Book Military housing privatization off to a slow start and continued management attention needed report to the Secretary of Defense

Download or read book Military housing privatization off to a slow start and continued management attention needed report to the Secretary of Defense written by and published by DIANE Publishing. This book was released on 1998 with total page 61 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense (DOD) spends about $8 billion annually to provide housing for military members and their families either by paying cash allowances for members to live in private sector housing or by assigning members to military-owned or -leased quarters. Over the past several years, DOD has expressed concern over the poor quality of the military housing inventory and the need for renovations and improvements to bring the housing up to contemporary standards. To improve housing faster and more economically than could be achieved if only traditional military construction appropriations were used, the Congress approved DOD's request for a new initiative, known as the Military Housing Privatization initiative, that allows and encourages private sector financing, ownership, operation, and maintenance of military housing. Under the initiative, DOD can provide direct loans, loan guarantees, and other incentives to encourage private developers to construct and operate housing either on or off military installations. Because it represents a new approach to improving military housing, GAO reviewed the implementation of the new initiative to (1) measure progress to date, (2) assess issues associated with privatizing military housing, and (3) determine whether the new initiative is being integrated with other elements of DOD's housing program.

Book excerpt: DoD estimates that about 200,000 military family housing (MFH) units are old, lack modern amenities, & require renovation or replacement. To improve MFH more economically & faster, Congress authorized a 5-year pilot program, termed the Military Housing Privatization Initiative (MHPI), to allow private sector financing, ownership, operation, & maintenance of military housing. This report reviews the implementation of the MHPI to determine the status of current & planned MFH privatization projects, examine the accuracy of life-cycle cost analyses for proposed projects, & asses progress toward integrating the initiative with other MFH programs. Book excerpt: Renovating or replacing 168,000 inadequate military family housing units using traditional military construction methods would take over 20 years and cost about $16 billion. In 1996, to improve housing faster and more economically, Congress authorized the Military Housing Privatization Initiative to allow private-sector financing, ownership, operation, and maintenance of military housing. At the request of the Subcommittee on Military Construction, House Committee on Appropriations, GAO examined the reliability of military housing needs assessments, as well as achievement of privatization financial goals and government protections in contract provisions.

Book excerpt: Pursuant to a congressional request, GAO reviewed the Department of Defense's (DOD) methodology for determining whether build-to-lease and rental-guarantee housing projects are cost-effective when compared to traditional military housing, where the government builds and owns the housing project. GAO also determined the status of the 801 project, where the government leases a project from a private developer, and the 802 project, where the government guarantees up to 97-percent occupancy of privately owned rental housing. GAO found that: (1) the services have complied with the laws authorizing 801 and 802 projects; (2) it could not compare the quality of 801 and 802 housing projects with those built under traditional military construction due to the stage of the projects at the time of its review, the lack of comparable housing units, and the subjective nature of quality determinations; (3) DOD officials believe that the quality of 801 units would be equal to that of traditional military construction; however, 802 units would be adequate but not as good as 801 or traditional military housing units since less money is used to construct the 802 units; (4) although Congress received information showing that the 801 and 802 projects were less costly than the services' estimate, the information may not be an adequate basis for approving an 801 or 802 project, due to the uncertainty about the quality of leased housing and the maximum allowable cost that DOD sets to ensure that all successful 801 and 802 bids are less costly than the military construction alternative; and (5) more information is needed to determine whether leasing is more cost-effective than traditional military construction methods.

Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense (DOD) estimates that 168,000 military family housing units are inadequate, lack modern amenities, and are in need of major renovation and replacement. According to DOD, completing this work using traditional military construction methods would take more than 20 years and cost $16 billion. To improve housing faster and more economically, Congress authorized the Military Housing Privatization Initiative in 1996. Although DOD has awarded contracts to construct or improve 16,000 units and has plans to privatize an additional 96,000 units by the end of fiscal year 2006, privatization projects are not supported by reliable or consistent needs assessments, and the overall requirement for military housing is not well-defined. The department has achieved two key financial goals for the privatization program--leveraging of government funds and lower project life-cycle costs. Although DOD has included provisions designed to protect the government's interests, GAO found areas where DOD could further enhance protections to the government. First, some contracts did not fully anticipate the increased rent to be paid to project developers as a result of a DOD initiative to increase housing allowances for service members. Second, although military installation officials will participate with developers in making project improvement decisions valued at $3.9 billion over contract terms in nine projects, DOD and service headquarters oversight of these decisions appears limited. Third, GAO found wide variation in contracts regarding assumptions and fees for services paid to developers. Finally, although DOD has developed a semi-annual report to help it monitor and evaluate financial and management data and assess the performance of individual projects, the reports have not been completed in a timely manner, do not include all relevant information, and are not subject to independent verification.

Book Strengthening the Military Family Readiness System for a Changing American Society

Download or read book Strengthening the Military Family Readiness System for a Changing American Society written by National Academies of Sciences, Engineering, and Medicine and published by National Academies Press. This book was released on 2019-10-25 with total page 385 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. military has been continuously engaged in foreign conflicts for over two decades. The strains that these deployments, the associated increases in operational tempo, and the general challenges of military life affect not only service members but also the people who depend on them and who support them as they support the nation â€" their families. Family members provide support to service members while they serve or when they have difficulties; family problems can interfere with the ability of service members to deploy or remain in theater; and family members are central influences on whether members continue to serve. In addition, rising family diversity and complexity will likely increase the difficulty of creating military policies, programs and practices that adequately support families in the performance of military duties. Strengthening the Military Family Readiness System for a Changing American Society examines the challenges and opportunities facing military families and what is known about effective strategies for supporting and protecting military children and families, as well as lessons to be learned from these experiences. This report offers recommendations regarding what is needed to strengthen the support system for military families.
