Book excerpt: Democracy is not necessarily progressive, and will only be if we make it so. What Mondon and Winter call 'reactionary democracy' is the use of the concept of democracy and its associated understanding of the power to the people (demos cratos) for reactionary ends. The resurgence of racism, populism and the far right is not the result of popular demands as we are often told. It is rather the logical conclusion of the more or less conscious manipulation by the elite of the concept of 'the people' and the working class to push reactionary ideas. These narratives place racism as a popular demand, rather than as something encouraged and perpetuated by elites, thus exonerating those with the means to influence and control public discourse through the media in particular. This in turn has legitimised the far right, strengthened its hand and compounded inequalities. These actions diverts us away from real concerns and radical alternatives to the current system. Through a careful and thorough deconstruction of the hegemonic discourse currently preventing us from thinking beyond the liberal vs populist dichotomy, this book develops a better understanding of the systemic forces underpinning our current model and its exploitative and discriminatory basis. The book shows us that the far right would not have been able to achieve such success, either electorally or ideologically, were it not for the help of elite actors (the media, politicians and academics). While the far right is a real threat and should not be left off the hook, the authors argue that we need to shift the responsibility of the situation towards those who too often claim to be objective, and even powerless, bystanders despite their powerful standpoint and clear capacity to influence the agenda, public discourse, and narratives, particularly when they platform and legitimise racist and far right ideas and actors.

Foreigners are commonly viewed as outsiders whose inclusion within or exclusion from “the people” of the democratic state rests upon whether they benefit or threaten the unity of the nation. Against this instrumentalization of the foreigner, this book traces the historical development of the concepts of sovereignty and foreignness through the thought of philosophers such as Plato, Locke, Hobbes, Rousseau, Derrida, and Benhabib in order to show that foreignness is a structural feature of sovereignty that cannot be purged or assimilated. Understood in this light, foreignness allows for new forms of democratic political unity to be imagined that reject local practices which deprive individuals of political membership solely on the basis of national citizenship. This cosmopolitan model for citizenship provides a novel conceptual framework that simultaneously upholds the legal importance of democratic citizenship for political justice while ceaselessly contesting the exclusionary logic of the nation-state that reserves democratic rights for members of the nation alone.

Caleb McDaniel sets forth a new interpretation of the Garrisonian abolitionists, stressing their deep ties to reformers and liberal thinkers in Great Britain and Europe. The group of American reformers known as "Garrisonians" included, at various times, some of the most significant and familiar figures in the history of the antebellum struggle over slavery: Wendell Phillips, Frederick Douglass, and William Lloyd Garrison himself. Between 1830 and 1870, American abolitionists led by Garrison developed extensive networks of friendship, correspondence, and intellectual exchange with a wide range of European reformers -- Chartists, free trade advocates, Irish nationalists, and European revolutionaries. Garrison signaled the importance of these ties to his movement with the well-known cosmopolitan motto he printed on every issue of his famous newspaper, The Liberator: "Our Country is the World -- Our Countrymen are All Mankind." That motto serves as an impetus for McDaniel's study, which shows that Garrison and his movement must be placed squarely within the context of transatlantic mid-nineteenth-century reform. Through exposure to contemporary European thinkers -- such as Alexis de Tocqueville, Giuseppe Mazzini, and John Stuart Mill -- Garrisonian abolitionists came to understand their own movement not only as an effort to mold public opinion about slavery but also as a measure to defend democracy in an Atlantic World still dominated by aristocracy and monarchy. While convinced that democracy offered the best form of government, Garrisonians recognized that the persistence of slavery in the United States revealed problems with the political system. They identified the participation of minority agitators as part of the process in a healthy democratic society. Ultimately, Garrisonians' transatlantic activities reveal their deep patriotism, their interest in using public opinion to affect American politics, and their similarities to other antislavery groups. By following Garrisonian abolitionists across the Atlantic Ocean and exhaustively documenting their international networks, McDaniel challenges many of the timeworn stereotypes that still cling to their movement. He argues for a new image of Garrison's band as politically savvy, intellectually sophisticated liberal reformers, who were well informed about transatlantic debates regarding the problem of democracy.
