It is based on national election surveys held in "old" and "new" democracies in Europe (Germany, Britain, Spain, Greece, Italy, Portugal, Bulgaria), North and South America (the United States, Chile and Uruguay), and Asia (Hong Kong) between 1990 and 2004. It is methodologically innovative, notwithstanding the fact that its core concern with "political intermediation" (i.e., the flow of political information from parties and candidates to voters through the mass-communications media, membership in secondary associations, and direct, face-to-face contacts within interpersonal networks) was first introduced to the study of electoral behavior by Paul Lazarsfeld and his collaborators in the 1940s. In addition to reviving that long-neglected analytical framework, this book breaks new ground by systematically exploring the impact of socio-political values on electoral behavior. It also analyzes the role of political intermediation in forming basic attitudes towards democracy (which are crucial for the consolidation of new democracies), and, in turn, channeling those orientations into various forms of political behavior. Some of the findings presented in this volume are dramatic, and clearly reveal that these channels of information are among the most powerful factors influencing the development of political attitudes and partisan electoral behavior. So, too, are socio-political values in some countries (particularly the United States). This volume is the first book-length product of the now 18-country Comparative National Elections Project.

Book excerpt: Voting in Old and New Democracies examines voting behavior and its determinants based on 26 surveys from 18 countries on five continents between 1992 and 2008. It systematically analyzes the impact on voting choice of factors rooted in the currently dominant approaches to the study of electoral behavior, but adds to this analysis factors introduced or reintroduced into this field by the Comparative National Elections Project (CNEP)—socio-political values, and political communication through media, personal discussion, and organizational intermediaries. It demonstrates empirically that these long-neglected factors have significant political impact in many countries that previous studies have overlooked, while "economic voting" is insignificant in most elections once long-term partisan attitudes are taken into consideration. Its examination of electoral turnout finds that the strongest predictor is participation by other family members, demonstrating the importance of intermediation. Another chapter surveys cross-national variations in patterns of intermediation, and examines the impact of general social processes (such as socioeconomic and technological modernization), country-specific factors, and individual-level attitudinal factors as determinants of those patterns. Complementing its cross-national comparative analysis is a detailed longitudinal case study of one country over 25 years. Finally, it examines the extent of support for democracy as well as significant cross-national differences in how democracy is understood by citizens. By investigating heterogeneity of voting, and complexity of voting and its context the volume shows that increasing heterogeneity is not arbitrary and unstructured. Heterogeneity of voting rather is a way of voters dealing with the increasing complexity of the context of elections - diversified social structures, increasing differentiation of political supply, increasing complexity of the information environment. By analysing the conditions of heterogeneity and showing that the calculus of voting becomes more and more conditional in terms of what voters regard as relevant criteria for vote choice, the book demonstrates that the new feature of electoral behaviour is structured heterogeneity. The dimensions of differentiation of the electorate are cognitive capacity and the structure of individual information acquisition systems. The book demonstrates that voters are on the move looking for appropriate answers to new complexities rather than on the run. The book uses data predominantly from the German Longitudinal Election Study (GLES), and also comparative data from the Comparative Study of Electoral Systems (CSES). Cross-sectional analysis is complemented by long- and short-term dynamic analyses with panel data, and comparative analyses.

At the same time, new populist forces have appeared that challenge democracies through legal reforms. The stark contrast between Eastern and Western Europe in this respect is the focus of this collection of essays. The authors consider the 2008-2012 economic crisis to be at the root of the success of the populist parties and the rise of cultural backlash against liberal values. In turn, European governments’ responses to the crisis—mainly austerity measures demanded by IMF and the EU— help explain desenchantment with the European Union. These policies made the wider public feel that they were being left out of politics, and populist parties promised to return power to them. The contributors argue that polarization of the electorate can set in motion a radicalization that strengthens authoritarians at the expense of democrats. They also demonstrate that Eastern and Western Europe differ in their attitudes to the decline in quality of democracy. The studies consider how satisfied people are with the political changes they witness, and argue that seemingly more authoritarian attitudes in the East explain why people feel more satisfied with a defective democracy that empowers the populist-authoritarian political actors that they support.

Unemployment and rising poverty have compelled individuals to reconsider their own priorities and goals, while governments have been forced to rethink social policies on the national level, as well as their international economic and political agreements. Some countries have been more deeply affected by the crisis than others, and the impact of economic shortage on individuals and governments has differed, not only because of the different magnitudes of the crisis, but also because individuals react differently to the contextual changes. This book makes use of cross-national survey data to explore the impact of wealth and economic contexts on social values. Instead of attempting to explain how aggregate changes occur (as previous volumes have done) the chapters in this collection focus on micro-level effects to interrogate more deeply the interplay between attitudes and values – and the way both can change as a result of transformation of economic context. This book elaborates on several dimensions of value change: the measurement model and the way it changes under the impact of economic shortage; the connection between universal value orientations and attitudes towards different objects (e.g. the welfare state, immigrants and ethnic groups); the effects of economic factors and vulnerability on values and attitudinal orientations; how particular political and economic contexts produce changes in political orientations. This book focuses on the interrelationship of social values, attitudes and economic scarcity in the context of the last economic crisis experienced by many European countries.
