The review conducted by the Office of Technology Assessment concludes that the movement toward electronic delivery of government services is accelerating, but that many factors must be considered. The greatest risks of electronic delivery are overlooking the human element and users' needs, which would further widen the gap between the technologically literate and the technologically illiterate, and failing to capitalize on all the opportunities that partnerships among government agencies and the private sector could provide. Changes that will be required in federal management are outlined, and options for successful implementation of electronic delivery are sketched. Many rely on the amplification of existing structures. Five appendixes complement the complete report, including a list of the 11 boxes, 5 figures, and 22 tables that illustrate the discussion; and lists of acronyms and terms, contributors, field study participants, and contractor reports. The World Bank Group (WBG) has been a partner in this process, providing both financing and technical assistance to facilitate countries’ digital transformation journeys since the 1980s. The WBG launched the GovTech Initiative in 2019 to support the latest generation of these reforms. Over the past five years, developing countries have increasingly requested WBG support to design even more advanced digital transformation programs. These programs will help to increase government efficiency and improve the access to and the quality of service delivery, provide more government-to-citizen and government-to-business communications, enhance transparency and reduce corruption, improve governance and oversight, and modernize core government operations. The GovTech Initiative appropriately responds to this growing demand. The GovTech Maturity Index (GTMI) measures the key aspects of four GovTech focus areas—supporting core government systems, enhancing service delivery, mainstreaming citizen engagement, and fostering GovTech enablers—and assists advisers and practitioners in the design of new digital transformation projects. Constructed for 198 economies using consistent data sources, the GTMI is the most comprehensive measure of digital transformation in the public sector. Several similar indices and indicators are available in the public domain to measure aspects of digital government—including the United Nations e-Government Development Index, the WBG’s Digital Adoption Index, and the Organisation for Economic Co-operation and Development (OECD) Digital Government Index. These indices, however, do not fully capture the aspects of emphasis in the GovTech approach—the whole-of-government approach and citizen centricity—as key when assessing the use of digital solutions for public sector modernization. The GTMI is not intended to be an assessment of readiness or performance; rather, it is intended to complement the existing tools and diagnostics by providing a baseline and a benchmark for GovTech maturity and by offering insights to those areas that have room for improvement. The GTMI is designed to be used by practitioners, policy makers, and task teams involved in the design of digital transformation strategies and individual projects, as well as by those who seek to understand their own practices and learn from those of others.

Book excerpt: In the memorandum 'The role of major contractors in the delivery of public services' the NAO sets out some of the benefits that can be achieved through contracting but highlights three issues that deserve greater public scrutiny. First, it raises questions about the way public service markets operate. This includes the need for scrutiny over whether public service contracts are sufficiently competitive and whether the rise of a few major contractors is in the public interest. Secondly, it highlights the issue of whether contractors' profits reflect a fair return. Understanding contractors' profits is important to ensure that their interests are aligned properly with that of the taxpayer. But transparency over rewards that contractors make is at present limited. Thirdly, the report asks how we know that contractors are delivering services to the high standards expected. In particular, government needs to ensure that large companies with sprawling structures are not paying 'lip-service' to control and that they have the right culture and control environment across their group. This requires transparency over contractors' performance and the use of contractual entitlement to information, audit and inspection. This should be backed up by the threat of financial penalties and being barred from future competitions if things are found to be wrong. A related report 'Managing government suppliers' (HC 811, session 2013-14, ISBN 9780102987034) examines the way the Cabinet Office is working to improve government's management of strategic suppliers.
