Agencies such as the National Science Foun 2 dation, National Oceanic and Atmospheric Administration, and the U.S. Department of Energy (DOE) cooperatively spent about $100 million from FY 1978 through FY 1984 directly on the study of CO • The DOE, as the 2 lead government agency for coordinating the government' s research ef forts, has been responsible for about 60% of these research efforts. William James succinctly defined our purpose when he stated science must be based upon " ... irreducible and stubborn facts." Scientific knowledge can and will reduce the present significant uncertainty sur rounding our understanding of the causes, effects, and potential impacts of increasing atmospheric CO2• We have come far during the past seven years in resolving some underlyinig doubts and in narrowing the ranges of disagreement. Basic concepts have become less murky. Yet, much more must be accomplished; more irreducible and stubborn facts are needed to reduce the uncertainties so that we can improve our knowledge base. Uncertainty can never be reduced to zero. However, with a much improved knowledge base, we will be able to learn, under stand, and be in a position to make decisions.

Initially it provided food and security, later forming important locations for industrial and commercial development. Now the emphasis has shifted towards leisure and conservation, although the former functions remain crucial. However, it is only very recently that people have started viewing the coast as a common and valuable resource that requires rational utilisation and scientific management in order to sustain its attractiveness. Of course, enlightened management comes only through understanding of the complicated coastal regions, which enables coastal managers to balance pressures from different sectors and to minimize risks. Scientific knowledge will continue to be the most important basis for resolving the conflicts between coastal users and interest groups such as developers and ecologists. Coastal management has also shifted from traditional restorative or remedial actions towards planned avoidance of other conflicts. Despite rapid advancement in coastal sciences over recent decades, most of the major coastal issues have remained outstanding in the agenda. Control of shoreline erosion and protecting sea level rise continue to be crucial problems facing coastal scientists. Destructive coastal storms still cause tremendous damage, particularly in low altitudes. Wetland and estuary reclamation have led to the loss of the most valuable estuary wetlands which are required to sustain biological productivity and biodiversity. This volume includes papers on marine and coastal pollution, eutrophication, aquaculture, conservation and utilization, coastal wetlands, and coastal zone management.

It also focuses on basic psychological and social responses to isolation and confinement. Studies whose primary purpose is to explore the effects of selection, training, and environmental design on human behavior and mission outcomes are discussed.

The conference was devoted to the subject of "Global Atmospheric-Biospheric Chemistry" and was a landmark event in this area. It provided the first comprehensive report of progress under IGAC toward improving our understanding of the chemical and biological processes that determine the changing composition of the earth's atmosphere. This work is an essential component of the comprehensive International Geosphere Biosphere Program (lGBP) devoted to measuring and understanding global changes in the past and present, and predicting the future evolution of our planet. I want to devote this brief foreword to thanking several people who worked especially hard to make the conference a success and who helped to produce this volume as a record of the event. Paul Crutzen, Amram Golombek, Pamela Matson and Henning Rodhe did sterling service on the conference organizing committee. Special thanks go to Amram Golombek and Dr. Cohen, the Director of IIBR, who hosted the event in Israel. Brian Harvey describes the origins of the Japanese space program, from rocket designs based on WW II German U-boats to tiny solid fuel 'pencil' rockets, which led to the launch of the first Japanese satellite in 1970. The next two chapters relate how Japan expanded its space program, developing small satellites into astronomical observatories and sending missions to the Moon, Mars, comet Halley, and asteroids. Chapter 4 describes how India's Vikram Sarabhai developed a sounding rocket program in the 1960s. The following chapter describes the expansion of the Indian space program. Chapter 6 relates how the Indian space program is looking ahead to the success of the moon probe Chandrayan, due to launch in 2008, and its first manned launching in 2014. Chapters 7, 8, and 9 demonstrate how, in Iran, communications and remote sensing drive space technology. Chapter 10 outlines Brazil's road to space, begun in the mid-1960's with the launch of the Sonda sounding rockets. The following two chapters describe Brazil's satellites and space launch systems and plans for the future. Chapters 13 and 14 study Israel's space industry. The next chapters look at the burgeoning space programs of North and South Korea. The book ends by contrasting and comparing all the space programs and speculating how they may evolve in the future. An appendix lists all launches and launch attempts to date of the emerging space powers.

Book excerpt: George Nathaniel Curzon (1859-1925) was a British politician, traveler, and writer who served as viceroy of India from 1899 to 1905 and foreign secretary from 1919 to 1924. As a young man he traveled extensively and wrote several travel books, or books that drew extensively on his travels, including Russia in Central Asia (1889), Persia and the Persian Question (1892), and Problems of the Far East (1894). Tales of Travel (1923), presented here, is one of his last books. It consists of previously unpublished memoirs and essays based on journeys taken earlier in Curzon's life. The book reflects the range of Curzon's travels, his curiosity and powers of observation, and his literary talent. One essay, "The Great Waterfalls of the World," describes and compares waterfalls in North America, South America, Africa, India, and New Zealand. Another, "The Singing Sands," deals with the strange singing or rumbling sounds said to be heard in deserts, and discusses this phenomenon as it manifests itself in the deserts of Central Asia, Afghanistan, Persia, the Sinai, Arabia, North Africa, and the Americas. Another piece is about sumo wrestling in Japan. One of the most noteworthy essays in the book, "The Amir of Afghanistan," is an account of Curzon's meetings in 1894-95 with 'Abd al-Rahman Khan (circa 1844-1901), ruler of Afghanistan. Curzon characterizes the amir as brilliant and effective, but also cruel and merciless. "He welded the Afghan tribes into a unity which they had never previously enjoyed, and he paved the way for the complete independence which his successors achieved. He and he alone was the Government of Afghanistan." The book is illustrated, and contains a large fold-out facsimile of a map of Afghanistan prepared and circulated by 'Abd al-Rahman Khan.

The proceedings from this meeting were published as Monograph 58 of the Journal of the National Cancel' Institute in 1981. The second meeting in this series, the Second International Conference on N-Substituted Aryl Compounds, was held in March/April of 1982 in Hot Springs, Arkansas. The National Cancer Institute and The National Center for Toxicological Research were the primary sponsors of this meeting. The proceedings were published as Volume 49 of the journal En-vil'onmental Health Perspectives in 1983. The third meeting in this series was held in April of 1987 at the Dearborn Hyatt in Dearborn, Michigan. The principal sponsor of this meeting was the Heyer L. Pre ntis Comprehensive Cancer Center of Metropolitan Detroit. The proceedings, Carcinogenic and Mutagenic Responses to Aromatic Amines and Nitroal'enes, were published in 1987 by Elsevier Press. The fourth meeting was held in Cleveland, Ohio, on July 15-19, 1989.
