Constituent instructions were more widely issued than previously thought, and members of state legislatures and Congress were more likely to obey them than political scientists and historians have assumed. Peverill Squire expands our understanding of constituent instructions beyond a handful of high-profile cases, through analyses of two unique data sets: one examining more than 5,000 actionable communications (instructions and requests) sent to state legislators by constituents through town meetings, mass meetings, and local representative bodies; the other examines more than 6,600 actionable communications directed by state legislatures to their state’s congressional delegations. He draws the data, examples, and quotes almost entirely from original sources, including government documents such as legislative journals, session laws, town and county records, and newspaper stories, as well as diaries, memoirs, and other contemporary sources. Squire also includes instructions to and from Confederate state legislatures in both data sets. In every respect, the Confederate state legislatures mirrored the legislatures that preceded and followed them.

The book also presents empirical tests of most of the fundamental predictions for when such alternative models appear, and it presents tests of novel implications of the theory about other aspects of legislative behavior. Some of the latter tests resolve contradictory findings in the relevant, existing literature - such as whether and how electoral marginality affects representation, whether roll call vote extremism affects the re-election of incumbents, and what in fact is the representational behavior of switched seat legislators. All of the empirical tests provide evidence for the theory. Indeed, the full set of empirical tests provides evidence for the causal effects anticipated by the theory and much of the causal process behind those effects.

Democracy means that the people govern; representative democracy means that the people elect others to govern for them. This raises the question of the extent to which representative government approximates democracy-a question that turns on the relationship between representatives and those whom they represent. Mezey reviews the literature on the meaning of representation and its relationship to issues of citizen control. In the empirical sections that follow, he draws on data from the United States Congress and from legislatures outside the United States to discuss the extent to which the composition of a legislature reflects the demography of its nation. The author also examines a legislature's various political and economic interests and the extent to which representatives are responsive to specific requests for assistance from their constituents and to constituent opinions on public policy questions. He further looks at the effect that interest groups, political parties, and election systems have on the relationship between representatives and their constituents. Finally, Mezey addresses the criticisms that have been leveled against representative institutions: that they are slow to act, inefficient and uninformed when they do act, that they are too inclined to do what is popular rather than what is necessary and, conversely, that their members are too removed from the opinions of their constituents and therefore unfaithful to their democratic obligation to respond to the wishes of those whom they represent. Rich in thoughtful analysis, Representative Democracy incorporates normative, empirical and comparative perspectives on representation. It is perfectly suited for use in an upper-level course on the legislative process or Congress.

It is primarily a conceptual analysis, not a historical study of the way in which representative government has evolved, nor yet an empirical investigation of the behavior of contemporary representatives or the expectations voters have about them. Yet, although the book is about a word, it is not about mere words, not merely about words. For the social philosopher, for the social scientist, words are not "mere"; they are the tools of his trade and a vital part of his subject matter. Since human beings are not merely political animals but also language-using animals, their behavior is shaped by their ideas. What they do and how they do it depends upon how they see themselves and their world, and this in turn depends upon the concepts through which they see. Learning what "representation" means and learning how to represent are intimately connected. But even beyond this, the social theorist sees the world through a network of concepts. Our words define and delimit our world in important ways, and this is particularly true of the world of human and social things. For a zoologist may capture a rare specimen and simply observe it; but who can capture an instance of representation (or of power, or of interest)? Such things, too, can be observed, but the observation always presupposes at least a rudimentary conception of what representation (or power, or interest) is, what counts as representation, where it leaves off and some other phenomenon begins. Questions about what representation is, or is like, are not fully separable from the question of what "representation" means. This book approaches the former questions by way of the latter. They routinely delegate their power to others—internally to standing committees and subcommittees within each chamber, externally to the president and to the bureaucracy. Conventional wisdom in political science insists that such delegation leads inevitably to abdication—usually by degrees, sometimes precipitously, but always completely. In The Logic of Delegation, however, D. Roderick Kiewiet and Mathew D. McCubbins persuasively argue that political scientists have paid far too much attention to what congressional parties can't do. The authors draw on economic and management theory to demonstrate that the effectiveness of delegation is determined not by how much authority is delegated but rather by how well it is delegated. In the context of the appropriations process, the authors show how congressional parties employ committees, subcommittees, and executive agencies to accomplish policy goals.
