Book excerpt: Between FY 1984, when Congress established a separate budget account for defense environmental cleanup, and FY 1994, reported Department of Defense funding for environmental programs climbed from $250 million to more than $5 billion. In part, the growth was driven by the evolution of Federal regulations requiring cleanup of toxic wastes and by the progress of the cleanup process. In addition, over the past 10 years, Congress has extended the scope of DOD's environmental programs to include conservation of resources on military bases and environmental research programs. Finally, in the early 1990s, the Defense Department began to identify and report costs of complying with other environmental laws and regulations. As a result, between FY 1990 and FY 1993, reported DOD environmental funding more than tripled. Since reaching a peak of $5.6 billion in FY 1994, funding has fallen slightly, but environmental programs still total about 2% of the DOD budget.

Book excerpt: GAO discussed the overall status of the Department of Defense's (DOD) environmental program, focusing on actions that need to be taken to enhance the program's success. GAO noted that: (1) although DOD has revised its environmental strategy to expedite cleanup efforts, implemented a program that prevents rather than controls pollution, identified nearly 28,000 potentially contaminated sites, and has made compliance with environmental laws a top budgetary priority, it still faces substantial challenges in cleaning up hazardous waste sites and improving overall program management; (2) despite spending over $7 billion for cleanup efforts, DOD has cleaned up only 571 contaminated sites as of September 1993; (3) most of the funds spent for environmental cleanup efforts have been for site studies and cleanup design; (4) overly complex rules and regulations, the lack of cooperation between DOD, the Environmental Protection Agency, and states, and the lack of cost-effective technologies for cleaning up certain types of hazardous waste sites have delayed DOD cleanup efforts; (5) DOD has not effectively prioritized its hazardous waste sites so that those sites posing the greatest human health and environmental risks receive funding priority and does not have a timely and accurate means of estimating program costs or success; (6) DOD may be paying cleanup costs attributable to other parties because of the lack of clear cost-sharing policies and procedures; and (7) DOD does not have the information necessary to determine how military operations affect natural resources and environmental protection efforts affect military operations.

Book excerpt: While expected environmental cleanup costs for unneeded property arising from the 2005 BRAC round are not yet fully known, Department of Defense (DOD) data indicate that about $950 million will be needed to clean up these bases, adding to the estimated $13.2 billion total cleanup cost for the prior rounds. Although DOD's cleanup program has matured compared to prior BRAC rounds, there are still many unknowns and the cleanup estimate for the 2005 round should be considered preliminary. In fact, environmental cleanup costs are likely to increase as more intensive environmental investigations are undertaken, additional hazardous conditions are discovered, and future reuse plans are finalized. Furthermore, Congress does not have full visibility over the total cost of DOD's BRAC cleanup efforts because none of the four reports DOD prepares on various aspects of environmental cleanup present all types of costs past and future to complete cleanup at each base. Compiling a complete picture of all costs requires extracting information from multiple reports, as GAO has done to estimate the total cleanup cost for the four prior BRAC rounds. More complete and transparent cost information would assist Congress in conducting its oversight responsibilities for this multibillion dollar effort.
