This ground-breaking volume analyzes the challenges confronting the post-Communist government and evaluates the strategies adopted in refashioning its value system. Sabrina P. Ramet and Danica Fink-Hafner have assembled a team of outstanding specialists to analyze various aspects of the country’s transformation from socialism to democracy. The editors note that while a great deal has been written on political and economic questions, relatively little attention has been paid to the transformation and transmission of values and norms in Eastern Europe over the past fifteen years. Slovenia’s experience, reflected in these pages, demonstrates how a small country has created the preconditions necessary to the construction of a civic, democratic culture. Six values are emphasized as central to this project: tolerance, equality, church-state separation, respect for democratic procedure and the rule of law, human rights, and civic-mindedness. Since its independence in 1991, Slovenia has put in place democratic institutions of state organization, undergone major capital rearrangements, and achieved both of the starting objectives of new international involvement by entering the EU and NATO. On January 1st, 2007, Slovenia was the first among former socialist countries to take on the common European currency. Slovenia has been subject to highly varying assessments during the construction of its democratic political system; it has been acknowledged as “a ripe democracy,” complete democracy,” or, alternatively, “apparent” or “virtual democracy.” The move negative assessments of the Slovenian political system are related to the persistence of authoritarian behavior patterns and manipulation of democratic institutions that have found its way into the structures of political parties. This book follows the Slovenian evolution from the second-smallest Yugoslav republic to one of the most successful post-communist countries in Central Europe.

The different trajectories of political development in post-communist countries are traced through cases from within the post-communist region that exhibit maximum variation in terms of both background variables and outcome. Six countries - Kazakhstan, Georgia, Estonia, Slovenia, the Czech Republic and Poland - have been selected. Following the Tocquevillian tradition, a 'method' of indirect comparison where in-depth knowledge of a country based on linguistics and history is held up against existing concepts, six country specialists have drawn broad pictures of what characterises 'their' country in terms of political and economic reform, state building and nation building, at the same time placing developments within the international context. The book argues that the elite constellation along two dimensions - consensus about the direction of policy and institutions, and the extent of inclusion of elite interests in decision making - is specific to each country and points to the direction of future developments.

Its findings are presented from a comparative perspective to illustrate the commonalities and differences found in research on Central European post-socialist countries and former Yugoslav countries. On the one hand, Slovenia’s characteristics (including the characteristics of its transition to democracy) are far more similar to those of Central European post-socialist countries than Western Balkan countries. On the other, Slovenia shares some similarities with other parts of the former Yugoslavia – especially its experiences with the political system of socialist self-management, elements of a market economy under socialism, and war following the end of socialism (albeit the conflict in Slovenia was very short and rather mild in comparison to those in other parts of socialist Yugoslavia). Slovenia’s experiences with rapid but limited democratic backsliding under the Janša government (March 2019–June 2022) were halted by the 2022 national election – in contrast to the more widely known cases of Hungary and Poland, where such backsliding took place incrementally over a longer period of time that included several election cycles. Danica Fink-Hafner is Professor at the University of Ljubljana, Slovenia.

Central to the Croatian experience has been the issue of nationalism and whether the Croatian state should be defined as a citizens’ state (with members of all nationality groups treated as equal) or as a national state of the Croats (with a consequent privileging of Croatian culture and language, but also with a quota system for members of national minorities). Sabrina P. Ramet and Davorka Mati´c have gathered here a series of studies by important scholars to examine the development of Croatia in the aftermath of communism and the war that marred the transition. Sixteen scholars of the region discuss the values and institutions central to Croatia’s transformation from communism and toward liberal democracy. They discuss economic change, political parties, and the uses of history since 1989. To understand the patterns in Croatia, they examine how civic values have been expressed, reinforced, and sometimes challenged through religion, education, and the media. This book argues that the professed success of the 2004 big bang enlargement mirrored the Potemkin villages erected in the new Member States on their accession to Europe. Slovenia is a prime example. Since its independence and throughout the accession process, Slovenia has been portrayed as the poster child of the 'New Europe'. This book claims that the widely shared narrative of the Slovenian EU dream is a myth. In many ways, Slovenia has fared even worse than its contemporary, constitutionally-backsliding, CEE counterparts. The book's discussion of the depth and breadth of the democratic crises in Slovenia should contribute to a critical intellectual awakening and better comprehension of the real causes of the present crises across the other CEE Member States, which threaten the viability of the EU and Council of Europe projects. It is only on the basis of this improved understanding that the crises can be appropriately addressed at national, transnational and supranational levels.
