the Paris Agreement. There has been a growing chorus acknowledging the need to align the indicators and M&E frameworks of major donors with those of the three global agreements. Monitoring and reporting has begun on the SDGs, although the development of methodologies for various indicators is an evolving process. The development of specific indicators for the agriculture sector is also well underway for the Sendai Framework. The organizations conducting this work have recognized the need to streamline these processes. For example, they have already attempted to align several of the indicators between the SDGs and the Sendai Framework.These operational guidelines aim to address the core constraints and needs of FAO Member States on both the design and implementation of M&E systems that can simultaneously address CSA and sector reporting requirements for the 2030 Agenda, the Sendai Framework and the UNFCCC Paris Agreement. First and foremost, the guidelines acknowledge the principal need expressed by Member States that M&E systems and indicators be simple and not onerous. The challenges that have always existed with regard to M&E for CSA are still present, and are particularly pronounced for pillar 2, adaptation and resilience. These challenges to the development of indicators for pillar 2 have exhibited the greatest need for attention.

Book excerpt: The objectives of the Health and Nutrition Project were to raise the quality, coverage, and effectiveness of family planning, nutrition, and basic health services through the provision of support to critical and strategic elements of the Health, Nutrition and Population (HNP) sector. This was the first International Development Association (IDA)-financed health project in Tanzania. The project suffered from poor quality at entry, with ambitious objectives, complex design, and implementation arrangements, and ill-considered covenants and cross-conditionality's between different implementing agencies. Combined with the government's weak ownership at the outset and poor project management, project performance during the first three years was very poor. A mid-term review in 1994, and subsequent project restructuring in 1996, resulted in clearer project direction, more feasible work plans and more streamlined implementation. By the end of the project, the government assumed full ownership, and planned activities were completed with project objectives largely achieved. Moreover, the project initiated some of the key reform agenda, paving the way for a multi- donor supported health sector reform program which the follow-on IDA credit is supporting. This note summarizes the impact on the ground and lessons learned.

Economic growth is recovering from the impact of the unfavorable global economic environment and domestic factors. Growth is expected to continue strengthening, supported by improvements in the business environment and subsiding global commodity prices. Inflation is projected to remain within the central bank’s target range. Growth-friendly fiscal consolidation is underway, anchored by the ECF arrangement, and the current account deficit is narrowing reflecting fiscal consolidation, easing commodity prices, and tight external financing conditions. The medium-term outlook is positive contingent on implementation of the authorities’ reform agenda, anchored by the ECF arrangement. Climate change poses a major threat, as Tanzania is highly vulnerable but not well-prepared to address the effects of climate change.
