Arguably, such a transformation in U.S. military capabilities and strategy has been conceivable since the emergence of aircraft with large payloads around the time of World War II. But it has taken the emergence of new technologies and the development of new concepts for all weather day/night surveillance and engagement, battle management, precision attack, low observables, and other capabilities to make this new approach to warfare a reality. Or a near reality. Today, the primary obstacles to realizing this revolution seem more budgetary and political than technical or operational. Some programs key to making this new approach a reality are being abandoned or delayed because of the press of limited resources and competing demands. In this environment, it is critical that the Air Force more clearly define the potential contributions of airpower to joint operations and the role of airpower in this emerging strategy the "new American way of war."

The approach offered here begins with a consideration of the basic characteristics of air forces and space forces, identifies the operational capabilities of these forces, and lists the missions and operational objectives to which these forces can contribute. By insisting that these missions and objectives be defined from the perspective of joint operations, this approach to doctrine positions the Air Force favorably to advance the role of its forces in the competition for roles within missions.

The challenge for theory and practice is how to ensure that application of the military power of the nation is employed in such a way so as to maximise the effects, and minimise the cost incurred in the process. This naturally places a premium on joint planning and operations. Technology, now reaching the levels of a Revolution in Military Affairs, complex military organisation, and even more complex political goals in the employment of military power in the modern world, often with severe limitations imposed by the existence of nuclear weapons, have not only raised the premium of military power, but have required synergies between different elements and components of military power, and between military power and the political-diplomatic endeavours of the state to ensure a favourable outcome if not an outright victory. It is in this context that air power has been assuming an all-pervasive role in maximising the effects of military power. By the same logic, it constitutes the core component of deterrence. It not only enhances the capabilities of land and naval forces, but by itself also has an autonomous capability to dominate hostile military power in a broad range of scenarios and capabilities. Consequently, weakness in airpower capabilities, or in its employment, which does not maximise the effects of military power could also become the nation s Achilles heel. It is not surprising, therefore, that joint operations have become the norm rather than the exception in modern warfare and air power the lynchpin of military operations. Empirical evidence of all recent wars only re-emphasises the importance of joint operations and the role that air power performs in them. Its various dimensions and parameters keep evolving with changes in technology, operational environment and strategies in use. Preparing for the future has becomea critical factor in ensuring success. And this demands continuing examination, assessment, and understanding of the relationship between air power and other elements of military power in successful joint operations. This volume contain papers by experts in various fields to look at the issues related to air power and joint operations, both historically as well as in doctrinal terms, to explore various dimensions that would help understand a dynamic subject of crucial importance to our national defence. A new chapter at the end has been added to the first edition published in 2003 and focuses on where our thinking about joint operations in future.

General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The theater commander, General Douglas MacArthur, had no confidence in his air element. Kenney quickly changed this situation. He organized and energized the Fifth Air Force, bringing in operational commanders like Whitehead and Wurtsmith who knew how to run combat air forces. He fixed the logistical swamp, making supply and maintenance supportive of air operations, and encouraging mavericks such as Pappy Gunn to make new and innovative weapons and to explore new tactics in airpower application. The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. General Kenney Reports is a book that has withstood the test of time, and which should be on the shelf of every airman.
