En el campo del conocimiento ambiental es necesario contar con elementos de juicio acerca de las condiciones en que se desarrollan los procesos productivos y sus repercusiones posibles en el medio, para lograr la planificacion de una politica ambiental que regule responsablemente la forma en que se administra el territorio, la manera en que se accede a los recursos naturales para la obtencion de beneficios y los mecanismos para afrontar las necesidades de la sociedad, que se vislumbran a mediano y largo plazos. El problema que atiende esta investigacion se refiere a las limitaciones para el desarrollo social y economico en equilibrio con el ecosistema, para el ejido Sierra de Juarez - Baja California, Mexico - como caso de estudio. El modelo de analisis aplicado puede ser punto de partida en casos a profundizar.

Book excerpt: "El presente trabajo representa un esfuerzo en la generación de herramientas que permitan evaluar el manejo del ambiente y los recursos naturales en comunidades rurales por parte de sus habitantes y de los actores estratégicos que tienen impacto en una comunidad. Se tomó la decisión de que era necesario crear un nuevo modelo de indicadores con un enfoque contemporáneo que se apegue a las condiciones existentes de pobreza, marginación, rezago social así como de la necesidad de conservar el capital natural, el cual puede permitir a los tomadores de decisiones contar con diagnóstico de una comunidad para la toma de decisiones estratégica en el desarrollo sostenible de una comunidad. La comunidad caso de estudio seleccionada es Magdalena Peñasco en el estado de Oaxaca, se analizaron indicadores ambientales en fuentes secundarias, así como también se realizó un perfil preliminar de la comunidad. Se desarrolló un estudio prospectivo utilizando los métodos Análisis Estructural y Análisis de Actores. Se consultaron expertos en materia ambiental de los sectores: Gobierno, Educación, Asociaciones de la Sociedad Civil, sector Privado y Técnicos especializados y se obtuvieron las variables estratégicas del sistema, así como también las alianzas más factibles entre actores. A partir de las variables estratégicas se desarrollaron marcos de referencia e indicadores ambientales y sociales enfocados en el fortalecimiento de las capacidades locales de los habitantes de la comunidad. Se aplicó el método Análisis Multicriterio y se desarrollaron funciones de utilidad con la finalidad de priorizar y determinar las variables que conformarían el Modelo de indicadores propuesto. Se desarrollaron posibles alianzas estratégicas que promueven la sostenibilidad de la comunidad para futuros proyectos de mejora en el manejo del ambiente y recursos naturales. Se llevaron a cabo acciones innovadoras en el Análisis Prospectivo ya que se incluyó la opinión de expertos en materia ambiental, así como también en el Análisis Multicriterio al modelar "--Resumen hoja 6.
