Book excerpt: The Virginia Department of Transportation (VDOT) has invested in extensive closed-circuit television (CCTV) systems to monitor freeways in urban areas. Generally, these devices are installed as part of freeway management systems (Smart Traffic Centers [STCs]). Although CCTVs have proven to be very effective in supporting incident management, they simply provide images that must be interpreted by trained operators--not measures of traffic conditions (such as flow rate and average speeds). A previous study completed by the University of Virginia and Virginia Transportation Research Council concluded, however, that it is feasible to integrate CCTV with video image vehicle detection systems (VIVDS) currently on the market to provide the ability to measure traffic conditions. The purpose of this research effort was to develop, deploy, and evaluate an integrated CCTV/VIVDS system (referred to as Phase II Autotrack) in an operational STC. Based on a field evaluation at the Hampton Roads STC, it was concluded that Phase II Autotrack effectively measures traffic volumes and that the system effectively measures speed during daylight conditions. This proves that an integrated CCTV/VIVDS system should be aggressively developed and finalized to supplement, and at times, replace, existing loop detectors in Virginia. For example, if VDOT were to replace only one quarter of the loops in the Hampton Roads STC with integrated CCTV/VIVDS, it is estimated that the agency would realize a capital/installation savings of $4.9 million and would reduce operating costs by $230,000 per year. Based on these conclusions, the following recommendations have been offered to VDOT: 1. VDOT's Mobility Management Division should coordinate the installation and use of Phase II Autotrack at four existing CCTV locations throughout the Commonwealth. 2. The Virginia Transportation Research Council should continue the development of Phase II Autotrack in order to improve speed measurement performance. 3. The Virginia Transportation Research Council should develop a Phase III Autotrack to investigate the use of additional image-processing capabilities to support STC operations.

Book excerpt: The Virginia Department of Transportation, like many other transportation agencies, has invested significantly in extensive closed circuit television (CCTV) systems to monitor freeways in urban areas. Although these systems have proven very effective in supporting incident management, they do not support the collection of quantitative measures of traffic conditions. Rather, they simply provide a moveable platform for trained operators to collect images for further interpretation. Although there are several video image vehicle detection systems (VIVDS) on the market that have the capability to derive traffic measures from video imagery automatically, these systems currently require the installation of fixed-position cameras. Thus, they have not been integrated with the existing moveable CCTV cameras. This research effort addressed VIVDS camera repositioning and calibration challenges and developed a prototype machine-vision system that successfully integrates existing moveable CCTV cameras with VIVDS. Results of testing the prototype in a laboratory setting demonstrated that when the camera's original zoom level was at a level of 1x to 1.5x, the system could return the camera to its original position with a repositioning accuracy of less than 0.03 to0.1 degree. This is significantly less that the 0.5-degree accuracy of mechanical camera presets and indicates that such an approach provides the accuracy needed for CCTV/VIVDS integration. This level of positional accuracy, when combined with a VIVDS, resulted in vehicle count errors of less than 1%. Based on these results, the integration of CCTV and VIVDS is feasible, thus paving the way for less costly, more easily maintained traffic monitoring systems in future intelligent transportation system initiatives.

Fire protection system designers initially employed these VID systems for use in large facilities, outdoor locations and tunnels. However, video-based detection is being used for a broadening range of applications [e. g. , 1]. For example, these systems are c- rently installed in electrical power plants, paper mills, document storage facilities, historic municipal buildings, nuclear research facilities, automotive plants, wa- house/distribution centers, and onshore and offshore oil platforms. The 2007 edition of NFPA 72, National Fire Alarm Code [2], recognized the use of VID systems for ?ame and smoke detection. Although recognized, there is limited prescriptive installation and use requirements and there is a general desire by many for the development of performance criteria that ultimately could be utilized for the design of systems or the creation of standards. Since the underlying VID technology and development of standard and network-based camera systems are in a period of fairly rapid advancement [3–5], it is not possible to de?ne a comprehensive set of stand-alone prescriptive requirements. The performance of VID systems depends on both the video hardware and the software algorithms; there is no basic underlying principle, such as there is for ionization or pho- electric detection for smoke detectors. Consequently, performance-based inst- lation and operation requirements are needed.
