Book excerpt: Masters Theses in the Pure and Applied Sciences was first conceived, published, and disseminated by the Center for Information and Numerical Data Analysis and Synthesis (CINDAS) * at Purdue University in 1957, starting its coverage of theses with the academic year 1955. Beginning with Volume 13, the printing and dissemination phases of the activity were transferred to University Microfilms/Xerox of Ann Arbor, Michigan, with the thought that such an arrangement would be more beneficial to the academic and general scientific and technical community. After five years of this joint undertaking we had concluded that it was in the interest of all con cerned if the printing and distribution of the volumes were handled by an interna tional publishing house to assure improved service and broader dissemination. Hence, starting with Volume 18, Masters Theses in the Pure and Applied Sciences has been disseminated on a worldwide basis by Plenum Publishing Cor poration of New York, and in the same year the coverage was broadened to include Canadian universities. All back issues can also be ordered from Plenum. We have reported in Volume 34 (thesis year 1989) a total of 13,377 theses titles from 26 Canadian and 184 United States universities. We are sure that this broader base for these titles reported will greatly enhance the value of this important annual reference work. While Volume 34 reports theses submitted in 1989, on occasion, certain univer sities do report theses submitted in previous years but not reported at the time.

Book excerpt: Food sovereignty is an emerging discourse of empowerment and autonomy in the food system with the development of associated practices in rural and some urban spaces. While literature on food sovereignty has proliferated since the first usage of the term in 1996 at the Rome Food Summit, most has been descriptive rather than explanatory in nature, and often confuses food sovereignty with other movements and objectives such as alternative food networks, food justice, or food self-sufficiency. This book is a collection of empirically rich and theoretically engaged papers across a broad geographical spectrum reflecting on what constitutes the politics and practices of food sovereignty. They contribute to a theoretical gap in the food sovereignty literature as well as a relative shortage of empirical work on food sovereignty in the global "North", much previous work having focussed on Latin America. Specific case studies are included from Canada, Norway, Switzerland, southern Europe, UK and USA, as well as Africa, India and Ecuador. The book presents new research on the emergence of food sovereignties. It offers a wide variety of empirical examples and a theoretically engaged framework for explaining the aims of actors and organizations working toward autonomy and democracy in the food system.

This document, prepared by the staff of the Joint Committee on Taxation in consultation with the staffs of the House Committee on Ways and Means and the Senate Committee on Finance, provides an explanation of tax legislation enacted in the 108th Congress. The explanation follows the chronological order of the tax legislation as signed into law. For each provision, the document includes a description of present law, explanation of the provision, and effective date. Present law describes the law in effect immediately prior to enactment. It does not reflect changes to the law made by the provision or subsequent to the enactment of the provision. For many provisions, the reasons for change are also included. In some instances, provisions included in legislation enacted in the 108th Congress were not reported out of committee before enactment. For example, in some cases, the provisions enacted were included in bills that went directly to the House and Senate floors. As a result, the legislative history of such provisions does not include the reasons for change normally included in a committee report. In the case of such provisions, no reasons for change are included with the explanation of the provision in this document. In some cases, there is no legislative history for enacted provisions. For such provisions, this document includes a description of present law, explanation of the provision, and effective date, as prepared by the staff of the Joint Committee on Taxation. In some cases, contemporaneous technical explanations of certain bills were prepared and published by the staff of the Joint Committee. In many countries, poverty has a clear geographic dimension, since the poor are often concentrated in pockets of poverty. Therefore, the design of poverty alleviation policies must also have a signficant spatial component." Although development projects are carefully designed and meticulously evaluated for cost effectiveness and benefits, too many of them are not sufficiently targeted geographically. The growing availability and use of spatial data, organized in a computer system such as a geographical information system (GIS), makes it more feasible to analyze the impact of projects in specific locales and to achieve more effective targeting. 'Geographical Targeting for Poverty Alleviation' introduces the basic concepts of a GIS. It also demonstrates how to organize geographic and nongeographic data. In addition, it presents different methods for using the data of the Household Income and Expenditure Survey, together with other surveys and the population census, to provide estimates for the standard of living and the incidence of poverty incidence in different geographical areas of a country. Ultimately, these estimates should be used to establish guidelines for targeting poverty alleviation projects. This publication illustrates different GIS applications for identifying the project's target population, determining the project's spatial 'sphere of influence' or deciding where to locate public facilities. This publication is of interest to task managers, economists, development researchers, and geographers.
