True to the direction of Gen James Jamerson, former deputy commander in chief of US European Command, and the author, the Air University Balkans Air Campaign Study (BACS) has emerged as a balanced and wide-ranging discussion of the Deliberate Force air campaign, which occurred during the fall of 1995. Exploiting the sources and resources available to them, the BACS team members have laid out a mile-wide and foot-deep exploration of the context, theoretical foundations, planning, execution, leadership, and effects of this milestone event. In so doing, they have contributed significantly to our knowledge about the political, military, technical, and human elements that shape air campaigns and influence their outcomes. Moreover, the BACS offers insights into persistent questions of military planners, such as the relationship of diplomacy and war; the synergy of land power, space power, and airpower; and the role of chance and "fog" in the conduct and outcome of air and space warfare. Finally, because the BACS team from the start wrote this report for immediate declassification, virtually the entire report and all of its substantive elements are available here as an open source, only four years after the event. Book excerpt: Operation Deliberate Force was the North Atlantic Treaty Organization (NATO) air campaign conducted between 30 August and 20 September 1995 to advance the cause of peace in the Balkans region. Lt Gen Jay W. Kelley, commander of Air University, Maxwell Air Force Base, Alabama, and Gen James L. Jamerson, deputy commander in chief of United States European Command, Stuttgart, Germany, jointly chartered the Balkans Air Campaign Study (BACS) in October 1995. They directed the BACS team to capture the planning and operational experience of Deliberate Force on behalf of Air University students preparing for future responsibilities as air-warfare planners and leaders, and on behalf of the broader community of air-warfare thinkers. Their specffic direction entailed (1) writing a "mile wide and foot deep" report laying out the salient events, causal relationships, and implications of this important air campaign and (2) assembling a comprehensive archive of relevant oral and documentary evidence to support future research into the planning, execution, and diplomatic exploitation of Deliberate Force.

Book excerpt: In October 1992 NATO agreed to assist the UN in monitoring a ban on all military flights over Bosnia-Herzegovina. NATO's involvement in Bosnia expanded over the next three years both in the range of missions performed and the political objectives behind those missions. This thesis examines how NATO air operations were planned coordinated and conducted and what effects these operations achieved. NATO's involvement can be grouped into four phases: (1) Passive monitoring of Bosnian airspace during Operation SKY MONITOR; October 1992 until April 1993; (2) Active patrolling of Bosnian airspace under Operation DENY FLIGHT, April 1993 until June 1993; (3) Continuation of DENY FLIGHT with the addition of NATO airstrikes in support of UNPROFOR June 1993 to July 1995; (4) Limited air offensive against the Bosnian-Serbs executed as Operation DELIBERATE FORCE in August and September 1995. Using the criteria of the tenets of aerospace power and accomplishment of the stated mission, the thesis concludes that Operation DENY FLIGHT was not an effective use of airpower. While it did accomplish its stated mission, it failed to employ airpower in a concentrated and decisive manner. DELIBERATE FORCE was an effective use of airpower, accomplishing its stated mission and employing NATO air assets across the full range of capabilities in a concentrated fashion to achieve decisive results. --Abstract.

In reality, airpower alone sometimes does win battles, but the costs can be high and the long-term consequences may fall short of what decision-makers had in mind. This book by a long-time U.S. intelligence analyst assesses the military operations and post-conflict outcomes in five cases since the mid-1990s in which the United States and/or its allies used airpower to “solve” military problems: Bosnia in 1995, Kosovo in 1999, Afghanistan in 2001, Lebanon in 2006, and Libya in 2011. In each of these cases, airpower helped achieve the immediate objective, but the long-term outcomes often diverged significantly from the original intent of policymakers. The author concludes that airpower sometimes can be effective when used to support indigenous ground forces, but decision-makers should carefully consider all the circumstances before sending planes, drones, or missiles aloft.
