Book excerpt: Los nuevos desafíos deben girar en torno a varios objetivos muy concretos: a) ser capaces de preservar los recursos pesqueros, apoyándose en datos científicos fiables, en el marco de un diálogo permanente entre autoridades, científicos y pescadores, aplicando los principios básicos de la pesca responsable y los criterios preventivos; b) los modelos de gestión de los recursos deben atinar en sus proposiciones al objeto de buscar un equilibrio entre las posibilidades de pesca y las capacidades de captura; c) la dimensión social debe estar reforzada de manera que proporcione a los pescadores unas condiciones de trabajo y unas remuneraciones esenciales para sobrevivir, por lo que se convierte en necesario que las acciones estructurales tengan que responder a los objetivos de modernización y adaptación de la flota pesquera, a la vez que las zonas infradesarrolladas y periféricas deban ser consultadas y participen en las labores de impulso; d) es necesario, asimismo, que la dimensión internacional, a través de los acuerdos de pesca y la presencia en organismos internacionales pesqueros junto al desarrollo de nuevas fórmulas jurídicas para el expansionismo de las flotas comunitarias sea esencial en la nueva política pesquera comunitaria; y e) es preciso que los mecanismos de inspección y control se refuercen al objeto de evitar actividades ilegales que perjudiquen la acción responsable de la ordenación pesquera. En este sentido el libro se estructura analizando las adaptaciones del sector pesquero a las circunstancias cambiantes sobre todo de aquellas derivadas del nuevo orden jurídico oceánico; de los avances tecnológicos que han estimulado una mayor y más intensa presión sobre los stocks de recursos pesqueros; de la creciente mundialización de los intercambios y de los procesos de liberalización comercial; y de las distintas estrategias y alianzas de las empresas pesqueras. Viabilidad, sostenibilidad y competitividad son los tres objetivos que se propone alcanzar el sector pesquero. Como se apunta en las páginas que siguen a continuación los mencionados objetivos y metas están en función de complejas situaciones socioeconómicas del sector dentro de cada Estado; en consonancia con las divergentes estrategias entre los EEMM; y responden a la heterogeneidad de las situaciones y de la importancia relativa de la pesca en cada uno de los países. El libro, en consecuencia, trata de explicar el proceso y las dinámicas de cambio y adaptación; la situación actual y la importancia de la actividad; y las perspectivas y estrategias de futuro del sector pesquero europeo.

Su objetivo general es ofrecer un marco, una estrategia y un plan para mejorar los conocimientos y la comprension de la situacion y las tendencias de la pesca como base para la formulacion de politicas y la ordenacion pesqueras a favor de la conservacion y la utilizacion sostenible de los recursos pesqueros en los ecosistemas. Las medidas requeridas se engloban en nueve esferas principales, que se concentran primordialmente en la necesidad de fortalecer la capacidad de los paises en desarrollo."
