Book excerpt: The recommendations have been completely restructured in this 12th (2020) edition of the EAU (10th English edition), the aim being to provide readers with a better, clearer arrangement of the chapters. In addition, the information published in the annual technical reports of the Waterfront Structures Committee since the publication of the 11th German edition have been incorporated in this new edition. The recommendations also take into account the new generation of standards consisting of Eurocode 7, the associated National Application Documents and supplementary national publications (DIN 1054:2010). In isolated instances, partial safety factors differing from those in the codes are specified on the basis of practical experience. Safety standards for ports, harbours and marine structures are therefore upheld. The recommendations satisfy the need for international acceptance in the planning, design, tendering, award of contract, construction, site supervision, acceptance and settlement of accounts for port, harbour and waterway facilities based on uniform approaches.

Book excerpt: Fragility functions constitute an emerging tool for the probabilistic seismic risk assessment of buildings, infrastructures and lifeline systems. The work presented in this book is a partial product of a European Union funded research project SYNER-G (FP7 Theme 6: Environment) where existing knowledge has been reviewed in order to extract the most appropriate fragility functions for the vulnerability analysis and loss estimation of the majority of structures and civil works exposed to earthquake hazard. Results of other relevant European projects and international initiatives are also incorporated in the book. In several cases new fragility and vulnerability functions have been developed in order to better represent the specific characteristics of European elements at risk. Several European and non-European institutes and Universities collaborated efficiently to capitalize upon existing knowledge. State-of-the-art methods are described, existing fragility curves are reviewed and, where necessary, new ones are proposed for buildings, lifelines, transportation infrastructures as well as for utilities and critical facilities. Taxonomy and typology definitions are synthesized and the treatment of related uncertainties is discussed. A fragility function manager tool and fragility functions in electronic form are provided on extras.springer.com. Audience The book aims to be a standard reference on the fragility functions to be used for the seismic vulnerability and probabilistic risk assessment of the most important elements at risk. It is of particular interest to earthquake engineers, scientists and researchers working in the field of earthquake risk assessment, as well as the insurance industry, civil protection and emergency management agencies.

Its full designation reads "Committee for Simplification an Standardization of Calculation and Construction of Waterfront Structures", which also outlines its goals. Following on from the previous joint publications, this new edition of EAU 2004 contains the safety concept with partial safety factors in accordance with the Eurocodes or the European prestandards as well as with the new edition of the corresponding German standard, partially differing on account of practice experiences. The recommendations continue to satisfy the requirements for international acknowledgement and application with regard to planning, design tendering, the awarding of contracts, building and building supervision. Further, the inspection and accounting procedures for harbour and waterway constructions are given from uniform points of view.

Book excerpt: A system is needed that can be rapidly transported to any worldwide contingency area and interface with an unprotected beach and/or a quay wall in a protected harbor, depending on the mission. Appropriately outfitted, it must have the capability to support cargo operations (breakbulk, containerized, and vehicular), naval ship homeport, and troop support services. The deployable waterfront (DWF) is currently being investigated for its feasibility and cost effectiveness in providing these mission capabilities. This report defines the concept and identifies existing systems that are useful for comparing the integrated logistic support (ILS) requirements and operation and support costs of these systems. A baseline comparison system (BCS) for the DWF will be developed which represents the system's characteristics and capabilities. The BCS wll be used to identify the supportability, cost, and readiness drivers of the system and to project its reliability, maintainability, and availability characteristics. A framework will be established for conducting the ILS and cost comparisons. The scenario describes the personnel and support equipment requirements, duty cycle, equipment life, and a description of four missions in which the systems are compared. Beginning with Volume 13, the printing and dissemination phases of the activity were transferred to University Microfilms/Xerox of Ann Arbor, Michigan, with the thought that such an arrangement would be more beneficial to the academic and general scientific and technical community. After five years of this joint undertaking we had concluded that it was in the interest of all con cerned if the printing and distribution of the volumes were handled by an interna tional publishing house to assure improved service and broader dissemination. Hence, starting with Volume 18, Masters Theses in the Pure and Applied Sciences has been disseminated on a worldwide basis by Plenum Publishing Cor poration of New York, and in the same year the coverage was broadened to include Canadian universities. All back issues can also be ordered from Plenum. We have reported in Volume 36 (thesis year 1991) a total of 11,024 thesis titles from 23 Canadian and 161 United States universities. We are sure that this broader base for these titles reported will greatly enhance the value of this important annual reference work. While Volume 36 reports theses submitted in 1991, on occasion, certain univer sities do report theses submitted in previous years but not reported at the time.
