Book excerpt: The Project on Monitoring Defense Reorganization was initiated in 1987 to bring the collective experience of individuals who have served at the highest levels of the Department of Defense, both military and civilian, in defense industries and scientific establishment, and on relevant committees of the U.S. Congress, to bear on the complicated issues of defense management. The mandate was narrow: to assess the degree to which the requirement of the 1986 Goldwater-Nichols Defense Commission were being implemented, to evaluate the consequences of the steps that had been taken to date, and to determine if further measures to implement these two reform effortsóor additional kinds of reformsówere desirable. The general conclusion is the Department of Defense, in many areas, has made considerable progress toward implementing these changes. In force planning, programming and budgeting, and in the planning and conduct of military operation, there has been cautious movement toward effective implementation of the Goldwater-Nichols legislation and the recommendations of the Packard Commission. Reform of the weapon acquisition process has come much more slowly. In one key areaóthe participation of Congress in defense management and decision makingóthere has been very little change. This project was a joint effort of the Foreign Policy Institute of The Johns Hopkins University and the Center for Strategic and International Studies.

Book excerpt: The Goldwater-Nichols Department of Defense Reorganization Act, enacted on October 1, 1986, contains sweeping changes throughout the Department of Defense. The purpose of this study is to analyze a portion of this act and assess its impact upon the U.S. Army. Specifically, this study analyzes the impact upon officer management and development within the U.S. Army as a result of the creation of the joint specialty occupational category. Creation of the joint specialty as a means of improving the proficiency of the Joint Staff and the ability of our armed services to conduct joint operations appears at first glance to be rather easy and a routine personnel action. However, the creation of the joint specialty is having and will continue to have, a significant impact upon the management and development of the Army officer Corps. This study considers military education as a vital part of officer management and development. This research study includes the current opinions of leaders in Army personnel management and leaders in educational development as well as reference to written material. Additionally, it should be recognized that the results of this study will be a snapshot at the time of this study. Many actions are underway on the Army Staff and within Army service schools to implement the intent of the recent legislation.

Book excerpt: The Department of Defense Reorganization Act of 1986 is having far- reaching and profound effects on every aspect of the nation'a defense establishment. This study addresses the question: what are the implications in the Act for the U.S. Army Reserve? A glib answer is, none. A closer look, however, reveals at least two areas for consideration. First, the study will examine the relationship of Army Reserve forces to the combatant commands. The Act requires that all forces, less designated exceptions, will be assigned to the unified and specified commands. Is U.S. FORSCOM's command and control of most of the Army Reserve force structure the best way to satisfy the statutory prescription? Second, the study will examine the imperatives of 'jointness' for Army Reserve officers. To what extent should reserve officers be prepared to serve in the joint arena? Are joint assignments feasible for reserve officers? The underlying theme of the study is that the Army and Army Reserve should engage these and related issues in the interest of total force integration and warfighting readiness.

A review of the roles and functions of the members of the Joint Chiefs of Staff (JCS) will set the stage for the dilemma of the Service Chiefs/JCS. They are duel-hatted in their respective responsibilities. They have the inherent requirement to effectively provide the best military advice to the President, National Security Council, and Secretary of Defense as members of the JCS, while being responsible for the diverging responsibilities as the head of their service. This Strategy Research Project will discuss two major problems the Service Chiefs/JCS face in meeting their varied responsibilities: Parochialism" and "Time". During the discussion, the paper will review the challenges the Service Chiefs maintain in their duel-hatted responsibilities, and it will discuss the element of time they have to effectively accomplish their duties. From this critical analysis, a recommendation will be provided to change the current structure of the JCS to a National Military Advisory Council (NMAC). This recommendation will allow the Service Chiefs to focus on their service responsibilities and allow the NMAC to focus on the current JCS responsibilities. This recommendation will improve the military advice to the President, National Security Council, and Secretary of Defense.

It looks at the events and trends that lead to passage of the Goldwater-Nichols Department of Defense Reorganization Act of 1986 and the provisions concerning joint officer management contained therein. Also included is a review of the implementing guidance issued by the Secretary of Defense, the Chairman of the Joint Chiefs of Staff, and the Chief of Naval Operations. The final chapter summarizes progress to date in implementing the law and the competition for billets resulting. The conclusion must be that women need fear no negative impact from the law. Rather the concern should be whether the conservatism of the Navy's leadership which has needed specific guidance from Congress in the past to more fully integrate women into the personnel structure will result in inequitable implementation of the law. It is important that both external and internal pressure continue to be applied to ensure that the essential woman-power is retained and utilized.
