Book excerpt: This report finds that central government departments have spent around £600 million gross on the early departures of 17,800 staff in the year from December 2010. These costs are around 45 per cent lower than they would have been under the previous Scheme. After meeting the initial costs, departments will save an estimated £400m a year on the paybill. The time it takes departments to start seeing these savings depends on how quickly they can eliminate headcount-related costs, such as on IT and property. The net present value of the early departures to the taxpayer will be between £750 and £1,400 million over the spending review period, depending on the ability of departments to eliminate costs. This figure will also be affected by whether those leaving find comparable work and pay tax, or claim benefits. Of those departments that are reducing staff numbers, the proportion of staff released ranges from less than 1 per cent at the Department of Energy and Climate Change to around 16 per cent at the Department for Communities and Local Government. Departments used large-scale open voluntary exit schemes to release staff as quickly as possible, though this meant departments could not predict accurately which staff would leave. Older, more senior staff are leaving in the first tranches. This is partly because of deliberate restructuring, but also because those staff who have worked in the civil service for longer, or who are over 50, gain more financially from taking voluntary exit or voluntary redundancy.

The authors consider that question by using case studies to explore activities in 14 libraries, archives, museums, and other heritage organizations. They consider what we can learn from current collaborations within and across libraries, archives, and museums and why some collaborations are successful while others cannot be sustained. Their findings are based on observations and interviews at institutions and organizations in the United States, Australia, and the U.K. These organizations have worked to make their collections accessible. Some have simply digitized their collections, while others have enhanced their collection management systems. Others have incorporated digital asset management systems to organize and retrieve media, and to manage digital rights and permissions. Most of these institutions and organizations have succeeded through strategic partnerships, strategic planning, and insightful leadership. However, the book also contains examples of institutions that have undergone transitions: one of the museums closed, and another closed its library. Taken together, the fourteen institutions shed light on professional practices today.

Book excerpt: In this report the Education Committee stresses that the Department for Education must maintain sufficient focus on the critical children's policy agenda to ensure this is given adequate resources and receives enough attention from senior officials and ministers. Children's policy must retain sufficient status alongside schools and colleges, which appear to occupy the majority of Ministerial and officials' time. The Committee's report - which considers evidence from current and former DfE Board members, and independent experts - commends several aspects of the DfE's governance and leadership, including the appointment of four skilled and experienced new non-executives. The Committee recommends, however, that the Board be subject to increased external scrutiny. The DfE should also consider appointing a non-executive Board member with expertise in children's policy issues, and must do more improve staff morale. MPs also suggest a number of improvements to the DfE's current restructuring plans. Central amongst these is a recommendation for the Department to evaluate the impact of structural change on the front line and on customer service.
