Book excerpt: The House Report noted that according to the environmental impact statement for the proposed homeporting of additional ships at Naval Station, Mayport, Florida, homeporting of a nuclear-powered aircraft carrier would result in temporary surges of maintenance employees associated with the 3-year depot-level maintenance cycle for the aircraft carrier. To examine these issues, the House report directed GAO to provide an assessment of the readiness and cost impacts of the aircraft carrier homeporting and maintenance at Mayport on the Navy's traveling workforce. In response, our objectives were to determine the extent to which (1) the Navy has identified potential workforce-related costs associated with the planned move and used cost-estimating best practices to do so and (2) the readiness of the traveling workforce may be affected by having an aircraft carrier homeported in Mayport, and any mitigation measures the Navy has planned and implemented to address any potential impact. The related GAO products section at the end of the report identifies our other recent efforts examining issues related to the proposed homeporting of an aircraft carrier at Mayport.

Subsequently, the Navy made a preliminary decision to homeport a nuclear-powered aircraft carrier at Naval Station Mayport, Florida, which was affirmed by the 2010 Quadrennial Defense Review. In House Report 111-491, accompanying a proposed bill for the Fiscal Year 2011 National Defense Authorization Act (H.R. 5136), GAO was directed to develop an independent estimate of the total federal costs for the proposed homeporting. GAO's objectives were to (1) develop an independent estimate of the full life-cycle costs to homeport a nuclear aircraft carrier at Mayport and (2) determine to what extent the Navy's estimate meets the characteristics of a high-quality cost estimate. To do this, GAO worked with a firm experienced in preparing life-cycle cost estimates for major federal acquisitions and compared the Navy's cost estimating practices with the best practices in GAO's Cost Estimating and Assessment Guide. GAO recommends DOD take several actions to improve the quality of its Mayport cost estimate.

However, the condition of their dry docks and facilities is poor, and their equipment is generally past its useful life. Further, the Navy reports that without improvements to shipyard infrastructure, it will be unable to support almost a third of the planned maintenance periods for aircraft carriers and submarines through 2040, hindering fleet readiness. In 2018, the Navy estimated it would require $21 billion and 20 years to implement the SIOP; however, the projected costs and scope of the effort have grown. This report evaluates the extent to which the Navy (1) has developed a full cost and schedule estimate for the SIOP, (2) used cost and schedule estimating best practices for the Portsmouth Naval Shipyard dry dock project, and (3) planned funding for the Portsmouth and Pearl Harbor Naval Shipyards dry dock projects that align with cost estimates. GAO is making three recommendations, including that for all key SIOP projects, the Navy update its risk analyses associated with its cost estimates throughout the design process and improve its use of best practices for schedule estimates.

These challenges affect every account, including those associated with surface ship maintenance and operations. At the same time, there has been widespread concern that surface ship materiel readiness is declining due to a high pace of operations and a sense that there have been many instances of deferred maintenance. The need to balance fiscal reality and a continued need for ready ships is likely to be an ongoing challenge. At the request of the Assessment Division of the Office of the Chief of Naval Operations, this report: (1) determines the impact on long-term fleet readiness, Operational Availability (Ao), and Expected Service Life (ESL) caused by near-term reductions in Operations and Maintenance (O&M) accounts; (2) recommends potential strategies to minimize negative impacts to Ao and ESL and maintain the largest, most capable fleet possible; (3) develops a maintenance requirement concept, per ship class, that supports ESL, but allows for some risk within the maintenance strategy; and (4) defines the risks to Ao and ESL resulting from the new requirement. The methodology could be applicable to multiple ship classes.
