Download or read book Office of Accountability Whistleblower Protection written by United States. Department of Veterans Affairs. Office of Inspector General and published by . This book was released on 2019 with total page 91 pages. Available in PDF, EPUB and Kindle. Book excerpt: The VA Office of Accountability and Whistleblower Protection (OAWP) was established in 2017 to improve VA’s ability to hold employees accountable and enhance protections for whistleblowers.1 This goal was to be accomplished, in part, by expanding VA’s ability to hold senior executives accountable for specified misconduct; preventing retaliation against whistleblowers and initiating action against supervisors who retaliate; and addressing senior executives’ poor performance. The OIG’s review focused on answering the following questions that emerged from these complaints and allegations: 1. Whether the OAWP was exercising its authority in accordance with the Department of Veterans Affairs Accountability and Whistleblower Protection Act of 2017 and other applicable laws 2. Whether the OAWP conducted adequate, thorough, and procedurally fair investigations of matters it investigated 3. Whether VA employees were held accountable by making appropriate use of the authorities provided in the Act 4. Whether the OAWP was adequately protecting whistleblowers from retaliation as required by the Act and other applicable laws 5. Whether VA complied with other requirements of the Act, including making timely and accurate reports to Congress.

Book Unorthodox Lawmaking

Download or read book Unorthodox Lawmaking written by Barbara Sinclair and published by CQ Press. This book was released on 2016-06-22 with total page 330 pages. Available in PDF, EPUB and Kindle. Book excerpt: Most major measures wind their way through the contemporary Congress in what Barbara Sinclair has dubbed “unorthodox lawmaking.” In this much-anticipated Fifth Edition of Unorthodox Lawmaking, Sinclair explores the full range of special procedures and processes that make up Congress’s work, as well as the reasons these unconventional routes evolved. The author introduces students to the intricacies of Congress and provides the tools to assess the relative successes and limitations of the institution. This dramatically updated revision incorporates a wealth of new cases and examples to illustrate the changes occurring in congressional process. Two entirely new case study chapters—on the 2013 government shutdown and the 2015 reauthorization of the Patriot Act—highlight Sinclair’s fresh analysis and the book is now introduced by a new foreword from noted scholar and teacher, Bruce I. Oppenheimer, reflecting on this book and Barbara Sinclair’s significant mark on the study of Congress.

Book excerpt: 'BROKEN PROMISES' chronicles the author's whistleblower crusade to expose the callous and dispassionate leadership of the Department of Veterans Affairs (VA) whose unethical clinical performance policies sacrificed and diminished quality mental health care and counselor welfare for the sake of numbers in the VA VET Center Program. It also describes the toxic, malicious and deceptive whistleblower retaliation tactics inflicted on him by VA officials designed to silence him from 'speaking truth to power,' and reveals the horrific impact these retributions had on himself, family members, clients and counselors. Despite these unjust and abusive reprisals, 'BROKEN PROMISES' further explains how the author marched steadfastly on while being compelled and determined to reveal and correct the heartless misconduct, neglect and maltreatment perpetrated by VA management. It, too, details how his incredible campaign led to a federal Government Accountability Office (GAO) investigation that substantiated his allegations, which resulted in legislation being passed and signed into law by the U.S. Congress that ensures VA leadership is accountable for protecting the quality of care for our veterans and their families, as well as safeguard the well-being and morale of counselors who provide services to them at over 300 VET Centers nationwide. Additionally, 'BROKEN PROMISES' depicts the media coverage of the author's unwavering battle to rectify jeopardized mental health care and endangered counselor welfare within the VA VET Center Program, which was featured on NBC and NPR, to include the Military Times, other publications and local news broadcasts. It also portrays the author, Ted Blickwedel, who is a retired Marine, combat veteran and former VA VET Center Counselor, as a man of courage, integrity and tireless resolve who epitomizes all that is great in our American heroes.

Book Congress and U S Veterans

Download or read book Congress and U S Veterans written by Lindsey Cormack and published by Bloomsbury Publishing USA. This book was released on 2018-09-07 with total page 372 pages. Available in PDF, EPUB and Kindle. Book excerpt: Providing a compelling look at veterans' policy, this book describes why the Republican party is considered the party for veterans despite the fact that Congressional Democrats are responsible for a greater number of policy initiatives. The United States is home to 21 million veterans, and Veterans' Affairs is the second-largest federal department, with a budget exceeding $119 billion. Many veterans, however, remain under-served. Republicans are seen as veterans' champions, and they send the majority of Congressional constituent communications on veterans' issues, yet they are lead sponsors on only 37 percent of bills considered by the Senate Veterans' Affairs Committee. What accounts for this discrepancy? Drawing on thousands of e-newsletters sent from Congress to constituents, Congress and U.S. Veterans: From the GI Bill to the VA Crisis argues that the distribution of veterans across districts and the Republican Party is based on government spending, which pulls Republican legislators in opposite directions. This eye-opening book offers a history of veterans' programs, highlights legislative leaders and the most pressing policy areas for reform, identifies the issues most often discussed by members of Congress from each party, points out which Congresspeople have acted on veterans' issues and which have not, and offers an analysis of veteran population distribution and legislative policy preferences.

Book Congress and the Nation 2017 2020 Volume XV

Download or read book Congress and the Nation 2017 2020 Volume XV written by David Hosansky and published by CQ Press. This book was released on 2023-08-25 with total page 841 pages. Available in PDF, EPUB and Kindle. Book excerpt: Chronicling the polarized partisan environment during the President Donald Trump’s term, Congress and the Nation 2017-2020, Vol. XV will be the most authoritative reference on congressional lawmaking and trends during the 115th and 116th Congresses. Congress and the Nation is a unique reference product, rivaled only by the annual editions of the CQ Almanac in its coverage of the legislative and policymaking activities of the U.S. national legislature. After its original publication in the mid-1960s in a one-volume work covering 20 years (1945-1965) of lawmaking, the succeeding editions (vols. II – XIII) have been focused on 4 years of lawmaking activity under succeeding presidential administrations. Each new quadrennial edition is organized into 14 policy-centered chapters (economy, homeland security [since vol. XI], foreign policy, defense policy, energy and environment, health, etc.) and two chapters that cover matters internal to Congress and the presidential administration. The policy chapters cover the major legislative activities in the two numbered congresses convened during the four year period. The result is a narrative and analytical account of the lawmaking by the U.S. Congress that provides students, scholars and journalists with a digestible and accurate retrospective accounts difficult to find or reconstruct from news media, as well as longer term historical perspective of congressional lawmaking. This is a landmark series for CQ Press that has proven its value among librarians for decades
