Is it possible to identify the best practices and approaches to establishing political systems that promote accountability, transparency, peace, and civic space for all? These are the questions addressed in this book. While the concept of governance is considered to be central to political science, our understanding of it is still imprecise, with extant studies focused primarily either on think-tank indicators, economic management, or political studies of democratization. This book critically examines the record on democratization in Africa thus far, and seeks a new, integrated, focused approach to the study of governance. Such an approach requires revisiting the concept of governance itself, with emphasis on certain decisive components and critical issues. Considered in a democratic framework, the concept of governance can be employed to cast light on accountability issues in several arenas, four of which are considered in detail in this volume: institutions and the rule of law; constitution-making, elections, and political conflict settlement; distribution of power and citizenship; and political economy and corruption. Each contribution offers particular insights in one of these arenas. With a huge and varied continent in rapid flux to study, the sheer amount and variety of interesting new research is enormous. It is expected that the discussions contained herein and the various challenges, achievements, and lessons outlined will contribute to research, inform teaching, and lead to a greater understanding of the issues of democratic consolidation and economic development in Africa.

Why is room for political opposition in most cases so severely limited? Under what circumstances has the political opposition been able to establish itself in a legitimate role in African politics? To answer these questions this edited volume focuses on the institutional settings, the nature and dynamics within and between political parties, and the relationship between the citizens and political parties. It is found that regional devolution and federalist structures enable political opposition to organize and gain local power, as a supplement to influence at the central level. Generally, however, opposition parties are lacking in organization and institutionalization, as well as in their ability to find support in civil society and promote the issues that voters find most important. Overall, strong executive powers, unchecked by democratic institutions, in combination with deferential values and fear of conflict, undermine legitimate opposition activity. Thereafter Africa has attempted to follow the European model of democratic governance. However, whilst African democracy has shown some improvement, it is still having legitimacy problems and African states are characterised by corruption and autocracy. This report will highlight the impediments to the furthering of democracy in Africa and what can be done to increase the role of democracy in African States. There will be a focus on the role played by colonialism and the ethnic divides that exist in Africa. We will then examine how corruption and the economic problems of African States are restraining democratic legitimacy and the effect these problems have on human rights. Lastly, we will concentrate on the role that other state and non-state actors have on democracy in Africa. However, before looking at these aspects of the debate, it is important to understand democracy and its basis. Democracy is not a single approach but rather a commitment to certain institutions such as the rule of law, civil society and political accountability through free and fair elections by an electorate based on universal suffrage. It also includes (to a varying degree) freedom of speech, the development of a civic culture and the acceptance of a social contract.
