Written by one of America's most distinguished specialists on the former Soviet Union, this is the first comprehensive overview of the Gorbachev period and describes it as a real revolution, not mere "reform." According to Hough, despite Mikhail Gorbachev's talk of a regulated market, he never understood that a market must be created on a solid institutional and legal base. He was determined to use democratization to free himself from party control, but he saw democracy as a way of achieving near- universal consensus, not a mechanism for forcing through difficult choices. The many memoirs that have become available in the last few years, including those of Gorbachev himself, show that Premier Nikolai Ryzhkov and the "bureaucrats" in his government actually were the serious economic reformers in the leadership. Gorbachev opposed the key transitional steps at every stage and was far closer to the assumptions of shock therapy than he or his opponents ever recognized. Hough explains that Gorbachev was not alone in thinking that the destruction of old institutions was enough to unleash a market. Westerners also talked of leaping a chasm in a single jump as if democratic and market institutions existed pre-created on the other side. But, precisely because Gorbachev (and later Boris Yeltsin) was encouraged in all his worst mistakes by Western advice, his failure has crucial implications for Western thinking about the process of democratization and marketization. The 1991 revolution was neither a peaceful revolution from below as occurred in Czechoslovakia nor a negotiated transition to democracy like those in Poland, Hungary, or Latin America. It was not primarily the result of social modernization, the rise of a new middle class, or of national liberation movements in the non-Russian union republics. Instead, as Gordon Hahn argues, the Russian transformation was a bureaucrat-led, state-based revolution managed by a group of Communist Party functionaries who won control over the Russian Republic (RSFSR) in the mid-1990s. Hahn describes how opportunistic Party and state officials, led by Boris Yeltsin, defected from the Gorbachev camp and proceeded in 1990-91 to dismantle the institutions that bound state and party. These revolutionaries from above seized control of political, economic, natural and human resources, and then separated the party apparatus from state institutions on Russian Republic territory. With the failed August 1991 hard-line coup, Yeltsin banned the Communist Party and decreed that all Union state organs, including the KGB and military were under RSFSR control. In Hahn's account, this mode of revolutionary change from above explains the troubled development of democracy in Russia and the former Soviet republics. Hahn shows how limited mobilization of the masses stunted the development of civil societies and the formation of political parties and trade unions with real grass roots. The result is a weak society unable to nudge the state to concentrate on institutional reforms society needs for the development of a free polity and economy. Russia's Revolution from Above goes far in correcting the historical record and reconceptualizing the Soviet transformation. It should be read by historians, economists, political scientists, and Russia area scholars. Gordon M. Hahn is visiting scholar at the Hoover Institution, Stanford University. During this period the most backward third world countries have sometimes proved susceptible to radical revolution, but the countries well on the way to industrialization have moved away from left-wing economic and political policies. In the longer perspective the West has been winning the struggle for the third world. The changes in those countries have been the subject of intense published debate in the Soviet Union—debate on Marxist concepts of the stages of history, on theories of economic development and revolutionary strategy, and on foreign policy. Jerry F. Hough explores the breakup of the orthodox Stalinist position on these issues and the evolution of free-swinging discussion about them. He suggests that, paradoxically, many of the old Stalinist ideas retain their strongest hold in the United States, which has not fully recognized its victory in the third world and the importance of the West's great economic power. The United States too often assumes that radical regimes will inevitably follow the Soviet path of development and that the nature of a regime determines the nature of its foreign policy. Because of these misperceptions, Hough argues the United States misses many opportunities in the third world. It emphasizes military power, even to the extent of undermining its crucial economic power, and it fails to offer the face-saving gestures that would permit Soviet retreats. Hough presents a prescription for an American policy better suited to the new realities in the third world and to the changing Soviet attitude toward them.

This global democratic revolution is probably the most important political trend in the late twentieth century. In The Third Wave, Samuel P. Huntington analyzes the causes and nature of these democratic transitions, evaluates the prospects for stability of the new democracies, and explores the possibility of more countries becoming democratic. The recent transitions, he argues, are the third major wave of democratization in the modem world. Each of the two previous waves was followed by a reverse wave in which some countries shifted back to authoritarian government. Using concrete examples, empirical evidence, and insightful analysis, Huntington provides neither a theory nor a history of the third wave, but an explanation of why and how it occurred. Factors responsible for the democratic trend include the legitimacy dilemmas of authoritarian regimes; economic and social development; the changed role of the Catholic Church; the impact of the United States, the European Community, and the Soviet Union; and the "snowballing" phenomenon: change in one country stimulating change in others. Five key elite groups within and outside the nondemocratic regime played roles in shaping the various ways democratization occurred. Compromise was key to all democratizations, and elections and nonviolent tactics also were central. New democracies must deal with the "torturer problem" and the "praetorian problem" and attempt to develop democratic values and processes. Disillusionment with democracy, Huntington argues, is necessary to consolidating democracy. He concludes the book with an analysis of the political, economic, and cultural factors that will decide whether or not the third wave continues. Several "Guidelines for Democratizers" offer specific, practical suggestions for initiating and carrying out reform. Huntington's emphasis on practical application makes this book a valuable tool for anyone engaged in the democratization process. At this volatile time in history, Huntington's assessment of the processes of democratization is indispensable to understanding the future of democracy in the world.
