Por ello, la igualdad de derechos y de oportunidades son principios para la toma de decisiones sobre políticas sociales, donde se ha apostado principalmente a su universalismo como garante de una redistribución justa. Sin embargo, los puntos de partida históricos y emergentes de diferentes familias, territorios y grupos poblacionales no han sido nunca homogéneos, lo que ha obstaculizado, a pesar de la voluntad política, el balanceado aprovechamiento de los contextos de oportunidades. De ahí la necesidad del enfoque de equidad como estrategia metodológica y epistemológica para diagnosticar, diseñar, darle seguimiento y evaluar acciones de desarrollo en los proyectos comunitarios.

It questions whether these regions are merely a strategy of neo-liberal adjustment to changing political and economic conditions, or whether they are indicative of true reform, greater citizen participation and empowerment. It assesses whether these regions are really representing something new or whether they are a reconfiguration of traditional power relationships. It provides a timely critical analysis of 'region-building' and the extent to which national processes of decentralization and sub-national processes of regionalism can enhance the effectiveness and responsiveness of governance.

The first, the ‘emancipatory perspective’, frames urban informality as a practice that fosters autonomy, entrepreneurship and social mobility. The other perspective, more critical, sees informality predominantly as a result of political exclusion, inequality, and poverty. Do we see urban informality as a fertile breeding ground for bottom-up democracy and more political participation? Or is urban informality indeed merely the result of a democratic deficit caused by governing autocratic elites and ineffective bureaucracies? It investigates how processes of urbanization are politicized in countries in the Global South and in transition economies. Looking concurrently at economic and gender policy, Bedford connects reform of markets to reform of masculinities, loan agreements for export promotion to pamphlets for indigenous adolescents advising daily genital bathing, and attempts to strengthen institutions after the Washington Consensus to efforts to promote loving couplehood in response to economic crisis. In doing so, she reveals the shifting relationships between development and sexuality and the ways in which gender policy impacts debates about the future of neoliberalism. Providing a multilayered account of how gender-aware policies are conceived and implemented by the World Bank, Developing Partnerships demonstrates as well how institutional practices shape development.
