Book excerpt: Challenges to Urban Democratic Governance in Zimbabwe is a result of a study on urban governance in Zimbabwe focusing particularly on local councils and how special interest councillors are appointed by the Minister responsible for local government. The book establishes the extent to which the practice of appointing special interest councillors in terms of section 4 A of the Zimbabwe Urban Councils’ Act (2008) promotes, or hinders, democratic urban governance. The text investigates various different legislative instruments in order to present a normative framework on the best practices in democratic urban governance. A cross section of 20 urban councils was studied to establish a suitable level of accountability and consistency, as well as to provide an understanding of transparency in the appointment of special interest councillors. Among the findings of this book, it is noted that there is a high level of partisanship in the appointment of special interest councillors, especially of those who have lost in the local government elections but belong to the same political party as the Minister of Local Government, who, in this case, is empowered by law to make such appointments.

In terms of two important areas, the book extends its analysis further back than 2009. First, is the issue of emigration. Book excerpt: Political transition and democratisation challenges have been noted in African countries including Angola, Burkina Faso, Kenya, Mali, and the Democratic Republic of the Congo, resulting in the African Union (AU) intervening on behalf of citizens, using tried-and-tested mechanisms of imposing a power-sharing agreement to preside over a transitional period, during which there are key changes to the constitution and the political conduct of the incumbency, and partisan institutions are weaned from seeking to perpetuate the status quo. This book focuses on Zimbabwe's military and its perceived veto power in the transition to democratisation from 2008 until 2013. The objective was to analyse, monitor and comment on the unique democratic transformational challenges faced by Zimbabwe's Government of National Unity. One of the book's key findings is that every time partisan forces carry out an operation in the name of a political party, there is a direct correlation in which the same loses its national character. This is the context of the challenge facing Zimbabwean forces when used for partisan gain and why the Southern African Development Community (SADC), in its last communique in Maputo on 15 June 2013, sought to compel a written undertaking from the generals that they would desist from playing a direct role in the politics of the country. The AU had earlier expressed its deep regret when faced with the results of serious human rights abuses that were committed with impunity.

Since the late 1990s, the Mugabe government has pursued a controversial land expropriation policy that has contributed to a sharp and continuing economic decline. GDP declined by 30 per cent from 1998 through 2003, and fell another 5.2 per cent in 2004. Unemployment is estimated at 70 per cent. The adult HIV infection rate of 25 per cent has contributed to a sharp drop in life expectancy. These subhuman and undemocratic living conditions drove people to the poles in 2005 to finally overthrow Mugabe's reign. The papers presented in this book give insight into the situations and events of the years leading up to the highly anticipated 2005 elections.
