Book excerpt: This report concludes that overall, Corrections¿ payments for hospital care services have risen $59.4 million from FY1998-99 through 2002-03, and grew at an average rate of 21% per year, outpacing the nat. consumer price index average of 8% annual growth for hospital services during this same period. The reasons for this growth can be attributed to the combination of more expensive health care and to Corrections¿ increased use of contracted hospital facilities. Analysis indicates that increases in its inpatient hospital payments are driven primarily by more expensive services, whereas increases in its outpatient hospital payments are driven by increases in both the price of services and number of hospital visits. Nearly 25% of California¿s inmate population is incarcerated under the three strikes law, which requires individuals to serve longer terms. This report estimates that the increase in sentence length for inmates incarcerated under the three strikes law will cost the State $19.2 billion for the additional time these inmates are sentenced to serve. These patients are typically misdiagnosed as having an emotional problem but actually have a disturbance of brain function caused by prolonged effects of LSD. Their symptoms include axniety, insomnia, intellectual impairment and emotional instability. Unfortunately, none of the 500-plus patients I have seen had received effective treatment. The prognosis with effective treatment is excellent, and patients are relieved and grateful when they achieve a remission. When patients experience the post-LSD syndrome for years, with minimal benefit from ineffective medication, they become mentally and physically exhausted... The natural progression is to then turn to addictive substances for relief. The substance of choice in the majority of my patients has been alcohol. This patients gratifying improvement contrasts with his original grim, suicidal condition which had developed over years of misery and dysfunction caused by the POST-LSD SYNDROME and alcoholism. One wonders how prevalent are suicides in patients whose Syndrome is unrecognized and untreated.

Her analysis reveals that working in more punitive prisons causes correctional officers to develop an 'us against them' mentality while on the job, and that the stress and wariness officers acquire at work carries over into their personal lives, straining relationships with partners, children, and friends.
