Book excerpt: This report acts as a baseline for the Food and Nutrition Security Resilience Programme (FNS-REPRO) of FAO, which is a four-year programme of USD 28 million funded by the Government of the Netherlands, that contributes directly to the operationalization of the United Nations Security Council 2417 by addressing the “cause-effect” relationship between conflict and food insecurity in Somaliland, Sudan (Darfur) and South Sudan. The programme, which became operational in October 2019, is designed to foster peace and food security at scale through a multi-year livelihood- and resilience-based approach. The FNS-REPRO component in Sudan focuses on supporting the production and value chain of gum Arabic. In Sudan, the programme is implemented in the North and East Darfur states. The purpose of the study is to collect baseline values for identified project indicators, which will be tracked over time and used to establish the impact of the project. In addition, it identifies and documents lessons learned that will facilitate the continuous realignment of the current project’s theory of change and assist in defining and designing similar future food security projects in Sudan as well as in other parts of the world with similar contexts. This baseline provides characteristics of the gum Arabic production and gum Arabic-producing households in the project area. Among others, it was estimated that 23 percent of the households in the study area were involved in gum Arabic production, of which 90 percent were male-headed households. Strategies to facilitate the participation of female-headed households in this value chain are critical. Households involved in gum Arabic production had limited access to information on gum Arabic production and prices. Furthermore, the households in the area received little to no training on aspects of gum Arabic production. This calls for an evaluation and improvement of agricultural extension services for the gum Arabic producers, which will assist in streamlining good agricultural practices among gum Arabic farmers.

The baseline study was structured around the project indicators that can be measured at household level as well as indicators that will be used to estimate household resilience capacity. Estimation of the household resilience capacity is done using the FAO RIMA-II tool. Overall, the study employed a panel design with both intervention and comparison households. The current baseline survey focused on Yambio and Torit counties, the first areas of the project roll-out. The data collection covered about 600 households from the two counties (407 treatment and 192 control) in October 2020.

To capture the central role that accessibility to food plays in food security, we have adopted a definition of food insecurity that operationalizes Sen's (1981) entitlement approach, namely that a country suffers from a food insecurity problem if poverty is increasing over time irrespective of what happens to food supply. Hence, Both the poverty gap and Sen s measures are consistent with the entitlement definition of food insecurity. Using Jorgenson s (1961) idea of viability we developed a procedure for estimating an income poverty line necessary for food and non-food consumption. Results obtained suggest that all measures of poverty have exhibited an upward trend over the period 1978 1993. However, the rate of increase in poverty is much more pronounced during the sub-period 1978-1986, which witnessed the adoption of the IMF policy package. The policy implications of these results suggest that increasing food output should go hand in hand with seeking ways and means of raising households real incomes. Policy options that aim at making the poor productive members of the society are recommended

Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Book excerpt: Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

Book excerpt: Urbanisation and long-lasting civil wars and conflict mean that the demographic pattern in Sudan is changing drastically. Nevertheless, 60%-80 % of Sudanese engage in subsistence agriculture. Agriculture remains a crucial sector in the economy as a major source of raw materials, food and foreign exchange. It employs the majority of the labour force, and serves as a potential vehicle for diversifying the economy. However, no rigorous studies have explained productivity in this sector in relation to food security. The situation has worsened because agriculture in particular has been neglected since the advent of oil production in the early 2000s. Moreover, Sudan's agricultural growth has been unbalanced, with the majority of irrigated agriculture concentrated in the Centre and a huge disparity in development indicators between the best- and worst-performing regions.Thus, studies show that the vast majority of Sudanese are reported to be food insecure, especially internally displaced persons and in conflict regions such as Darfur, Kordofan and other regions.

The baseline study was structured around the project indicators that can be measured at household level as well as indicators that will be used to estimate household resilience capacity. Estimation of the household resilience capacity is done using the FAO RIMA-II tool. Overall, the study employed a panel design with both intervention and comparison households. The current baseline survey focused on Sool and Sanaag regions. Data was collected from a total of 1 026 households, 816 treatment households and 210 control households. The survey was conducted in two phases – in the first phase data were collected from 655 households in February 2020, while in the second phase an additional 371 households were surveyed in October 2020.

Fears about societal insecurity due to food price increases and hunger, grave scenarios regarding the effects of climate change and general uncertainty about the impacts of investments in biofuels and so-call “land grabbing” on food prices and availability have meant that food security is now recognised as being a multifaceted challenge. This book is unique in that it will bring together analyses of these different factors that impact on food security. This volume will describe a range of different perspectives on food security, with an emphasis on the various meanings that are applied to food security “crisis”. The challenges to be reviewed include market volatility, climate change and state fragility. Analyses of responses to food security crises and risk will cover rural and urban contexts, arenas of national policy formation and global food regimes, and investment in land and productive technologies. This book is unique in two respects. First, it takes a step back from the normative literature focused on specific factors of, for example, climate change, agricultural production or market volatility to look instead at the dynamic interplay between these new challenges. It helps readers to understand that food security is not one discourse, but is rather related to how these different factors generate multiple risks and opportunities.
