For 2007/08 its budget is set at £2,790 million; of this, £1,420 million was intended to be ring-fenced grant-in-aid and £1,370 million commercial income, chiefly from reprocessing but also including income from waste substitution. The National Audit Office report (HC238, session 2007-08, ISBN 9780102951974) identified uncertainty as to whether the waste substitution income budgeted for would actually be forthcoming. There has been a shortfall in the NDA's budget and the large request for additional funding that resulted came at a very late stage in the financial year. The Committee believes the NDA's funding model is unsustainable, particularly in light of the volatile and declining nature of the NDA's commercial income. Public funding will almost certainly have to increase significantly, over and above the current plans. This has major implications for the Department for Business, Enterprise and Regulatory Reform (DBERR) which already spends 40 per cent of its departmental expenditure limit on the NDA. A new system of funding is needed, as the Permanent Secretary of DBERR acknowledged, and work on this needs to begin urgently.

Book excerpt: In its report of last year on the Communities and Local Government's Departmental Annual Report 2007 (HC 170, session 2007-08, ISBN 9780215037978) the Committee commented on the particular nature of the Department's work: on its unusual reliance for the achievement of the goals Government has set it on a plethora of other Departments, agencies, non-departmental bodies, local authorities and other stakeholders; on the long, devolved delivery chains by which those goals therefore have to be delivered; and on the skills of influence, brokering and negotiation which are required to achieve them. In this Report the Committee assesses the progress made since last. The most recent Cabinet Office Capability Review concludes that there has been a positive "direction of travel" for CLG in that period, but the Committee concludes that there is still some way to go before CLG can be said to be performing at the highest achievable level of effectiveness. The Department's overall performance against its Public Service Agreement targets is likewise moving in the right direction but still short of full effectiveness. Achievement of efficiency targets is applauded. Finally, the report considers examples of particular policies which highlight some of the Department's strengths and weaknesses, and follow up some issues in earlier inquiries. These issues include: eco-towns; the Decent Homes programme; Home Information Packs; Fire Service response times; Firebuy; the FiReControl programme. The report also considers the Department's response to the serious flooding of summer 2007, and to the reviews which followed; and the mismanagement of European Regional Development Fund monies.

Book excerpt: Tourism is the UK's 5th largest industry employing over 1.4 million people and generating over £85 billion for the economy per annum. This report, from the Culture, Media and Sport Committee (HCP 133-I, session 2007-08, ISBN 9780215521705) examines tourism from a broader perspective, looking at governance, funding, skills and the environment. An earlier report focused on the structure of the tourism industry (HCP 65, session 2002-03, ISBN 9780215007957). The Department for Culture, Media and Sport is the sponsor department for tourism, whilst promotion of UK destinations overseas is the reponsibility of VisitBritain. The English Regional Development Agencies (RDAs) have responsibility for regional tourism. In the past decade there has been little growth in the domestic tourism sector (tourism in the UK) which accounts for 80% of the value to the industry. The Committee expressed a strong reservation in the funding cut to VisitBritain by the DCMS, from £49.9 million to £40 million. This funding cut could also have an impact on the marketing and promotion of UK tourism overseas with the 2012 Olympic Games representing a major opportunity for the UK's tourism industry. The Committee also sees insufficient incentives for local authorities to invest in tourism. The Committee also expresses concern at the lack of confidence displayed by the tourism industry in DCMS. The Committee would like to see tourism becoming a mainstream issue in government. The Committee though does support the Government's initiative in raising the quality of accommodation and an increase those accredited. The UK is perceived to have poor levels of customer service, despite £500 million being spent by the public sector on skills development. The Committee also feels there is too heavy a reliance on a migrant workforce in the tourism industry and greater efforts are needed to employ locally unemployed people.The cost of visting the UK is also expensive, in part due to charges payable by overseas visitors, averaging £207 per person in visa, taxes and other government charges. The Committee recommends that the Government reviews options that would make obtaining a visa a simpler process. For Volume 2, Oral and written evidence (HCP 133-II, ISBN 9780215521699).
