Book excerpt: Arlington Lake Dam is an earth and concrete structure approximately 240 feet long with a maximum height of about 13 feet. A two stage, ungated overflow spillway system is located at the left abutment of the dam. A drop inlet spillway is located at the approximate midpoint of the embankment. Arlington Lake Dam has a drainage area of approximately 1.7 square miles and impounds a reservoir with a maximum storage capacity of about 51 acre-feet at the low point of the top of the dam. The spillway system is classified as 'seriously inadequate'. The dam is classified as 'unsafe, non-emergency'. Based on the visual observations, discussions with the owner, and information obtained from the pennsylvania Department of Environmental Resources, Division of Dam Safety, Arlington Lake Dam is considered to be in poor condition.

Book excerpt: The essential features of Big Bass Lake Dam are a masonry gravity main spillway across the natural stream, an auxiliary spillway in an earthen cut, an embankment in a natural saddle, and an outlet works. The masonry gravity spillway extends across the stream and into the stream banks on each side. Based on visual inspection, available records, calculations, past operational performance, and according to criteria established for these studies, Big Bass Lake Dam is judged to be unsafe, nonemergency, because the spillway capacity is rated as seriously inadequate. The spillway can only pass 10 percent of the Probable Maximum Flood (PMF) without overtopping of the low area by the main spillway walls. It is estimated that the main spillway weir will fail at about the 20 percent PMF flood. The stability of the main spillway is considered marginal for the normal operating conditon. The stability is significantly worse for higher pool levels. There is no evidence of significant problems threatening the embankment.

Book excerpt: Monroe Lake Dam is located on Bear Swamp Run, a tributary to Marshall Creek, in Middle Smithfield Township, Monroe County, Pennsylvania. The facility is less than five miles north of the community of Marshalls Creek, Pennsylvania and approximately eight miles north of the city of East Stroudsburg, Pennsylvania. Observations made during the visual inspection indicate the embankment is in fair condition. The structure is characterized as very irregular and poorly aligned both horizontally and vertically. The downstream embankment toe is partially inundated by water that may be attributable to seepage through the embankment and/or leakage through or around the conduit. The water is trapped in a trough area between the embankments of the dam and the downstream roadway. The condition may be exaggerated because the drainage culvert under the road appears to be partially obstructed. Minor erosion was observed along both the upstream and downstream dam faces. Although particularly evident along the upstream slope adjacent the outlet riser and along the steepest portions of the downstream slope, the erosion is not considered to be significant at this time. Field measurements indicate low areas along the embankment crest between one-half and two feet below the elevation of the left spillway wingwall. The crest is covered with gravel and the slopes with weedlike vegetation.

Book excerpt: Penn Lake Dam is an earth embankment approximately 350 feet long and 44 feet high at its maximum section. The spillway consists of twelve 42-inch diameter, 20-foot long pipes located approximately 1,000 feet left (looking downstream) of the dam. Earth swales on both sides of the battery of pipes function as auxiliary spillways. The 56 acre reservoir is used for recreation by members of the Penn Lake Association. Examination of the results of the hydrologic and hydraulic analyses indicates that the spillway (pipes and swales) is capable of passing 48 per cent of the Probable Maximum Flood (PMF) without overtopping of the embankment. Failure of the dam would increase the hazard of loss of life downstream of the dam. The capacity of the spillway system is therefore classified as 'Seriously Inadequate.' The dam is considered to be unsafe (non-emergency). Based on visual observations made during the date of the inspection, the dam is considered to be in poor condition.

The size classification of the facility is small and the hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) ranges between the 1/2 PMF (Probable Maximum Flood) and the PMF. Due to the high potential for damage to downstream structures and possible loss of life, the SDF is considered to be the PMF. Results of the hydrologic and hydraulic analysis indicate the facility will pass and/or store approximately 50 percent of the PMF prior to embankment overtopping at the low area in the embankment crest. Consequently, the spillway is assessed as being inadequate, but not seriously inadequate. Recommended owner procedures are listed.
