Book excerpt: The 1986 report by the President's Blue Ribbon Commission on Defense Management (commonly known as the Packard Commission) made many recommendations to improve the management and organization of the Department of Defense (DOD). In February 1989, the President directed the Secretary of Defense to develop a plan to fully implement the Commission's recommendations, as well as to substantially improve defense management overall. In July 1989, the President approved and the Secretary issued the Defense Management Report (DMR) which outlined actions needed to improve DOD management. In January 1990, DOD issued a status report on DMR implementation that contained specific management improvement initiatives intended to (1) save an estimated $39 billion in program costs and (2) eliminate an estimated 42,900 civilian and military positions over fiscal year 1991-95. DOD's implementation of several of the DMR savings initiatives have been evaluated. Specific objectives were to (1) determine the status of those initiatives, (2) evaluate the savings estimated to result from implementing some major (high dollar) initiatives, and (3) determine whether the services have reduced the number of acquisition personnel since the Packard Commission's 1986 recommendation.

Book excerpt: The Project on Monitoring Defense Reorganization was initiated in 1987 to bring the collective experience of individuals who have served at the highest levels of the Department of Defense, both military and civilian, in defense industries and scientific establishment, and on relevant committees of the U.S. Congress, to bear on the complicated issues of defense management. The mandate was narrow: to assess the degree to which the requirement of the 1986 Goldwater-Nichols Defense Commission were being implemented, to evaluate the consequences of the steps that had been taken to date, and to determine if further measures to implement these two reform effortsóor additional kinds of reformsówere desirable. The general conclusion is the Department of Defense, in many areas, has made considerable progress toward implementing these changes. In force planning, programming and budgeting, and in the planning and conduct of military operation, there has been cautious movement toward effective implementation of the Goldwater-Nichols legislation and the recommendations of the Packard Commission. Reform of the weapon acquisition process has come much more slowly. In one key areaóthe participation of Congress in defense management and decision makingóthere has been very little change. This project was a joint effort of the Foreign Policy Institute of The Johns Hopkins University and the Center for Strategic and International Studies.

Book excerpt: Department of Defense (DOD) efforts to acquire goods and services are often complex and controversial. These efforts are referred to as defense acquisitions. The structure DOD utilizes to plan, execute, and oversee those activities is an intricate and multi-variate system of systems composed of the requirements, resource allocation, and acquisition systems. This system of systems has evolved over time, its foundation being the report published by the Packard Commission in 1986, many of whose recommendations became part of the Goldwater-Nichols Department of Defense Reorganization Act of 1986. This evolution continued, as the requirements system changed from a threat-based to a capabilities-based system; the resource allocation system added execution reviews and concurrent program/budget reviews; and the acquisition system became a flexible, tailored process. The complexity of this system of systems combined with the magnitude of personnel, activities and funding involved in its operation can result in problems, including inefficient operations, fraud/waste/abuse, and inadequate implementation or enforcement of the laws and regulations that govern it. Both DOD and Congress have worked to address these types of problems and accompanying issues over the years. Over the last decade, this idea had grown out of the Packard Commission 's blue-ribbon study (begun in 1985) that looked at ways to operate the Department of Defense (DOD) in a more efficient and economical manner. David Packard, a former undersecretary of defense, headed a high-level team of investigators that focused on four core areas that were candidates for change: national security planning and budgeting, military organization and command, acquisition organization and procedures, and government-industry accountability. Packard 's final report, A Quest for Excellence (released in June 1986), proposed sweeping reforms, including substantial personnel reductions, to improve efficiency and save money in DOD. President Ronald Reagan directed implementation of the Packard Commission 's recommendations in National Security Decision Directive (NSDD) 219, issued on 1 April 1986. The model acquisition-reform plan called for the establishment of "strong centralized policies through highly decentralized management structures."
