Book excerpt: In the past, foreign shocks arrived to national economies mainly through trade channels, and transmissions of such shocks took time to come into effect. However, after capital globalization, shocks spread to markets almost immediately. Despite the increasing macroeconomic dangers that the situation generated at emerging markets in the South, nobody at the North was ready to acknowledge the pro-cyclicality of the financial system and the inner weakness of “decontrolled” financial innovations because they were enjoying from the “great moderation.” Monetary policy was primarily centered on price stability objectives, without considering the mounting credit and asset price booms being generated by market liquidity and the problems generated by this glut. Mainstream economists, in turn, were not majorly attracted in integrating financial factors in their models. External pressures on emerging market economies (EMEs) were not eliminated after 2008, but even increased as international capital flows augmented in relevance thereafter. Initially economic authorities accurately responded to the challenge, but unconventional monetary policies in the US began to create important spillovers in EMEs. Furthermore, in contrast to a previous surge in liquidity, funds were now transmitted to EMEs throughout the bond market. The perspective of an increase in US interest rates by the FED is generating a reversal of expectations and a sudden flight to quality. Emerging countries’ currencies began to experience higher volatility levels, and depreciation movements against a newly strong US dollar are also increasingly observed. Consequently, there are increasing doubts that the “unexpected” favorable outcome observed in most EMEs at the aftermath of the Global Financial Crisis (GFC) would remain.

Book excerpt: David Sowell traces the history of artisan labor organizations in Bogotá and examines long-term political activity of Colombian artisans in the century after independence. Relying on contemporary newspapers, political handouts, broadsides, and public petitions, Sowell analyzes the economic, social, and political history of the capital's artisan class, a middling social sector with very significant social and political strengths. This is the first study in English of nineteenth-century Latin American artisans and one of the few treatments that spans the whole of nineteenth-century Colombian history.The rise and late decline of artisan class political activity coincided the Colombia's integration into the world market. Initially petitioning for tariff protection, Bogotá's craftsmen in time mobilized to address numerous issues, including industrial education, internal trade order, credit, and better health and educational facilities. Sowell traces the transformation of Colombia's economy and the (mainly negative) effects its evolution had on bogotano artisans. By the end of the nineteenth century, the artisans class was fragmented, their labor leadership replaced by workers associated with industrial production, transportation systems, and the production of coffee. After long spells of dictatorships and civil wars, violence in the region was supposed to be under control yet crime rates have continued to skyrocket and citizens remain fearful. This analytical puzzle has troubled researchers and to date there is no publication which explores this problem. Based on a wealth of cutting edge qualitative and quantitative research, Lucía Dammert proposes a unique theoretical perspective which includes a sociological, criminological and political analysis to understand fear of crime. She describes its linkages to issues such as urban segregation, social attitudes, institutional trust, public policies and authoritarian discourses in Chile’s recent past. Looking beyond Chile, Dammert also includes a regional comparative perspective allowing readers to understand the complex elements underpinning this situation. Such seasonal movements have formed an important aspect of many European farming systems for several thousand years, although they have declined markedly since the nineteenth century. Ethnographers and geographers have long been involved in recording transhumant practices, and in the last two decades archaeologists have started to add a new material dimension to the subject. This volume brings together recent advances in the study of European transhumance during historical times, from Sweden to Spain, Romania to Ireland, and beyond that even Newfoundland. While the focus is on the archaeology of seasonal sites used by shepherds and cowherds, the contributions exhibit a high degree of interdisciplinarity. Documentary, cartographic, ethnographic and palaeoecological evidence all play a part in the examination of seasonal movement and settlement in medieval and post-medieval landscapes. Notwithstanding the obvious diversity across Europe in terms of livestock, distances travelled and socio-economic context, an extended introduction to the volume shows that cross-cutting themes are now emerging, including mobility, gendered herding, collective land-use, the agency of non-elite people and competition for grazing and markets. The book will appeal not only to archaeologists, but to historians, geographers, ethnographers, palaeoecologists and anyone interested in rural lifeways across Europe.

Book excerpt: On a mountainside in sunny Tuscany, in October 1989, 96 people from 23 countries on five continents gathered to learn and teach about the problems of managing contemporary science. The diversity of economic and political systems represented in the group was matched by our occupations, which stretched from science policy practitioners, through research scientists and engineers, through academic observers of science and science policy. It was this diversity, along with the opportunities for infonnal discussion provided by long meals and remote location, that made the conference a special learning experience. Except at lecture time, it was impossible to distinguish the "students" at this event from the "teachers," and even the most senior members of the teaching staff went away with a sense that they had learned more from this group than from many a standard conference on science policy they had attended. The flavor of the conference experience cannot be captured adequately in a proceedings volume, and so we have not tried to create a historical record in this book. Instead, we have attempted to illustrate the core problems the panicipants at the conference shared, discussed, and debated, using both lectures delivered by the fonnal teaching staff and summaries of panel discussions, which extended to other panicipants and therefore increased the range of experiences reponed.
